Dienbien.gov.vn - On the morning of April 19, at km 17 - National Highway 279 on the top of Tay Trang Pass, Na Hai village, Pom Lot commune, Dien Bien district. Dien Bien Provincial Police solemnly held a groundbreaking ceremony to build a memorial site for martyr Pham Van Cuong - an officer of the Drug Crime Investigation Police Department (Lai Chau Provincial Police, now Dien Bien Provincial Police) who heroically sacrificed his life while working with his teammates to solve a case and dismantle a transnational drug ring from the Golden Triangle through Laos to Vietnam.

Attending the groundbreaking ceremony for the construction of the memorial site for martyr Pham Van Cuong were comrades: Tran Quoc Cuong - Secretary of the Provincial Party Committee; Major General Vu Hung Vuong - Hero of the People's Armed Forces, former Deputy Director General of the General Department of Police, former Director of Department C04, Permanent Vice President of the Vietnam Association of Former People's Police Officers; Permanent Vice Chairman of the Provincial People's Committee Pham Duc Toan; Representatives of families and relatives of martyrs, along with a large number of police officers, soldiers, and people of all ethnic groups in Dien Bien province.

Speaking at the ceremony, Major General Sung A Hong - Former Director of Dien Bien Provincial Police (Head of MC92001 Project), affirmed: The groundbreaking ceremony is a meaningful work, at the same time humane, deeply grateful, partly helping to ease the pain of losing a child, losing a brother, losing a sister of the family and losing a comrade of the officers and soldiers of Dien Bien Police. Project MC 92001 is a special reconnaissance project in the fight against drugs, with high professional expertise. At this kilometer, comrade Pham Van Cuong and two people sacrificed; after comrade Cuong sacrificed, Dien Bien Provincial Police continued to dismantle many projects, arrested many drug criminals, and eliminated drug hotspots in Na U commune.

Sharing with the martyrs' families, Major General Vu Hung Vuong hopes that this will be a monument to glorify the heroic tradition of the Vietnam People's Public Security. This place will become a red address, a place to educate the tradition of the Public Security force and the people of all ethnic groups in the area. He hopes that the younger generation will follow in the footsteps of their fathers and brothers, doing many good deeds worthy of the land and people here.

At this location 24 years ago where Martyr Pham Van Cuong sacrificed his life, Mr. Pham Van Bang, father of Martyr Pham Van Cuong, emotionally shared: Cuong lived a meaningful life, contributing a small part to the cause of building and protecting the Fatherland, for the peaceful and happy life of the people.

The memorial area for heroic martyr Pham Van Cuong was built at the very place where he heroically sacrificed his life while on duty, as a sacred symbol to remember and honor the People's Police soldier who devoted his youth and life to the peace of the Fatherland. With a total area of 1,141m2 , including 3 main areas: Parking lot and front landscape; Central memorial area and walkway; Parking lot and back landscape. Central memorial area, main monument cluster includes stone incense burner, steps, rear stele and monument pillar.

The project is expected to be completed on August 19, 2025, with all funding contributed by officers and soldiers of Dien Bien Provincial Police along with support from a number of organizations, individuals and businesses.
