Efforts to overcome challenges

Formed in 2005, the Project Management Board (PMU) for construction investment in Thuong Tin district has achieved many results, contributing to the overall socio-economic development of the whole district.

The Thuong Tin District Construction Investment Project Management Board has the function and task of organizing and implementing the task of managing construction investment projects using capital sources from the City budget and the District budget from the investment stage until the end of investment and approving the final settlement of the projects.

At the same time, organize the implementation of investment projects and build investment capital sources of economic sectors and projects with support capital from budgets when assigned tasks. Coordinate with relevant organizations and units in compensation and site clearance (GPMB), support resettlement for projects when assigned tasks.

Through the process of formation and development, the model of the board has grown stronger and stronger, with a management apparatus including a director, deputy director, department head, specialists and contract workers of specialized departments. The payroll and contract workers as of the reporting time are 44 people.

15 years of sweet fruit

After merging Ha Tay province into Hanoi city, initially, Thuong Tin district had many difficulties and mainly depended on the city's budget subsidies. However, in 15 years of merging, under the leadership of the Party Committee, People's Council, and People's Committee of Thuong Tin district, the District Investment and Construction Project Management Board has achieved many results, contributing to the overall socio-economic development of the whole district.

Regarding school construction, with the city's attention in 2009 and 2010, Thuong Tin district has basically eliminated temporary classrooms and degraded semi-permanent classrooms according to Plan 86/KH-UBND dated June 16, 2009 of the Hanoi People's Committee on eliminating temporary classrooms and degraded semi-permanent classrooms in the 2009-2010 period. Building schools that meet national standards according to the city's new standards also aims to meet the new rural construction criteria.

Currently, the district continues to build national standard schools to achieve the goal of building national standard schools according to the goal of building advanced new rural areas and model new rural areas.

Regarding the construction of traffic routes considered as the district's infrastructure, the inter-commune road has built most of the inter-commune roads in the district, there are no more dirt roads or paved roads. The commune's main roads have also been newly built, the roadways and sidewalks have been widened for the main roads according to the criteria of building advanced new rural areas and model new rural areas.

In parallel, the provincial and district roads have two roads passing through: Road 427 and Road 429. These two roads have had projects to renovate, repair and install lighting systems. National Highway 1A has a project to renovate, expand and beautify, ensuring safety in traffic.

In addition, the roads have been and are being built according to the plan, the road surface is concreted and asphalted. The roads are invested in lighting systems.

Regarding the construction of medical stations, 27/29 medical stations in 29 communes and towns have been newly built. The medical stations invested in construction ensure adequate functional rooms in accordance with the standards of Circular 32/2021/TT/BYT dated December 31, 2021 of the Ministry of Health on promulgating basic design guidelines for medical stations in communes, wards and towns, as well as regulations of advanced new rural areas and model new rural areas.

The Board is also assigned to build new and repair offices of People's Committees of communes and towns, renovate lake beds, irrigation works, etc. in the district.

In the field of industry and environment, the Investment and Construction Project Management Board is assigned to manage a number of industrial clusters and craft villages in the district. Exercise the rights and obligations of the investor in the construction of technical infrastructure of industrial clusters for industrial clusters when assigned by competent authorities to be the investor; organize the management of environmental sanitation maintenance projects and the District Central Parking Lot assigned by the District People's Committee.

Efforts to overcome difficulties

During the implementation of the above projects, the Thuong Tin District Construction Investment Project Management Board also encountered many difficulties and challenges in payment and disbursement delays due to a number of reasons such as: Some projects had to carry out compensation for site clearance; some projects had to select design consultants and perform 2 steps, which affected the progress of project implementation and disbursement.

In addition, from 2021 to present, the price of construction materials (steel, sand) in the market has increased dramatically, while the government's announcement of material prices has not been adjusted in time, leading to contractors signing contracts but construction is slow. In 2022, the whole country in general and Hanoi in particular are still heavily affected by the Covid-19 epidemic.

However, overcoming difficulties and challenges, the Thuong Tin District Construction Investment Project Management Board has achieved remarkable achievements, contributing to making Thuong Tin a district with a breakthrough in technical infrastructure construction.

Some key projects have been and are being invested in construction in the district such as: The project to expand National Highway 1A (old) with the budget capital of Hanoi City to build 1/2 of the cross-section through Thuong Tin area: section Km189 to Km194, total investment: 247,268 billion VND, currently under construction reaching about 60% of the volume, expected to be completed in 2023.

Project to renovate and upgrade Provincial Road 427 from National Highway 21B to Khe Hoi intersection (Phap Van-Cau Gie Expressway) in Thuong Tin district. Total investment of 200,610 billion VND, currently under construction, reaching about 45% of the volume, to be completed in 2023.

Ha Hoi-Quat Dong inter-commune road project, with a total investment of 85 billion VND, is expected to be completed in 2024. Overpass project at the intersection of Provincial Road 427 with the North-South railway and National Highway 1A (Duong Truc Nguyen bridge).

In the remainder of 2023, the Thuong Tin District Construction Investment Project Management Board will continue to carry out the work of preparing, submitting for appraisal, opening bids and signing contracts for projects assigned in 2022. Focus on implementing investment preparation work for projects assigned in 2023. Implement projects to build national standard schools, projects to build communes to meet advanced new rural standards.

At the same time, continue to organize the construction of unfinished projects; disburse projects, submit final accounts and finalize projects that have been handed over and put into use according to regulations; implement the remaining projects allocated capital in 2022 and projects allocated capital in 2023; hand over construction sites to contractors of projects that have signed contracts; deploy investment preparation work for 2023 and the following years.
