During the storm, many fishermen in Van Don district and Cam Pha city were still shocked because their floating houses and billion-dollar ponds were destroyed after the storm.

Request banks to share difficulties

Inspecting the actual damage to aquaculture households in Van Don district and Cam Pha city, Ms. Trinh Thi Minh Thanh, standing deputy secretary of the Quang Ninh Provincial Party Committee, assessed that the damage to people's property in aquaculture due to the storm was very large.

With the large number of people's cages and oyster farms suffering great damage, Ms. Thanh requested that the locality develop a comprehensive solution to restore marine farming in a more sustainable direction, especially in the context of increasingly complex weather conditions.

According to initial statistics, Typhoon Yagi has caused severe damage to aquaculture activities at sea in Van Don district, estimated damage to aquaculture in the district is about 2,200 billion VND. In Cam Pha city, 158/371 aquaculture facilities were damaged by Typhoon Yagi, with total damage estimated at hundreds of billions of VND.

On the evening of September 11, Mr. Cao Tuong Huy, Chairman of the People's Committee of Quang Ninh province, worked with credit institutions and bank branches to discuss and agree on a plan to remove difficulties for customers who are borrowing capital and are affected by storm Yagi.

According to Quang Ninh province, more than 11,000 customers in the province, with a total outstanding debt of VND10,654 billion, were severely affected by the consequences of storm Yagi, including many seafood farmers who were severely affected.

To overcome difficulties after the storm, Mr. Huy suggested that banks and bank branches share difficulties with people and businesses, have appropriate support policies for customers facing difficulties due to the storm, restructure the term, and maintain the debt group for customers borrowing capital affected by the storm.

Mr. Huy also requested banks to consider exempting or reducing interest rates for customers who have suffered losses, and to consider continuing to provide new loans to businesses and aquaculture farmers who have suffered losses due to the storm so that they can restore production and business. Debt settlement and risk handling must be implemented according to current regulations for customers who have suffered heavy losses and are unable to pay.

Tax exemption, bank interest

After surveying the damage caused by Typhoon Yagi in Quang Ninh and Hai Phong, Mr. Dao Minh Tu, Deputy Governor of the State Bank of Vietnam (SBV), said that many businesses and individuals suffered losses, almost losing all their assets, with no source of compensation in the immediate future.

Preliminary assessment of the State Bank of Vietnam in Quang Ninh and Hai Phong branches shows that there are currently nearly 12,000 customers with total outstanding debt of more than VND 23,100 billion affected by storm Yagi.

To support people to overcome difficulties, Mr. Tu informed that the State Bank has issued a document requesting commercial banks to focus on providing immediate support to businesses, people and borrowers to overcome difficulties caused by the storm. The State Bank requires commercial banks to temporarily defer, postpone and reduce interest on any debts that are due.

For debts that are about to mature, support solutions should also be very active for customers to borrow capital. Moreover, banks need to boldly lend new loans so that businesses, people and households have new capital to rotate. As for old debts, banks need to consider resolving them in accordance with actual conditions.

Regarding solutions to support production recovery after storm Yagi, speaking with Tuoi Tre, a representative of the Ministry of Finance said that the Prime Minister has just issued Official Dispatch 92 requesting the Minister of Finance to direct the effective implementation of policies to defer, exempt, and reduce taxes, fees, and charges for organizations, individuals, and businesses that suffered damage due to storms and floods according to regulations.

To implement this direction, the leaders of the Ministry of Finance are assigning units such as the Department of Tax, Fee and Charge Policy Management and Supervision, and the General Department of Taxation to review policies to provide timely support policy guidance to taxpayers affected by storm Yagi and floods.

The factory in the industrial park has resumed production.

Speaking with Tuoi Tre , Mr. Le Anh Quan, permanent vice chairman of Hai Phong City People's Committee, informed that in recent days, the City People's Committee has directed units and localities to immediately organize and implement work to overcome the consequences of the storm.

Regarding the restoration of the power grid in Hai Phong, according to Mr. Quan, the city has restored 4/4 220kV stations and 36/38 110kV stations, while the Chinfon cement 110kV station is waiting to be restored because the source in Quang Ninh is being repaired and the Cat Ba 110kV station because the sea-crossing line cannot ensure 110kV operation.

Up to now, Hai Phong has provided electricity to the inner city area, and about 60% of the suburban area has been provided with electricity.

The city's telecommunications system has been basically restored. With the water supply system, Hai Phong Water Supply Joint Stock Company has so far operated 9 water plants managed by the company, supplying water to 100% of the population in the inner city districts and some areas serving the suburban districts.

In industrial zones, Hai Phong City has restored electricity, water, and telecommunications systems according to administrative areas. Enterprises are also actively continuing to overcome their losses. Up to now, 90-95% of enterprises in industrial zones have resumed production.

Mr. Le Trung Kien, Head of the Hai Phong Economic Zone Management Board, informed that as of the end of September 12, most industrial parks and economic zones had resumed operations. To bring factories back into operation, Hai Phong has focused on restoring power supply and telecommunications networks in industrial parks, while businesses have repaired their factory roofs that were blown off by the storm.

Restore electricity and coal to produce again

The coal-producing area in Quang Ninh was one of the areas that suffered heavy damage. By September 12, many factories had resumed production after 4 days of efforts to repair and clean up. Mr. Ngo Hoang Ngan, Chairman of TKV Group, went directly to the mines to fix and handle the problems as quickly as possible.

According to Mr. Ngan, by all means, the units must protect the safety of the pumping system and power station, which are considered the heart of the underground mine. At the same time, they must continue to maintain daily duty and overcome the consequences of the storm until production is stable again.

Similarly, all power sources supplying coal-fired power plants have resumed production. According to Vietnam Electricity Group, by noon on September 12, 1,393/1,671 medium-voltage lines that were affected by the storm had been restored to operation.

At the same time, nearly 5.3 million customers out of a total of about 6 million customers affected by storms and floods (equivalent to a rate of more than 88%) had their power restored.
