On January 15, the 5th extraordinary session of the 15th National Assembly officially opened and entered its first working day at the National Assembly House, Hanoi, under the chairmanship of National Assembly Chairman Vuong Dinh Hue.

In the morning, at 7:30 a.m., under the chairmanship of National Assembly Chairman Vuong Dinh Hue, the National Assembly held a preparatory session to listen to: Member of the National Assembly Standing Committee, Secretary General of the National Assembly - Head of the National Assembly Office Bui Van Cuong report on receiving, explaining, and adjusting the expected program of the 5th Extraordinary Session of the 15th National Assembly.

After that, the National Assembly discussed and voted to approve the Session's agenda, with the following results: 459 delegates participated in the vote (equal to 93.10% of the total number of National Assembly delegates), of which 458 delegates approved (equal to 92.90% of the total number of National Assembly delegates); 1 delegate did not approve (equal to 0.20% of the total number of National Assembly delegates).

The National Assembly listened to Member of the National Assembly Standing Committee, Head of the Delegation Affairs Committee of the National Assembly Standing Committee Nguyen Thi Thanh present the Report of the National Assembly Standing Committee on the dismissal of Mr. Nguyen Van Thanh of the National Assembly Delegation of An Giang province from the duties of a deputy of the 15th National Assembly.

At 8:00 a.m., under the direction of Permanent Vice Chairman of the National Assembly Tran Thanh Man, the National Assembly held the opening session of the 5th extraordinary session of the 15th National Assembly.

The National Assembly held the flag-raising ceremony. Secretary General of the National Assembly and Head of the National Assembly Office Bui Van Cuong announced the reason and introduced delegates attending the Session. National Assembly Chairman Vuong Dinh Hue delivered the opening speech.

The opening session was attended by General Secretary Nguyen Phu Trong; President Vo Van Thuong; Prime Minister Pham Minh Chinh; Permanent member of the Secretariat, Head of the Central Organization Commission Truong Thi Mai; Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien; leaders and former leaders of the Party, State, and Vietnam Fatherland Front; representatives of central ministries, departments, and branches; Heads of foreign diplomatic missions and international organizations in Hanoi.

Under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly listened to Member of the National Assembly Standing Committee, Chairman of the National Assembly Economic Committee Vu Hong Thanh present a Report explaining, accepting and revising the draft Law on Land (amended).

After that, the National Assembly discussed in the hall some new contents or different opinions of the draft Land Law (amended).

At the discussion session, 29 delegates spoke and 1 delegate debated, in which the delegates' opinions basically agreed with the Report on explanation, acceptance and revision of the draft Land Law (amended) and many contents of the draft Law.

In addition, delegates focused on discussing many policies such as: land valuation methods; land classification; State incentives for investment in land use; the State's rights as the representative of land ownership; State guarantees for land users; the role and responsibility of the Vietnam Fatherland Front and its member organizations in land management and use; citizens' rights to land; rights and obligations of domestic organizations to which the State allocates land with land use fees, leases land with one-time land rent for the entire lease term; rights and obligations of economic organizations, public service units, religious organizations, and affiliated religious organizations using land leased by the State with annual fees.

Delegates discussed conditions for exercising the rights to convert, transfer, lease, sublease, inherit, donate land use rights; mortgage, contribute capital with land use rights; conditions for selling assets attached to land and lease rights in land lease contracts leased by the State with annual land rent collection; consulting on land use planning and plans; organizing the implementation of land use planning and plans; land recovery for socio-economic development for national and public interests; land recovery notification and enforcement of land recovery decisions for national defense and security purposes; socio-economic development for national and public interests; procedures for compensation, support, resettlement, land recovery for national defense and security purposes, socio-economic development for national and public interests.

Delegates discussed the principles of compensation, support and resettlement when the State reclaims land; separating the content of compensation, support and resettlement into independent projects and organizing land recovery, compensation, support and resettlement for investment projects; resettlement arrangement; land development fund; conditions for land allocation, land lease, permission to change land use purpose; cases of land allocation and land lease without auction of land use rights, without bidding to select investors to implement projects using land; land allocation and land lease through bidding to select investors to implement investment projects using land; land use to implement socio-economic development projects through agreement on receiving land use rights or having land use rights.

Delegates discussed the issuance of Certificates of land use rights and ownership of assets attached to land for households, individuals and communities using land with documents on land use rights; settlement of cases where households and individuals using land violated land laws before July 1, 2014; issuance of Certificates of land use rights and ownership of assets attached to land for households and individuals using land allocated without proper authority; use of land for urban and rural residential area improvement; mediation of land disputes; receiving and handling violations by heads, civil servants and public employees of land management agencies at all levels and civil servants working in commune-level cadastral work; cases of land recovery; rights and obligations of land users; land policies for ethnic minorities; transitional regulations; implementation effect.

In the afternoon, under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly listened to Member of the National Assembly Standing Committee, Chairman of the National Assembly's Economic Committee Vu Hong Thanh present a Report on explanation, acceptance and revision of the draft Law on Credit Institutions (amended).

After that, the National Assembly discussed in the hall some new contents or different opinions of the draft Law on Credit Institutions (amended).

At the discussion session, 14 delegates spoke, in which the delegates' opinions basically agreed with the Report on explanation, acceptance and revision of the draft Law on Credit Institutions (amended) and many contents of the draft Law.

In addition, delegates focused on discussing: the use of terms related to banking activities; information security; the responsibility of credit institutions and foreign bank branches in protecting customers' rights; establishment, operation and state management of policy banks; the authority to grant, amend, supplement and revoke licenses; organization and management of credit institutions (cases where they do not hold the same positions; duties and powers of the Supervisory Board; share ownership ratio); early intervention in credit institutions and foreign bank branches; operations of credit institutions and foreign bank branches (trust and agency operations, agency assignment of commercial banks); restrictions to ensure safety in the operations of credit institutions (on credit limits; rights and obligations of the controlling company); finance, accounting, reporting (risk provisions); special control of credit institutions (conditions for supporting credit institutions); handling bad debts, secured assets; handling cases of credit institutions being subject to mass withdrawals, special loans and lending; banking inspection and supervision functions; enforcement provisions.

At the end of the discussion session, Chairman of the National Assembly's Economic Committee Vu Hong Thanh spoke to explain a number of issues raised by National Assembly deputies.

On Tuesday, January 16, in the morning, the National Assembly listened to the Submission and Verification Report on the draft Resolution on a number of specific mechanisms and policies to implement the National Target Programs; the Submission and Verification Report on supplementing the Medium-term Public Investment Plan of the central budget for the 2021-2025 period from the general reserve source corresponding to the increased central budget revenue in 2022 for public investment tasks and projects and supplementing the Medium-term Public Investment Plan for Vietnam Electricity Group from the reserve source of the Medium-term Public Investment Plan; then, the National Assembly discussed in groups on the above contents.

In the afternoon, the National Assembly discussed in the hall the draft Resolution on a number of specific mechanisms and policies to implement the National Target Programs; the addition of the Medium-Term Public Investment Plan of the central budget capital for the 2021-2025 period from the general reserve source corresponding to the increased central budget revenue in 2022 for public investment tasks and projects, and the addition of the Medium-Term Public Investment Plan for the Vietnam Electricity Group from the reserve source of the Medium-Term Public Investment Plan.
