Efforts to make Ha Tinh a province that meets new rural standards by 2025

Ha Tinh is one of the first provinces and cities in the country to have the Prime Minister approve the Pilot Project on building a new rural province in the period of 2021 - 2025. The task that Ha Tinh must complete to be recognized is to have 100% of communes meeting new rural standards, at least 50% of communes meeting advanced new rural standards and at least 10% of communes meeting model new rural standards in the period of 2021 - 2025.

At the same time, 13/13 district-level units have met the standards/completed the task of building new rural areas; at least 3 districts have met the advanced new rural standards. The average income per capita in rural areas reaches at least 60 million VND/person/year.

Ha Tinh always aims to build a green, clean and beautiful living environment in the countryside.

Mr. Ngo Dinh Long, Deputy Head of the Office of New Rural Development Coordination in Ha Tinh province, said that this is a key and continuous task, so since the project was started, the entire political system and people have been united and devoted to achieving results soon.

"Although the implementation process still faces many difficulties and challenges, the entire political system is still making the greatest efforts and determination to achieve the set targets and criteria," Mr. Long affirmed.

According to the report of the Office of New Rural Development Coordination of Ha Tinh province, after half of the term, Ha Tinh has only achieved 2/10 basic criteria, including: planning and social security and order; 3/10 criteria are likely to be completed, including: public administrative services, education and health care.

There are five criteria that are difficult to complete without efforts and supporting resources, including: infrastructure connectivity and adaptation to climate change; rural economic development towards modernity, integration and sustainability; culture; rural environment and landscape; employment, income and poor households.

Up to now, Ha Tinh has 7/10 districts meeting the NTM standards; 3 districts have not met the standards including: Loc Ha, Ky Anh and Huong Khe. Of which, 2 districts Loc Ha and Ky Anh have 100% of communes meeting the standards; Loc Ha has basically completed 9/9 district-level criteria, awaiting appraisal and Ky Anh is striving to meet the standards by the end of 2023.

Mr. Nguyen Hong Linh, Permanent Vice Chairman of the People's Committee of Ha Tinh province, said that the results of the pilot project for the province to meet the new rural standards have not yet reached the target set for 2023 due to difficulties in mobilizing resources to implement the project, especially the central budget only reaching 24% of the plan (VND 1,168 billion/VND 4,820 billion).

“In 2024, Ha Tinh plans to set 28 targets, including some key targets such as: GRDP economic growth rate reaching 8 - 8.5%; average income per capita reaching over 51 million VND/year; total budget revenue in the area reaching 17,500 billion VND; striving for 100% of districts, cities and towns to meet the standards/complete the task of building new rural areas; the average annual poverty reduction rate reaching 0.6 - 1%...”, Mr. Linh said.

According to the assessment of Ha Tinh provincial leaders, in addition to objective causes, there are still many subjective causes such as: leadership and direction in some departments, branches and localities are sometimes indecisive and slow to innovate; some places show signs of slackening. The role and responsibility of leaders in some localities and units are not high; propaganda and mobilization work for people to implement the project is not really effective.

Accelerate the sprint

Mr. Nguyen Hong Linh, Permanent Vice Chairman of Ha Tinh Provincial People's Committee, said that according to the determined roadmap, in 2023, the remaining 4 communes of Huong Khe district will strive to meet the new rural standards, raising the rate of communes meeting the new rural standards to 100%. In particular, the communes will be required to focus on consolidating and updating according to the requirements of the criteria set for the period 2022 - 2025 and continue to focus on building advanced new rural areas and model new rural areas to ensure continuity and sustainability.

According to Mr. Linh, the workload is still very large, localities and units must change their thinking, working methods, and be creative in the new period. In addition to effectively using all resources to bring the movement of building new rural areas into depth and substance, it is also necessary to focus on investing in essential infrastructure. In particular, high priority is given to implementing practical criteria for people's lives; effectively using budget capital at all levels and promoting socialization forms, mobilizing all resources.

“Departments and branches also need to connect with central ministries and branches to support resources and guide localities during the implementation process. Strive to have all 13/13 districts, towns and cities meet the standards/complete the task of building new rural areas by 2024,” Mr. Linh shared.
