Social criticism on management and maintenance of road infrastructure

On February 14, the Vietnam Fatherland Front Committee of Hai Phong City held a conference to provide social feedback on the draft Decision of the City People's Committee on management, operation, exploitation and maintenance of road infrastructure.


The draft consists of 5 chapters and 30 articles. The scope of the draft is related to: Management, operation, exploitation and maintenance of road infrastructure, except for road infrastructure invested by organizations and individuals; authority to decide on the handling of road infrastructure assets. The City Department of Transport is the unit assigned to draft the above Decision and submit it to the City People's Committee.

At the conference, representatives of the City Police Department, departments, branches, socio-political organizations, and experts gave 17 comments related to the draft content.

Ms. Nguyen Thi Phuong Thao, Vice President of the Vietnam Fatherland Front Committee of Hai Phong City, expressed her opinion on the need to unify the scope of regulation and the content of the document. Because according to regulations, in addition to the road system, road infrastructure also includes: Road works; bus stations; parking lots; rest stops; parking lots; road land; road safety corridors and auxiliary works serving road activities.

Many opinions also said that the regulation on temporary use of part of the roadway and sidewalk for other purposes; construction on exploited roads and Article 22 of the draft need to be considered appropriately in terms of authority and according to the state management function at the local level.

Concluding the conference, Chairman of the Vietnam Fatherland Front Committee of Hai Phong City Dao Trong Duc requested the Department of Transport to accept all the opposing opinions of the units, departments and branches. Because the regulations in the Draft have a great impact on people's lives as well as order, aesthetics and urban safety, the departments, branches and units need to study them carefully.

Regarding the content of the Draft, Chairman of the Vietnam Fatherland Front Committee of Hai Phong City Dao Trong Duc suggested the direction of temporarily exploiting a part of the roadway and sidewalks of the streets to watch and keep vehicles participating in traffic with toll collection in accordance with regulations, planning and partly solving the needs of the people. When implementing, the units need to decentralize to strictly manage and should apply science and technology in management to create science and transparency. The routes allowed for toll parking need to be specifically planned, with clear time frames and synchronized with the planning of old parking lots.

The Vietnam Fatherland Front Committee of Hai Phong City will synthesize all opinions at the conference and send them back to the City Department of Transport - the drafting unit - to complete the draft with the highest quality before submitting it to the City People's Committee for approval.
