Compared to other natural sciences such as Physics, Chemistry, etc., Mathematics has more conditions for development. According to Professor Ngo Bao Chau, to promote the development of general Mathematics, Vietnam needs to design a suitable teaching system, especially to distinguish "what needs to be taught, at what level, and what does not need to be included in the curriculum". Currently, with the goal of research, application and training, commensurate with the intellectual potential of Vietnamese people, meeting the requirements of the country in the fourth industrial revolution; making Mathematics an organic part of the general development of science, technology and socio-economy; enhancing the position of Vietnamese Mathematics in the region and in the world.
A Math hour at Phan Dinh Phung High School (Ba Dinh, Hanoi)
Organizing communication activities to popularize Science, Technology, Engineering and Mathematics (STEM) education for students; introducing the role of Mathematics in all aspects of life, especially in the fourth industrial revolution. Supporting and coordinating with localities to organize activities to promote Mathematics such as: a series of activities responding to World Mathematics Day (March 14 every year), Open Mathematics Festival, competitions, Mathematics Summer Camp, consulting, supporting localities to build and develop talent incubation centers, spaces for experiencing Mathematics and science.
At the same time, establish an award system for outstanding research to improve the quality of publications, support young lecturers and teachers in implementing research topics and projects, applying Mathematics, develop research groups, traditional strong research directions, and support the formation and development of strong domestic research groups and domestic - international mixed research groups, especially in modern, interdisciplinary research directions, focusing on developing a number of areas with high demand in the fourth industrial revolution, regularly organize forums, conferences, seminars, and joint working groups between Schools/Institutes - State - Enterprises on topics of Applied Mathematics and Mathematics in Industry.
It is necessary to allocate funding for topics and projects on applied Mathematics research to solve key issues in socio-economic development such as: artificial intelligence, data science, information security and safety, operations research, environment and climate change, participate in research, propose and contribute to policy development; Coordinate with key state-level science and technology programs to implement a number of national tasks with high weight on applied Mathematics, especially the National Digital Transformation Program. Participate in training talents, support research and development of core technologies of digital transformation with high Mathematics content such as: artificial intelligence (AI), blockchain, cryptography and information security, big data, cloud computing, operations research.
The Minister of Education and Training suggested that Mathematics needs to be actively innovated in the direction of developing thinking for learners, guiding students to use mathematical thinking to solve life problems.
Building a big data center to serve research, consulting, analysis and building socio-economic development strategies, participating in research and organizing forums to discuss modern models and methods of mathematics education and making recommendations for Vietnam. Implementing training and fostering for students, pedagogical students in mathematics, core mathematics teachers, high school teachers specializing in mathematics, focusing on interdisciplinary nature, connecting with other subjects.
Organize training courses for students on current topics in modern Mathematics to discover and nurture young mathematical talents; have a scholarship policy to attract and improve the quality of students and trainees in Mathematics, organize and participate in training and fostering high-quality human resources, especially masters and doctors) in the fields of Applied Mathematics and Mathematics in industry. Implement training for Mathematics lecturers of universities and vocational training institutions, focusing on teaching Mathematics for other fields, including social sciences, to improve the quantitative and quality of using mathematical tools.
By 2030, strive to have 05 higher education institutions ranked in the world's Top 500 in the field of Mathematics, of which at least 02 institutions are ranked in the Top 400 and strive to double the number of publications in journals in the List of prestigious journals in the world (SCIE journal) compared to the period 2010 - 2020. Double the number of foreign scientists (including Vietnamese people working abroad coming to work, exchange and cooperate scientifically supported by the Program compared to the period 2010 - 2020.
Strive to have at least 5 main research directions in Applied Mathematics and Mathematics in Industry, with a team capable of implementing programs and research and development contracts with the state and supporting enterprises, coordinating and participating in training about 400 PhDs in Mathematics, Applied Mathematics and Statistics, of which 50% of PhD students have at least 02 publications in SCIE journals, training and fostering about 80% of key Mathematics lecturers and teachers of universities and high schools to meet the requirements of innovation in training programs and general education programs in 2018;
In particular, building a database of Vietnamese mathematicians, toolkits for research, teaching and strategic planning for the development of mathematics and human resources. Building a system of learning materials, lectures, online assessment and testing systems for undergraduate mathematics subjects, experiential activities, popularizing mathematics, interdisciplinary applications of mathematics for students, teachers and lecturers, along with organizing the translation, publishing and distribution of a number of monographs, textbooks, software, and magazines to serve training, innovate teaching methods and introduce current research directions and applications in mathematics;
Continue to create favorable conditions in terms of mechanisms and focus on investment for the Institute for Advanced Study in Mathematics to become a research and training center of regional and world standards, a nucleus connecting domestic and foreign mathematics centers; develop strong research groups, domestic and international mixed research groups, focus on new, modern, interdisciplinary research directions, including supporting the development of a number of higher education institutions to become strong mathematics centers in the North, Central - Central Highlands and the South, leading the development of Mathematics./.
