(HNMO) - On the afternoon of June 19, the Hanoi Institute for Socio-Economic Development held a conference to deploy the measurement of the Satisfaction Index of People and Organizations (SIPAS) in 2023 for departments, agencies equivalent to departments and People's Committees of districts, towns and cities.

The report at the conference on the results of the survey and measurement of the SIPAS Index in 2022 showed that: People and organizations highly appreciate the services of departments, agencies equivalent to departments and People's Committees of districts, towns and cities in the city. As a result, the average SIPAS Index result in 2022 reached 90.19%, an increase of 1.07% compared to 2021 (89.12%); the average SIPAS Index result in 2022 reached 93.49%, an increase of 2.4% compared to 2021 (91.08%).

Director of the Hanoi Institute for Socio-Economic Development Le Ngoc Anh said that implementing Plan No. 120/KH-UBND dated April 14, 2023 on surveying, measuring and researching, analyzing the satisfaction of people and organizations with a number of public services (Issuance of land use right certificates; construction permits; public health services; public education services in Hanoi in 2023) and Plan No. 121/KH-UBND dated April 14, 2023 on measuring the Satisfaction Index of people and organizations with departments, agencies equivalent to departments and People's Committees of districts, towns and cities in the city in 2023, the Institute assigned 132 officers, civil servants and collaborators to directly survey 52 units. Accordingly, 3 survey teams were organized according to plan; each team consisted of about 45 people, led by a Deputy Director of the Institute.

Regarding the task of "Surveying, measuring, researching and analyzing the satisfaction of people and organizations with some public services", the survey subjects are individuals and representatives of organizations who directly conduct transactions, have received results, have directly experienced and used medical and educational services from January 1, 2023 to the time of the survey. The survey time is allocated from July 2023 to December 2023. The total number of direct survey votes in 2023 for 4 public services is 12,900 votes...

Regarding the task of "Measuring the Satisfaction Index of people and organizations with the services of departments, agencies equivalent to departments, People's Committees of districts, towns and cities in the city in 2023", the survey subjects are individuals and representatives of organizations who directly conducted transactions and received results of administrative procedure settlement at the "one-stop" department of the surveyed agencies, units and localities from January 1, 2023 to the time of survey. The surveyed units are 22 departments, agencies equivalent to departments, 30 districts, towns and cities. The survey time is allocated from July 2023 to December 2023. Direct survey at the "one-stop" department. The number of survey ballots for departments and agencies equivalent to departments is 2,550 ballots, for People's Committees of districts, towns and cities is 9,000 ballots.

Speaking at the conference, Member of the Standing Committee of the City Party Committee, Permanent Vice Chairman of the City People's Committee Le Hong Son, Head of the Working Group on Improving and Enhancing the Administrative Reform Index (PAR Index), SIPAS Index for the period 2021-2025 of Hanoi City stated: The goal of the city is to improve the satisfaction of people and businesses, improve the quality of public administrative services, thereby creating positive changes in all areas. Therefore, the first thing to do is to improve the facilities, at least meeting the requirements in Decision No. 4379/QD-UBND dated November 10, 2022 of the City People's Committee on approving the project on the model of a modern administrative procedure reception and return results department at all levels in the city.

According to the Standing Vice Chairman of the City People's Committee Le Hong Son, no matter how much investment and application of modern information technology is made, the most important thing is still the attitude and spirit of service because this is the main factor determining the satisfaction of people and organizations... He emphasized that "to be successful, we must go into the substance", and requested that units be determined to improve 4 groups of indexes: Administrative Reform Index (PAR Index), Provincial Public Administration Performance Index (PAPI); Provincial Competitiveness Index (PCI); Satisfaction Index of People and Organizations (SIPAS)...

Regarding the plan to measure the satisfaction index of people and organizations with the services of agencies and units, the Standing Vice Chairman of the City People's Committee requested the Hanoi Institute for Socio-Economic Development Research to deploy a measurement, research and analysis plan according to the requirements and progress set out; organize research, evaluate and analyze the Index, and send it to relevant units to promptly develop and deploy a remedial plan...
