According to TASS, the group of foreign ministers from Saudi Arabia, Egypt, Indonesia, Jordan, Nigeria and Türkiye arrived in Russia on November 21, after arriving in Beijing the day before. The trip, which is also expected to visit the US, as well as meet with representatives of UN Security Council members "influential to Israel", is aimed at seeking an immediate ceasefire and the unhindered delivery of humanitarian aid to the Gaza Strip.

"Eliminating the threat from Hamas and protecting civilians are not mutually exclusive goals. International humanitarian law requires that civilians be protected in armed conflict," the letter said. At least 12,700 Palestinians have been killed in Israeli retaliation after Hamas launched an attack on October 7 that killed about 1,200 people in Israel. UN Secretary-General Antonio Guterres said the civilian death toll in Gaza was "unprecedented" compared to any conflict since he took office in 2017.
