
Need to clearly assess the impacts
In his opening speech, Permanent Vice Chairman of the Provincial Vietnam Fatherland Front Committee Nguyen Phi Hung emphasized the important significance of the conference, which is to listen to and absorb comments and feedback; recommendations and proposals from representatives of leaders of relevant agencies, units, organizations and individuals, contributing to ensuring the necessity and suitability of the draft project with current legal regulations, Party resolutions on the arrangement of administrative units and practices at the grassroots level; ensuring the scientific nature and feasibility of the project after being approved by competent authorities.
According to the conference chair's suggestion, comments and criticisms focused on the contents of the plan to arrange administrative units at district and commune levels; assessment of impacts, advantages, difficulties and implementation organization. Especially the assessment of impacts when implementing the arrangement of administrative units at district and commune levels. This is an important part of the project but has not received due attention, especially the comprehensive and complete assessment of negative impacts when arranging.

Mr. Nguyen Phi Hung acknowledged that in the four areas of impact when arranging administrative units, the negative impact on production, business activities and people's lives is very important, but in the draft project, there are no specific plans or solutions to overcome this content in accordance with the Party's viewpoint in Resolution 37 dated December 24, 2018 of the Politburo.
Need to solve human problems well
The arrangement and assignment of staff and policies for redundant staff due to the arrangement of public service units received many comments at the review conference.
Mr. Nguyen Van Long - Vice Chairman of the Provincial Association for Promotion of Education suggested that it is necessary to pay attention to reviewing, screening, structuring, and perfecting the staff, civil servants, public employees, and workers according to job positions, suitable to their abilities, professional qualifications, and ability to adapt to the new working environment; avoiding "mechanical addition" in personnel work.

Mr. Le Tan Trung - former Secretary of the District Party Committee, Chairman of the People's Committee of Que Son district said that the draft project on the plan and roadmap for arranging and assigning cadres, civil servants, public employees and workers after the arrangement of administrative units is not really specific, and has content that is difficult to implement.
Mr. Trung proposed many specific solutions for implementation, including the proposal that the arrangement and assignment of cadres, civil servants, public employees, and workers after the new administrative unit arrangement must involve and be coordinated by two provincial-level organizations, the Provincial Party Committee's Organization Board and the Department of Home Affairs.

Mr. Chau Anh Khiem - Head of Block 1, An Xuan Ward, Tam Ky City suggested that the arrangement of administrative units should pay special attention to the human resource issue. The people here are not only cadres, civil servants, and public employees but also the people of the localities directly affected by the merger.
Mr. Le Duc Thang - Head of Phu Tra village, Binh Chanh commune, Thang Binh district suggested that the organization and staff arrangement must be dedicated and have vision, not localized, so that the new administrative apparatus is better than before the merger.
Support policies for people must be specific.
Suggesting counter-argument, Mr. Nguyen Phi Hung - Permanent Vice Chairman of the Provincial Vietnam Fatherland Front Committee said that Resolution 37 dated December 24, 2018 of the Politburo clearly stated the solution: "Local authorities at all levels shall implement and create favorable conditions for people to carry out procedures to convert documents related to personal identity or related to production and business activities when converting due to changes in administrative unit boundaries". However, the draft project has not mentioned this solution.

This content also received many opposing opinions. Specifically, regarding changes to personal identification documents, land records, assets, and administrative procedures related to individuals and organizations, opinions were concerned about the roadmap and implementation plan to avoid inconvenience for individuals and organizations.
Ms. Cao Thi Thanh Nga - Chairwoman of the Vietnam Fatherland Front Committee of Que My commune (Que Son) proposed to include in the draft project specific solutions to support people in converting administrative documents. Because as before, when Que My commune was established on the basis of merging Que Cuong commune and Phu Tho commune, people were informed that they would receive financial support to convert administrative documents, but from 2020 until now, they have not received support. This has caused difficulties and consequences in implementing the State's policies in general and the arrangement of administrative units in particular.
Synthesizing comments and criticisms, the Standing Vice Chairman of the Provincial Vietnam Fatherland Front Committee Nguyen Phi Hung requested the drafting agency to absorb, revise and supplement related contents, including solutions when implementing the arrangement of administrative units at district and commune levels. According to Mr. Hung, the solution section in the draft project is heavily "directional" (reiterating the Party's leadership viewpoint) without specific corresponding solutions to resolve and overcome negative impacts and difficulties and obstacles. This is the important content, because when reading the project, it will be easy to see that difficulties and negative impacts will be well resolved... bringing peace of mind and support to the people, cadres, civil servants and public employees.
