Criticizing 3 districts in Hai Duong for being slow to 'spend money'

Mr. Le Ngoc Chau - Chairman of Hai Duong Provincial People's Committee - has just chaired a meeting with departments, branches and localities on solutions to speed up the disbursement of public investment projects in 2024.

Disbursement of public investment capital in the first 10 months of the year in some localities in Hai Duong was very low.

According to the report of the Department of Planning and Investment (DPI), the total local public investment plan for 2024 is about VND 9,459 billion. In the first 10 months of the year, the whole province disbursed VND 3,288 billion, reaching a rate of 34.8%.

Chi Linh City has the highest disbursement rate, reaching 71.6%, the remaining localities disbursed public investment capital below 50%, even Thanh Ha district only reached 5.3%. The Chairman of Hai Duong Provincial People's Committee criticized Thanh Ha, Tu Ky, Thanh Mien districts.

The Chairman of the People's Committee of Hai Duong province requested departments, branches and localities to focus highly on disbursing public investment capital; continue to review and forecast the implementation capacity close to reality, ensuring 100% disbursement in the 2024 budget year.

For projects that are undergoing investment preparation, Mr. Le Ngoc Chau requested the Provincial Construction Investment Project Management Board, investors, and People's Committees of districts/towns/cities to speed up the work of establishing investment projects, designing, estimating, and selecting construction contractors to start projects that have been allocated capital before November 30, 2024.

Mr. Le Ngoc Chau also assigned the Department of Construction, Department of Transport, Department of Agriculture and Rural Development to focus on shortening at least 30% of the time for appraising basic designs, construction drawing designs, and project estimates to speed up the progress of contractor selection.
