Hai Duong speeds up site clearance for industrial parks

Comrade Le Ngoc Chau, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the April meeting (2nd time) of the Hai Duong Provincial People's Committee.

According to the report of the Provincial Industrial Park Management Board, Hai Duong has established 18 industrial parks with a total area according to detailed planning of about 2,973 hectares, cleared more than 1,020 hectares; changed the purpose of use, leased nearly 850 hectares of land; signed land lease contracts for nearly 751 hectares; and granted land use right certificates for nearly 751 hectares. Nearly 2,300 hectares of land have been handed over to investors.

There are 14 remaining industrial parks and phase 2 of Kim Thanh 2 industrial park with a total area of ​​about 2,687.7 hectares that have not been established.

In the first quarter of 2025, investment capital attraction in industrial parks will reach a converted value of about 408 million USD; of which foreign direct investment (FDI) will reach 125.5 million USD, domestic capital attraction (DDI) will be over 7,063 billion VND.

Concluding the discussion, Chairman of the Provincial People's Committee Le Ngoc Chau emphasized that the Party and the State are very interested in promoting investment projects to serve the target of double-digit growth. However, in recent times, the results of attracting investment into industrial parks and the budget collection situation in industrial parks compared to other areas of the province are limited. The implementation of infrastructure investment and attracting secondary investors is still slow, leading to the risk of wasting the province's land resources.

The Chairman of the Provincial People's Committee requested that the District People's Committees, before ending their activities, must still strengthen the task of site clearance in industrial parks, calculate and apply the highest level of compensation and support policies for site clearance, so as not to let people suffer.

Comrade Nguyen Trung Kien, Head of the Provincial Industrial Parks Management Board, reported on the progress of site clearance of industrial parks in the province.

After listening to the opinions of local leaders and investors in industrial park infrastructure, the Chairman of the Provincial People's Committee requested that Gia Loc, Kim Thanh, and Dai An industrial parks be expanded to complete site clearance by June 30, 2025 at the latest; Lai Cach industrial park be completed to complete site clearance by November 30, 2025 at the latest; Tan Truong and Phuc Dien industrial parks be expanded to complete site clearance by April 30, 2025 at the latest; Luong Dien - Ngoc Lien industrial park be completed to clear 90% of the site by June 30, 2025 at the latest (the number of graves to be relocated will be carried out at the end of the year)...

The Provincial Industrial Park Management Board coordinates with the District People's Committee to develop a site clearance plan for each industrial park for implementation.

Investors who are handed over the land will urgently invest in technical infrastructure and attract secondary investors as soon as possible.

The Department of Construction and the Provincial Industrial Park Management Board have shortened the time for appraisal and granting investment licenses for projects to 5 days (including holidays).

The Provincial Industrial Park Management Board monitors and updates the investment implementation of infrastructure investors on site clearance, technical infrastructure investment, attracting secondary investors and calculating investment rates and investment efficiency. Thereby helping the Provincial People's Committee urge and classify slow-implementing investors. Urgently complete the investment policy of Hoang Dieu and Binh Giang industrial parks and report to the Provincial People's Committee before April 25 to seek opinions from the Provincial Party Committee Standing Committee. Preside over and coordinate with the Provincial People's Committee Office and localities with industrial parks in the period of 2026 - 2030 to review the progress of planning tasks, synthesize and report to the Provincial People's Council at the nearest meeting.

At the meeting, the Provincial People's Committee also reviewed the report on the results of inspection and evaluation of the Investment Project to build a commercial housing area at Hai Duong Railway Station, Hai Duong City of the Transport Investment and Construction Consulting Joint Stock Company; the proposal to adjust the Project to Support People with Meritorious Services to the Revolution and Relatives of Martyrs in Housing in Hai Duong Province; the proposal to adjust the Resolution on supporting housing costs for households with Meritorious Services to the Revolution and Relatives of Martyrs, poor households and near-poor households in Hai Duong Province.
