In the first 6 months of 2024, the total state budget revenue of the province reached VND 29,670 billion, equal to 83.4% of the estimate and increased by 40.6% over the same period. This "record" achievement has a great contribution from enterprises in Nghi Son Economic Zone (KKTNS). Accordingly, only 6 large enterprises in the KKTNS have contributed more than VND 14,623 billion, accounting for nearly 49.3% of the total budget revenue of the province.

Nghi Son Refinery and Petrochemical Company Limited has always held a leading position in contributing to the budget in the Economic Zone and the whole province. After completing the first maintenance at the end of 2023, Nghi Son Refinery and Petrochemical Plant has always operated beyond its design capacity. In the first 6 months of the year, the plant imported nearly 5.7 million tons of crude oil, an increase of 17.29% over the same period. The total value of goods produced by the plant reached more than VND 91,060 billion, an increase of more than 19.9% over the same period. The enterprise's contribution to the State budget in the first 6 months of this year reached VND 13,200 billion, an increase of 24.9% over the same period.
It is known that on July 5, the Greek ship Sea Pearl, carrying 270,000 tons of crude oil, departed from Kuwait on June 17, safely docked at the oil-dumping buoy. This is the 200th VLCC (very large crude carrier) to supply oil to the plant, a milestone affirming the stable continuous operation of Nghi Son Refinery after nearly 7 years of official operation. Thus, since the first VLCC ship entered Nghi Son port on August 22, 2017, after nearly 7 years, Nghi Son Refinery has successfully received 200 VLCC ships, equivalent to more than 55.6 million tons of crude oil. Tax revenue from crude oil import activities reached more than 69,300 billion VND.
According to data from the Head of Nghi Son Port Customs Branch, in the first 6 months of 2023, 23 crude oil import ships paid the budget of VND 9,867 billion, accounting for 84% of the total budget revenue of Nghi Son Port Customs Branch to date. This shows that Nghi Son Refinery and Petrochemical Plant plays an extremely important role in budget collection in Thanh Hoa province, especially for the NSK.
Ranked second in budget contribution to the NSZ is VAS Nghi Son Group Joint Stock Company with VND622 billion. It is known that in the first 6 months of the year, the value of goods produced by the enterprise reached VND7,952 billion. Many products grew quite well such as rolled steel increased by 10%; the value of exported products also increased by 65%, of which steel billet export increased by 66% and rolled steel export increased by 118%.
It is known that, along with exploiting and maintaining traditional markets, VAS steel products have conquered new markets such as the United States, Japan, Guatemala... in recent years. Currently, Nghi Son Steel Rolling Mill No. 2 with a capacity of 3 million tons/year, a total investment of nearly 8,000 billion VND is entering the completion stage, expected to increase revenue for the province in the coming years. According to the representative of VAS Nghi Son, along with efforts to complete annual business targets, the company always pays attention to fulfilling its obligations to the State budget and stabilizing jobs for workers. Currently, the company is creating jobs for 1,922 workers, with an average income of Vietnamese workers of 12.9 million VND/person/month.
Ranked 3rd in the Economic Zone in terms of budget contribution is Nghi Son 2 Power Company Limited. In the first 6 months of this year, Nghi Son 2 BOT Thermal Power Plant has mobilized maximum capacity to generate electricity to the grid, so the production targets of the enterprise have grown dramatically. The enterprise has generated more than 4.4 billion kWh of electricity to the national grid, equal to 202% compared to the same period. Production value reached 8,710 billion VND, equal to 140% compared to the same period. The enterprise has paid 610 billion VND to the State budget and it is expected that the enterprise will pay 1,118 billion VND to the budget for the whole year.
In addition to the 3 enterprises with the above "huge" budget contributions, the next 3 enterprises in the NSK with large budget contributions to the province are Nghi Son Cement Company with 91.5 billion VND; Northern Vietnam Vegetable Oil Company Limited with 52 billion VND; Dai Duong Cement Factory with 47.9 billion VND. In addition, enterprises such as Dai Duong Packaging Factory, Annora Vietnam Shoes Company Limited, Oldendorff Carriers Vietnam Joint Stock Company, Lionas Metal Company Limited, Nghi Son 1 Thermal Power Company... also contributed tens of billions of VND to the Thanh Hoa provincial budget.
According to the Management Board of the Economic Zone and Industrial Parks (IZs), in the first months of the year, production and business activities of enterprises in general still faced many difficulties due to market fluctuations, especially input costs, conflicts in the Red Sea affecting the schedule of import and export goods delivery and freight rates... However, the production and business situation at enterprises in the Economic Zone and IZs remained basically stable. The total production value of enterprises reached 127,344 billion VND, up 31% over the same period; the estimated budget contribution of enterprises in the Economic Zone and IZs reached 15,158 billion VND, up 49% over the same period. Enterprises are creating jobs for more than 98,000 workers. In particular, a number of large enterprises in the Economic Zone are operating quite stably, being the driving force for the growth of the whole province's industry as well as dominating the State budget revenue.
Continuing to create momentum for growth and attract investment in the NSZ and industrial parks, in the first months of this year, the NSZ Management Board and industrial parks organized many conferences to urge the progress of implementing major and key projects such as: Nghi Son LNG Thermal Power Plant; Infrastructure projects of Industrial Parks No. 3, No. 19, No. 17, No. 20, Dong Vang Industrial Park, Luyen Kim Industrial Park of NSZ; Southern Industrial Park of Lam Son - Sao Vang Industrial Park; Phu Quy Industrial Park, Hoang Hoa District; Western Industrial Park of Thanh Hoa City; Giang Quang Thinh Industrial Park, Thieu Hoa District; Long Son Container Port; Long Son General Port; Nghi Son Steel Rolling Mill No. 2; Long Son Insulation Materials and Gypsum Board Factory; Dai Duong High-Tech Reinforced Concrete Components Factory; Billion Union Vietnam Fabric Factory, etc.
Currently, in the NSK and some industrial parks, some projects have been completed and started production and business such as: Radial Tire Factory; SAB Vietnam Industrial Factory... Many investors are also actively implementing large projects, expecting to contribute more impressive revenue figures to the Thanh Hoa province budget in the coming time.
