Mr. Pham Thanh Binh was born in 1975, hometown Hanoi. Qualifications: Bachelor of Foreign Languages, majoring in Chinese, Hanoi University, Master of International Relations, Diplomatic Academy of Vietnam.

He has worked at the Northeast Asia Department, Ministry of Foreign Affairs since 1997. From September 1999 to February 2003, he was an Attaché at the Vietnamese Embassy in China. From April 2006 to September 2009, he was a Consul at the Vietnamese Consulate General in Nanning (China).

In December 2009, Mr. Pham Thanh Binh was appointed Assistant Director of the Northeast Department, Ministry of Foreign Affairs. Then in July 2014, he became Deputy Director of the Northeast Asia Department, Ministry of Foreign Affairs.

He served as Consul General of Vietnam in Nanning (China) from August 2014 to October 2017. In January 2018, he served as Minister of the Vietnamese Embassy in China.

In 2021, he returned to Vietnam and was appointed Deputy Director and then Acting Director of the Northeast Asia Department, Ministry of Foreign Affairs. In December 2021, Mr. Pham Thanh Binh held the position of Director of the Northeast Asia Department, Ministry of Foreign Affairs.
