Today, May 28th, in Trieu Phong district, the Department of Labor, War Invalids and Social Affairs, in coordination with the People's Committee of Trieu Phong district, organized the launching ceremony of the 2024 Action Month for Children with the theme "Practical Action, Prioritizing Resources for Children". Mr. Dao Manh Hung, Chairman of the Vietnam Fatherland Front Committee of Quang Ngai province, attended the ceremony.
Speaking at the launching ceremony, Chairman of the Vietnam Fatherland Front Committee of the province, Dao Manh Hung, emphasized that children are the happiness of the family, the future of the country, and the generation that will continue the cause of building and protecting the Fatherland: "Children today - the world tomorrow." Therefore, protecting, caring for, and educating children is both a goal and a driving force in the human resource development strategy of our Party and State. Giving all priority to children is a guiding principle and a consistent action throughout the stages of building and protecting the country.

Over the past period, the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, and the Provincial Vietnam Fatherland Front Committee have paid special attention to directing and implementing many national programs, plans, and projects on the protection, care, and education of children, aiming to ensure children's rights for comprehensive development and a safe and healthy life.
Furthermore, the mobilization of resources to support the implementation of targeted programs for children in the province has become increasingly socialized. However, despite the achievements, the work of protecting and caring for children in the province still faces many difficulties and challenges.
To effectively carry out activities during the summer and the Month of Action for Children in 2024, the Chairman of the Vietnam Fatherland Front Committee of the province, Dao Manh Hung, requested that provincial departments, agencies, mass organizations, Party committees, local authorities, and parents throughout the province continue to further promote achievements and focus on overcoming shortcomings and limitations in the field of child protection, care, and education that have been identified recently.
In particular, it is important to do a good job of disseminating information and mobilizing the entire society to effectively implement the Party's guidelines and the State's policies and laws on protecting, caring for, and educating children. Raising awareness among everyone about their responsibility to protect and care for children; speaking out and reporting to relevant authorities any risks and acts of child abuse and violence.
At the same time, it is necessary to focus on promoting preventive measures to help reduce the incidence of violence, abuse, injuries, drowning accidents, social evils, and violations of the law among children.
Chairman of the Vietnam Fatherland Front Committee of the province, Dao Manh Hung, also requested the People's Committees of districts, towns, and cities to pay attention to allocating funds and strengthening the mobilization of social resources to focus on supporting and helping children, especially children with special circumstances, difficult circumstances, children in remote areas, and ethnic minority areas.
Strengthen the socialization of the construction of swimming pools and recreational areas for children; direct the development and replication of "Safe Home," "Safe School," and "Safe Community" models for children.
Conduct a thorough review and improvement of the natural and social environment, addressing and eliminating potential accident and injury risks, especially drowning, traffic accidents, falls, and areas with many factors that could lead to abuse and violence against children.
All levels and sectors should organize many activities during the summer in residential areas to attract children's participation, such as recreational activities, organizing children's clubs, holding competitions to learn about children's rights, etc.
In particular, it is necessary to minimize the number of accidents, injuries, and drownings among children during the summer holidays due to a lack of attention, care, education, and protection from families, schools, and relevant authorities.
Quang Tri province has 182,399 children under 16 years old, accounting for 29% of the population; of which over 20,000 children are in special circumstances or at risk of falling into special circumstances, and about 34,000 children live in mountainous areas and ethnic minority communities.
According to reviews and reports from relevant agencies, currently 100% of children with special circumstances who are eligible for state social assistance in the province are receiving full benefits and entitlements as prescribed, and are being cared for and nurtured by organizations and individuals. Policies to assist poor children, children with disabilities, and children with special circumstances are being implemented effectively.
The number of street children, children who violate the law, and children working in arduous, hazardous, and dangerous conditions has decreased; cases of violations of children's rights are resolved promptly. Children's material and spiritual lives, recreational activities, and social environments are becoming increasingly rich and diverse.
However, despite the achievements, the proportion of children living in poor and near-poor households remains high; cultural facilities for children's recreation and entertainment are still lacking. Accidents, drownings, violence, child abuse, and child marriage still occur in the province, especially the number of child deaths due to accidents, drownings, and incidents related to school violence, which are increasing in nature and complexity, leaving much pain and serious consequences for children, families, and society...
These issues are causing serious concern in society, while in some places, the dissemination and education of legal knowledge remains superficial and lacks depth, thus failing to achieve the desired results.
The 2024 Action Month for Children, themed "Practical Action, Prioritizing Resources for Children," aims to build a safe, friendly, and healthy living environment to fully realize children's rights and ensure their comprehensive development. It also seeks to mobilize the participation of the entire political system in protecting children from risks such as abuse, violence, natural disasters, epidemics, injuries, and drowning.
