Dong Nai Provincial People's Committee has just issued a document reporting on the situation of material supply for projects and recommending the Prime Minister to resolve some problems in the implementation process.

Regarding the proposal of the Dong Nai Provincial People's Committee on adding the Long Thanh International Airport Project to the list of projects that are subject to special mechanisms so that the Provincial People's Committee can use it as a basis to increase the exploitation capacity of quarries by 50%, the Ministry of Construction said that adding the Long Thanh Airport and Ho Chi Minh City Ring Road 3 projects to the list of projects that are subject to special mechanisms and carrying out procedures to increase the exploitation capacity of quarries in Dong Nai province to supply projects as proposed by the Dong Nai Provincial People's Committee is necessary and has been directed by the Prime Minister, and the Minister of Agriculture and Rural Development has agreed.

However, the People's Committee of Ho Chi Minh City and the Vietnam Airports Corporation - ACV (as the governing body) have not yet issued an official document reporting to the Prime Minister proposing to include these projects in the list of projects eligible for special mechanisms on mineral exploitation for common construction materials.

Allow parallel implementation of quarry mining licensing

Regarding the proposal that the Prime Minister approves businesses to continue exploiting construction stone until December 31, 2025 in areas where compensation and site clearance agreements have been completed with local people but land lease procedures have not been completed for mineral exploitation purposes to supply key transport projects.

The content of this proposal of the Dong Nai Provincial People's Committee is under the guidance authority of the Ministry of Agriculture and Environment. However, at the meeting with Dong Nai Province on February 13 and 14, 2025, Deputy Prime Minister Ho Duc Phoc agreed in principle to allow: "The Dong Nai Provincial People's Committee directs the parallel implementation of licensing for the Contractor to exploit soil at the soil mine and complete related procedures according to regulations, but must have a commitment on the deadline for completing the procedures". To ensure sufficient supply of stone materials for projects and meet the progress, the Ministry of Construction agrees with the proposal of the Dong Nai Provincial People's Committee to allow the parallel implementation of licensing for stone mining.

Reducing pressure on stone supply for Dong Nai province

Regarding the content of the proposal, the Prime Minister directed the Ministry of Construction to find sources of construction materials from other provinces to serve the construction of other key projects because the demand for registered stone materials with the province is 10.1 million m3, exceeding the production and exploitation capacity of 23 stone quarries (9.6 million m3).

Based on the reports of investors, the Ministry of Construction has compiled the demand for stone materials of key transport projects in the Southern region. Accordingly, investors have registered with Dong Nai province about 11 million m3 of stone; the Ministry of Construction has sent a document to Dong Nai province; Dong Nai province has allocated 9.1 million m3 of stone from the mines for the projects.

According to the report of Dong Nai Provincial People's Committee, the province has 23 construction stone quarries with a total designed exploitation capacity of 19.8 million m3/year, so there are still enough reserves to supply other registered projects.

To reduce the pressure on stone supply for Dong Nai province, the Ministry of Construction has also issued a document requesting investors to specifically register their material needs with localities that have sources of construction stone to supply for projects. Up to now, Binh Duong and Kien Giang provinces have completed the procedures for licensing stone quarries and supplying for projects, An Giang province is completing the procedures to increase the reserves of Antraco stone quarry (over 2 million m3).

To ensure the supply of materials for projects, the Ministry of Construction proposed that the Government direct the People's Committee of Dong Nai province to urgently remove difficulties and obstacles so that all stone mines with a reserve of 9.1 million m3 allocated for projects can be exploited.

At the same time, Dong Nai needs to continue completing licensing procedures, extending and increasing the mining capacity of stone mines according to the designed mining capacity of 19.8 million m3/year as reported by the Dong Nai Provincial People's Committee to supply key projects that are being and will be implemented in the Southern region.

Dong Nai needs to proactively inspect and control the exploitation of stone materials in the area by investors and contractors. In case units do not exploit the allocated materials, there must be flexible solutions to regulate and coordinate for other key projects that require completion in 2025 and need to use stone, to avoid the situation where there are still materials at the mines but cannot be supplied to other key projects.

For the People's Committee of Ho Chi Minh City, Vietnam Airports Corporation, and the Ministry of Construction, it is requested to study and send an official document to the Ministry of Finance, Ministry of Agriculture and Rural Development, and Ministry of Construction to propose adding the Long Thanh airport project and Ho Chi Minh City Ring Road 3 to the list of projects that are subject to specific mechanisms and policies on mineral exploitation for common construction materials before March 31, 2025.

Direct investors and contractors to mobilize stone materials according to the capacity allocated by Dong Nai Provincial People's Committee; in case of not using the allocated stone material source at the mine, promptly request Dong Nai Province to coordinate it to other projects in need; take full responsibility for not mobilizing the correct volume allocated by Dong Nai Provincial People's Committee.

The Ministry of Agriculture and Environment continues to guide the People's Committee of Dong Nai province to remove difficulties and obstacles in licensing procedures for mining materials.

The Ministry of Finance shall preside over and coordinate with the Ministry of Agriculture and Environment and the Ministry of Construction to report to the Prime Minister to submit to the National Assembly for promulgation of a Resolution to add the Long Thanh airport project and Ho Chi Minh City Ring Road 3 to the list of projects subject to specific mechanisms and policies on mineral exploitation for common construction materials.
