National Assembly discusses removing bottlenecks in accessing land to implement commercial housing projects

According to news from the session agenda, this morning (November 21), the National Assembly will discuss in the hall the draft resolution on piloting the implementation of commercial housing projects through agreements on receiving land use rights or having land use rights.

At the end of the discussion session, Minister of Natural Resources and Environment Do Duc Duy will explain and clarify a number of issues raised by National Assembly deputies.

Previously, according to the submission, the Government proposed allowing investors to negotiate the right to use agricultural land, non-agricultural land that is not residential land, and other land in the same plot to do commercial housing projects, on a pilot basis for 5 years.

The selected pilot project must be implemented in an urban area and not be part of a project that must be recovered.

The pilot project needs to have a maximum of 30% additional residential land area during the planning period (compared to the current land use status) according to the land allocation and zoning plan of the provincial planning until 2030.

The provincial People’s Committee will consider and grant licenses to real estate business organizations to receive land use rights transfers. Along with that, real estate businesses must meet the conditions on land, housing laws, real estate business, investment, etc.

In the afternoon, the National Assembly will vote to pass the Law amending and supplementing a number of articles of the Law on Pharmacy. After that, the National Assembly will discuss the establishment of Hue City under the Central Government and the draft resolution on the organization of urban government in Hai Phong City.

How to calculate monthly unemployment benefits?

Responding to workers in Can Tho about the monthly unemployment benefit level, the Ministry of Labor, War Invalids and Social Affairs said that according to the 2013 Employment Law, the benefit level is based on the contribution level and duration of unemployment insurance contribution.

Specifically, the monthly unemployment benefit is equal to 60% of the average unemployment insurance salary of the 6 consecutive months before losing the job, but not exceeding 5 times the basic salary or 5 times the regional minimum wage.

From July 1, 2024, the basic salary is 2.34 million VND/month. The regional minimum wage is divided into 4 regions: Region I is 4.96 million VND/month, Region II is 4.41 million VND/month, Region III is 3.86 million VND/month and Region IV is 3.45 million VND/month.

Thus, according to the above regulations and the contribution - benefit principle, the maximum benefit level of employees according to the basic salary regime is: 2.34 million VND x 5 = 11.7 million VND.

The maximum unemployment benefit for workers under the minimum wage regime in region I will be: 4.96 million VND x 5 = 24.8 million VND. Similarly, for regions II, III, IV, the maximum benefits are 22.05 million VND; 19.3 million VND and 17.25 million VND respectively.

According to Vietnam Social Security, by early November 2024, the number of people participating in unemployment insurance reached over 15.56 million people, an increase of more than 9% over the same period in 2023, of which more than 773,000 people received unemployment benefits.

Banks rush to increase savings interest rates

Nam A Bank has just adjusted the savings interest rate table at the counter from November 20.

Accordingly, this bank adjusted the interest rate from 5.8%/year to 6%/year, applicable to 24-month term deposits, receiving interest at the end of the term. At the same time, it only applies to deposits of 500 billion VND or more.

In the latest update, ABBank increased the interest rate for 3-month deposits by 0.2% per year, 4-month deposits by 0.6% per year and 5-month deposits by 0.7%.

After adjustment, the 3-month term interest rate with online form at ABBank has increased to 4.1%/year, and the 4 and 5-month terms have increased to 4.2% and 4.3%/year respectively.

BaoViet Bank is also a bank that has recently adjusted deposit interest rates for some terms.

Specifically, the online deposit interest rate for a 3-month term increased by 0.35%/year to 4.35%/year. For a 4-5 month term, this bank is listing it at 4.4% and 4.5%/year.

FPT spends billions to pay dividends

Dengue fever, hand, foot and mouth disease in Ho Chi Minh City decrease, measles continues to increase sharply

According to the Ho Chi Minh City Center for Disease Control, from November 11 to 17 (week 46), the city recorded 695 cases of dengue fever, down 8.3% compared to the average of the previous 4 weeks.

The total number of dengue fever cases accumulated from the beginning of 2024 to week 46 is 12,013. Districts with high cases per 100,000 people include District 1, Thu Duc City and District 7. In week 46, the city also recorded 296 people with hand, foot and mouth disease, down 35.3% compared to the average of the previous 4 weeks.

The total number of measles cases accumulated from the beginning of 2024 to week 46 is 1,858 cases. Districts with high numbers of cases include Binh Tan district, Binh Chanh district and Thu Duc city.

Notably, in week 46, the city recorded 211 measles cases, an increase of 43.5% compared to the average of the previous 4 weeks.

Meanwhile, week 45 (November 4 to November 10) recorded 167 measles cases, an increase of 29% compared to the average of the previous 4 weeks.

Thus, the total number of measles cases accumulated from the beginning of 2024 to week 46 is 1,858 cases. Districts with high numbers of cases include Binh Tan district, Binh Chanh district and Thu Duc city.

To prevent measles, hand, foot and mouth disease and dengue fever, people need to continue to take measures as recommended by the health sector. Parents should take their children to medical facilities to get 2 doses of measles vaccine to create immunity for children.

At the end of November, Rach Dia bridge in Nha Be district will open to traffic.

After many years of waiting, Ho Chi Minh City residents will soon be able to travel on the new Rach Dia bridge (connecting District 7 and Nha Be District). The Traffic Department said it has plans to open to traffic on November 30.

According to the Ho Chi Minh City Traffic Construction Investment Project Management Board (Traffic Board), the upcoming Rach Dia Bridge opening ceremony is the beginning of a series of events to open 10 bridges and roads in late 2024 and early 2025.

From November 2024, the Nguyen Van Linh - Nguyen Huu Tho intersection tunnel project will block off part of Nguyen Van Linh Street to ensure the goal of opening the remaining tunnel branch to traffic by the end of the year.

Therefore, the opening of Rach Dia Bridge 1 month earlier than previously planned (December 2024) will create a new direction, contributing to reducing congestion in the area.

The Traffic Committee has proposed that the Ho Chi Minh City Department of Transport support and reach an agreement to soon put Rach Dia Bridge into operation and serve the people of Ho Chi Minh City.

With a total investment of 512 billion VND, the Rach Dia bridge construction project replaces the old Rach Dia bridge which has seriously degraded and does not ensure safety for people's travel.

The Traffic Department said the old Rach Dia iron bridge was built before 1975. The pillars and bridge beams are rusted and rotten over time, causing many people to be confused and worried.

The new Rach Dia Bridge is built of reinforced concrete, approximately 318m long and 9m to 10.5m wide. The approach road connecting to the existing Le Van Luong Street is 14m to 27m wide and approximately 153m long.
