FOCUS ON EXPLOITING STRENGTHS IN TOURISM, HISTORY AND CULTURE
The North Central region in general and the three provinces of Thanh Hoa, Nghe An and Ha Tinh in particular have an important position in the development of tourism and culture in Vietnam. The three provinces have a coastline of more than 320 km with many beautiful beaches and national parks with great potential for developing eco-tourism.
Besides natural advantages, the 3 provinces have a rich cultural tradition with many tangible and intangible heritages. Thousands of relics are dense in density, rich in types, diverse in content and scale; associated with the history and culture of the country, the culture of coastal residents, demonstrating the indomitable and resilient tradition through the revolutionary periods of the nation, typically: Ho Dynasty Citadel, Vinh Ancient Citadel, Dong Loc T-junction, Huong Tich Pagoda, Con Temple, Cui Temple...
Thousands of years ago, the "Ma River - Lam River" area had early connections in the historical depth of ancient cultures, especially during the Dong Son culture period; in the area there are heritages recognized by UNESCO, including many common heritages such as Ca Tru, Vi Folk Songs, Nghe Tinh Giam, and Mother Goddess Worship.
“Mentioning “Thanh, Nghe” is mentioning the land of “spiritual land, talented people”, famous as the land of heroes, the land of poets, the land of scholars, the homeland of national liberation heroes, outstanding cultural figures... along with the traditional values of nearly 50 ethnic groups living together in the Thanh - Nghe - Tinh region”, Permanent Vice Chairman of Ha Tinh Provincial People's Committee Nguyen Hong Linh emphasized.
In order to effectively exploit the tourism and cultural resources of the North Central and Central Coast regions, since 2013, the Prime Minister has approved the Master Plan for Socio-Economic Development and the Regional Tourism Development Plan, which determined to "focus on exploiting the strengths of tourism, history and culture for coastal provinces and cities from Thanh Hoa to Ha Tinh".
Recently, Resolution 26 of the Politburo also set the goal of developing the North Central and Central Coast regions to "become key tourism areas of the country with regional and international sea tourism and eco-tourism centers, where cultural and historical values are preserved and promoted".
Based on the set orientations, goals and tasks; the three provinces have proactively coordinated and implemented many solutions to effectively promote local cultural and tourism resources associated with regional linkages, specifically:
The three provinces have thoroughly grasped and strengthened propaganda work, raising awareness in the cultural field after the National Cultural Conference; actively exchanged in the work of building mechanisms and policies on preserving and promoting cultural values; jointly researched, collected, and displayed artifacts and documents on Dong Son culture, Bai Coi archaeological site, Nghe Tinh Soviet movement, etc.
Closely coordinate with the Ministry of Culture, Sports and Tourism to build a dossier to rank and honor heritage, relics and famous people. In 2022 and 2023, the three provinces continued to contribute to the treasure trove of heritage and relics of Vietnam with 01 UNESCO heritage, 4 national cultural heritages, 3 national relics, 1 national treasure. Also in 2022 - 2023, female poet Ho Xuan Huong and great physician Hai Thuong Lan Ong Le Huu Trac were honored by UNESCO with a resolution to honor cultural celebrities. Thus, up to now, out of the 7 Vietnamese celebrities honored by UNESCO, there are 3 men and only 1 woman, all from Nghe An.
Strengthening cultural and artistic exchanges. Some events are held annually, attracting a large number of mass art troupes, people and tourists to participate such as: Sen Village Festival, Dong Loc Sacred Land, 3-region Folk Song Forum, Nghe Tinh Vi and Giam Folk Song Festival.
Tourism linkage activities have been enhanced. Tourism in the three provinces has also seen remarkable developments; initially forming a chain of inter-regional tourism products such as: "Central Heritage Road", "North Central Ecological and Cultural Spiritual Road";...
Coordinate the mobilization of diverse resources to build infrastructure for tourism and cultural development. Invest in inter-regional connection projects, creating conditions for localities to exploit and develop together.
In addition, the provinces have been coordinating to call for strategic investors such as Vingroup, Sun Group, Ecopark, TH,... to invest in coastal tourism infrastructure, eco-tourism, cultural tourism as well as develop new, high-quality, inter-regional tourism products and services.
RESEARCH ON SELECTING A GROWTH MODEL FOR THE REGIONAL TOURISM AND SERVICES INDUSTRY
To promote the potential and advantages of each locality; preserve and promote cultural values associated with tourism development, on behalf of the provincial leaders, the Standing Vice Chairman of the People's Committee of Ha Tinh province requested the 3 provinces to pay attention to a number of key tasks.
First of all, provinces need to closely cooperate and link up in implementing national and provincial plans, focusing on key tasks of cultural and tourism development.
“The Politburo has issued a Resolution on regional development and specialized resolutions on development: Thanh Hoa, Nghe An, at the same time the Prime Minister has established a Coordination Council for the North Central and Central Coast regions and will soon issue a Regional Development Plan,” said comrade Nguyen Hong Linh.
Through the proposal, it is necessary to seek resource support from the Central Government, and have common proposals from the 3 provinces to the Central Government, prioritizing resources, attracting investment to soon complete shared infrastructure projects, especially large traffic infrastructures such as Ben Thuy 3 Bridge.
"We need more joint proposals from 3 provinces and 2 provinces to the Central Government regarding resources and policies," said the Standing Vice Chairman of the People's Committee of Ha Tinh province.
Along with that, the three provinces will research to select a growth model for the regional tourism and service industry; at the same time, effectively use marine resources, cultural, historical and biodiversity values; and propose that the Central Government issue strong enough policies to develop regional tourism and culture.
Continue to promote traditions, history, culture, and heritage values; strengthen coordination in promoting tourism, investment, and trade; accelerate digitalization of tourism activities; maintain and develop tourism routes; jointly promote cooperation with provinces of Laos and 17 northeastern provinces of Thailand.
Strengthen coordination in mobilizing private sector resources for cultural and tourism development, including joint research on new tourism products to promote the linkage advantages of the three provinces; at the same time, strengthen linkage to improve the quality of human resource training in the cultural and tourism sectors of the province.
The Standing Vice Chairman of the People's Committee of Ha Tinh province also requested that Thanh Hoa and Nghe An provinces continue to support Ha Tinh in proposing the Central Government to terminate the Thach Khe iron mine exploitation project; in order to promote the strengths of the marine economy and marine tourism, while protecting valuable resources for future generations until conditions are met for safe, effective and sustainable exploitation.
