American International School AISVN spends thousands of billions of dong without invoices

Ho Chi Minh City People's Committee directed the Investigation Agency and City Police to review and handle the case of AISVN International School according to the provisions of law.

Accordingly, considering the proposal of the City Inspector in the inspection conclusion No. 02/KL-TTTP-P5 dated March 11 on the inspection of the activities of the American International Primary, Secondary and High School (AISVN American International School) and the document of the City Inspector recommending the Ho Chi Minh City People's Committee to direct the implementation of the inspection conclusion, the Chairman of the Ho Chi Minh City People's Committee directs:

Request the Chairman of the Board of Directors of AIS American International Education Joint Stock Company to organize an inspection, review, and remedy the accounting of revenues and expenditures that resulted in violations as stated in the conclusion of the City Inspectorate; fully implement the conclusions and recommendations of the interdisciplinary working group on the inspection of the operations of AIS American International Education Joint Stock Company (investor) and AISVN American International School.

Assign the Director of the Department of Education and Training to continue monitoring AISVN American International School in addressing the contents stated in Decision No. 2042/QD-SGDĐT dated June 28, 2024 of this department.

Develop a plan to inspect and evaluate the operations of private schools in the city in general in implementing the curriculum; the collection and management of tuition fees for educational institutions in the national education system and policies on tuition exemption and reduction, support for learning costs, service prices in the field of education and training, especially for private schools, so that schools operate in accordance with the provisions of law. Promptly handle violations when they are detected to limit the occurrence of difficult-to-remedy consequences.

According to this document, the Ho Chi Minh City People's Committee assigned the Head of the Tax Department of Region 2 to inspect and review the issuance of financial invoices for 247 Investment Service Trading Joint Stock Company in providing technical services, cleaning support, security, environmental landscape, bus driving and bus guardian services... for AISVN American International School with a total value of VND 189,341,360,206 in 5 years (from 2019 to 2023), but by the time of inspection, the school had not yet provided related invoices and documents.

The City People's Committee also assigned the City Police to direct the Investigation Police Agency and the City Police to receive information and documents for consideration and handling according to the provisions of law against the American International Education Joint Stock Company AIS in the following matters:

• Mobilizing capital through various types of loan contracts or educational investment contracts for the purpose of training and educating students, but the school uses it to pay interest on loans of VND 120,420,632,390.
• Failure to check and control the collection, expenditure and use of mobilized funds led to fictitious payments with a total value of VND 1,219,543,690,304 (Toan Cau Architecture Construction Company and Cao Lo Consulting and Construction Company) but without related records and documents.
• The unfinished construction investment cost according to the books is 1,745,194,886,094 VND, (of which the amount without invoices and documents accounts for 84% of this total value).
• The school has paid and liquidated 159 educational investment contracts (total amount of VND 404,569,022,000) with repayment terms from 2024 to 2038, while there are currently 321 contracts due from 2018 to 2023 (total amount of VND 717,731,448,205) but not yet paid, showing signs of the crime of "Abuse of trust to appropriate property" of parents of students.

The Chairman of the Ho Chi Minh City People's Committee assigned the City Inspectorate to transfer the case to the Investigation Agency and the City Police for consideration and handling according to the provisions of law against AIS International Education Joint Stock Company with the content as stated above. At the same time, monitor, urge and inspect relevant units in implementing the instructions of the City People's Committee, summarize and report the implementation results to the City People's Committee according to regulations.
