After 3 years of implementing Resolution No. 55 of the Politburo on the orientation of Vietnam's national energy development strategy to 2030, with a vision to 2045, energy development in the province has had many positive changes. Initial results
According to the assessment of the Provincial Party Committee Standing Committee, implementing Resolution 55 of the Politburo, the Provincial Party Committee Standing Committee has identified goals, targets, key tasks and solutions to promote the potential and advantages of renewable energy development (wind power, solar power). Party committees and authorities at all levels pay attention to training, fostering, improving the capacity and initiative of the energy management staff. At the same time, promote administrative procedure reform on the basis of perfecting the "one-stop" mechanism, especially in the fields of land and investment to create favorable conditions for attracting investment, ensuring sustainable and effective energy development.
After Resolution No. 55 was issued, the province synchronously deployed solutions to invest in the construction of power projects according to the Power Development Plan approved by competent authorities in the province, including power supply projects and transmission and distribution grids. Binh Thuan province strives to improve its reserve capacity and supply of energy and electricity to meet the following targets: Providing enough electricity for the province according to the approved Provincial Power Development Plan, meeting the requirements for development goals. Developing and increasing the total capacity of power sources according to the National Power Development Plan and the Provincial Power Development Plan approved by competent authorities. Prioritizing the development of renewable energy sources, clean energy such as wind power, solar power, etc. Thanks to that, up to now, the province has attracted foreign investors, Vietnam Electricity Group and the private sector to participate in investing in the development of wind power, solar power and small hydropower. Particularly in the field of investment in power distribution grid and electricity trading, Binh Thuan Power Company (under Southern Power Corporation - Vietnam Electricity Group) is responsible.
During the period from February 2020 to June 2023, Binh Thuan province has completed the investment in construction and put into operation 11 more renewable energy power plants with a total capacity of over 409 MW. To date, the province has 47 power plants in operation with a total capacity of 6,523 MW; the designed electricity output of 47 power plants in the province is over 31 billion kWh/year. In addition, the province currently has 13 key energy-using facilities approved by the Prime Minister. Key energy-using facilities have invested in and upgraded production facilities and equipment to save energy, such as: Maintaining and servicing vehicles and production line equipment to reduce losses, installing frequency converters for electric motors, replacing incandescent lamps with high-efficiency LED lamps, using inverter air conditioners for offices, limiting electricity use during peak hours, reserving electrical equipment for timely replacement in case of incidents...
Recommendations and suggestions
In the coming time, to effectively implement Resolution No. 55 and Decision No. 2068 of the Prime Minister approving Vietnam's renewable energy development strategy to 2030, with a vision to 2050; at the same time, exploiting the potential and advantages of the locality, contributing to socio-economic development, ensuring national energy security, and implementing Vietnam's commitment at the COP26 Conference on the Net Zero target by 2050; the Provincial Party Standing Committee has requested the Party Central Economic Committee to pay attention, consider, and give opinions to the National Assembly, the Government, the Prime Minister, and central ministries and branches to consider and resolve a number of issues. Specifically, the offshore wind power sector has specific requirements from the stages of survey, design, procurement, fabrication, offshore installation, operation, maintenance, connection to the national power transmission line system, financial arrangements... which are very different from nearshore and onshore wind power and even more different from other forms of renewable energy.
Therefore, the province proposed that the Party Central Economic Committee recommend the Prime Minister to consider the policy of directing the pilot implementation of offshore wind power projects in the sea of Binh Thuan province or the sea of other localities; on that basis, develop support policies and breakthrough mechanisms for offshore wind power development in conjunction with the Vietnam Sea Strategy, bidding methods, investor selection (survey, investment), commitments to the Vietnamese Government on socio-economic development, national defense and security issues; calculate electricity prices, power purchase contracts, connection plans to the national grid of offshore wind power projects according to the priority mechanism for pioneering projects, bringing socio-economic efficiency, creating an attractive investment environment for subsequent projects.
On the other hand, to sustainably develop the renewable energy industry in general and the offshore wind power industry in particular, the province proposed that the Party Central Economic Committee recommend the Prime Minister to consider the policy of directing the development of policies and regulations on technology transfer, attracting investment in large projects on investment in the development of supporting industries, in order to quickly develop and gradually increase the proportion of localization of equipment and techniques, especially high-tech equipment, source technology such as large-capacity wind turbines and the environmental industry to handle expired machinery and equipment of the renewable energy industry for recycling and reuse with high efficiency, towards a circular economy in the renewable energy industry.
In addition, it is recommended that Vietnam Electricity Group assign relevant units and affiliated units to study and consider implementing additional power planning, investing in new construction, renovation and upgrading of transmission line systems and 500 kV, 220 kV and 110 kV transformer stations, and deploy synchronously to serve connection, transmission, capacity release, and promote the effectiveness of power source projects in Binh Thuan province. At the same time, promptly consider and resolve the proposal of Binh Thuan province on relocating households in Vinh Phuc village, Vinh Tan commune (adjacent to Vinh Tan 4 Thermal Power Plant expansion) affected by dust and noise from Vinh Tan Power Center to create a safe environmental distance for residential areas in Vinh Phuc village, Vinh Tien village, Vinh Tan commune, Tuy Phong district...
