Along with that, the district continues to promote administrative reform and apply modern information technology. The District People's Committee has implemented a "one-stop" model to handle administrative procedures, shorten the time for processing documents and create favorable conditions for businesses to access public services. The digitalization of management processes has helped reduce cumbersome procedures, increase transparency and efficiency in administrative management, thereby creating trust and attracting investment for the entire local economic system.
The district also focuses on improving service quality through organizing training programs for managers and businesses. Courses on IT application, management skills and innovation have been regularly deployed to help businesses quickly adapt to modern business trends, while improving their competitiveness in the market.
On the other hand, the district focuses on investing in infrastructure to promote competitive advantages, especially in the fields of transportation and tourism infrastructure. In the construction sector of the district, the production value in the first quarter of 2025 reached about 1,021.5 billion VND. Projects to renovate and upgrade the traffic system at border gate areas and routes connecting key tourist destinations have contributed to reducing difficulties in transporting goods and traveling for tourists. This not only improves service quality but also creates high economic efficiency, promoting the growth of related economic sectors. In the first quarter of 2025, the production value of the trade and service sector in the area reached about 3,220 billion VND.
Along with trade and service activities, Hai Ha's tourism industry has shown strong attraction. An indispensable factor in Hai Ha's development strategy is the promotion of traditional cultural values. Cultural festivals, exchange activities and communication about local cultural beauty have become "soft weapons" to attract tourists. Typically, the Mun Wave Festival of the Dao ethnic group in Quang Duc commune has attracted a large number of visitors, contributing to enhancing the image value of Hai Ha and bringing significant revenue to accommodation, food and entertainment businesses. Along with that, the "Cultural - Tourism Week" programs are organized periodically to promote local specialties, seafood, agricultural products and unique OCOP products. Up to now, the whole district has 35 OCOP products, of which 30 products have achieved 3 stars or more, creating great added value for trade and export activities. Thanks to that, in the first 3 months of 2025, the number of tourists welcomed in the district reached 60,500. Total revenue from tourism is estimated at 145.2 billion VND.
In addition, Hai Ha also focuses on promoting import-export activities to maximize the economic potential of its border gate location. In the first 3 months of 2025, the total import-export turnover reached over 10.673 million USD.
Enterprises in Hai Ha have also taken full advantage of preferential policies and actively participated in domestic and international fairs and exhibitions to promote their products. Enterprises have closely coordinated with people to create guaranteed product production chains to promote product consumption. Mr. Le Van Thang, Hoa Cuong Sugar Tea Cooperative (Hai Ha district), said: The close connection between production households in planting, caring for, processing tea, using safe organic fertilizers, and harvesting by hand to ensure product quality has increased the value of the cooperative's tea. Products are sold at high prices and are favored by users.
Management agencies, businesses and people coordinate closely through regular exchanges, meetings, seminars and experience exchanges to promptly grasp and remove difficulties for businesses. As of March 20, 2025, there are 227 enterprises, 40 cooperatives, and 16 foreign-invested enterprises in the district.
The achievements in 2024 and the first quarter of 2025 will be a strong driving force for Hai Ha to continue to promote its advantages, overcome all challenges and reach new successes on the path of comprehensive economic development and international integration.
