Highlights in building cultural life at the grassroots level

In recent years, the movement "All people unite to build a cultural life" in Quang Ninh has continuously developed widely, attracting the participation of many classes of people. Since then, the cultural picture and people of Quang Ninh in the new period have become more and more rich in identity, civilized and progressive. On our journey of work, we have recorded typical stories and actions, which are bright spots in building a cultural life at the grassroots level.

From wasteland, vacant land to playground

In Vinh Lap neighborhood (Mao Khe ward, Dong Trieu town), many people maintain the habit of going to the public playground every afternoon to relax and exercise after a stressful day of work and study. On the spacious concrete yard, children can play freely, and the neighborhood's folk dance and health care groups also have enough open space to practice and interact. Under the shade of the trees is a place for friends to sit and chat, sharing cool drinks to dispel the hot air of late summer. Outdoor exercise equipment is installed along the playground, and it seems to be full of users every afternoon... It can be said that this playground has become a practical community cultural institution, helping to strengthen the relationship between the village and the neighborhood, suitable for the needs and aspirations of the majority of people.

Just over 3 months ago, this place was still an empty lot, overgrown with weeds, and trash was dumped haphazardly, creating a messy, offensive scene right in the middle of the neighborhood. Mr. Nguyen Quang Vinh, Party Cell Secretary, Head of Vinh Lap Neighborhood, recounted: The neighborhood has organized many meetings, proposing many solutions to overcome this "black spot", such as organizing monthly clean-up campaigns, clearing bushes; or posting warning signs, signing commitments to each household... But when implemented, the effectiveness is not high, the pollution and loss of aesthetics still recur. Especially regarding the problem of waste. Many people living here have raised awareness, but people from other places passing by still deliberately violate, making it very difficult to handle. Finally, a plan to renovate the lot into a public playground was proposed, aiming to completely eliminate the pollution, while contributing to improving the cultural and spiritual life of the entire neighborhood.

This plan of Vinh Lap neighborhood has been approved by the local Party Committee and government, and has quickly received the approval and support of many officials and people. The entire budget for construction, purchase, and installation of sports equipment, lighting bulbs, security cameras, etc., up to nearly 170 million VND, has been 100% mobilized from social sources. An open space not only connects the community, but also changes people's awareness in protecting the living environment. In the near future, more trees, fresh flowers, murals, etc. will be added to make the neighborhood look cleaner and more beautiful. Spiritual life is improved, cultural values are developed, and negative and social evils are gradually eliminated and pushed back.

Preserving traditional songs

For many years, the mass cultural and artistic movement has always been focused on by localities in the province and has developed strongly. This has contributed to preserving, transmitting and developing the cultural identity and traditional customs typical of each region and ethnic group; at the same time, helping to shorten the gap in enjoying culture and art between localities in the province.

People of Binh Dan commune (Van Don district) preserve the culture of the San Diu ethnic group through their language and traditional costumes.

In Binh Dan commune (Van Don district), although the simple rural life has changed a lot in the process of urbanization, the San Diu ethnic community here still nurtures the love for traditional songs full of simplicity and kindness. That is the Soong Co melody - a unique singing form in the oral folk art treasure, whose history of birth and development is closely linked to the life of production, cultural activities, customs and practices of the San Diu people. In order for this cultural heritage not to be lost in the hustle and bustle of modern life, many traditional preservation models have been actively responded to by the people of Binh Dan commune. Among them, the Soong Co singing club established by the Women's Union of the commune, gathering a large number of members from many ages to participate.

The elderly ladies and aunts are the ones who enthusiastically teach the young members, from the melodies, lyrics to traditional costumes, performance methods, and rituals that are true to their identity. The sisters learn many new melodies, becoming more confident and bold when performing love melodies, exchanging and promoting their ethnic culture with friends from all over the world. Putting aside the hustle and bustle of a busy working life, the songs are sung with love for the homeland, helping to improve the spiritual and cultural life.

Self-management of security and order

Cam Trung Ward is the busiest urban center in Cam Pha City. Therefore, mobilizing the active participation of the community to maintain social order and safety is one of the outstanding marks in the movement "All people unite to build a cultural life". Recently, under the direction of superiors, Security and Order Protection Teams in each neighborhood of Cam Trung Ward have been established and operate according to the provisions of the Law on Forces Participating in Security and Order Protection at the Grassroots Level, effective from July 1, 2024. Thereby, helping to consolidate and streamline the focal points associated with perfecting functions and tasks, creating a solid and comprehensive legal basis to build, consolidate and maintain the force participating in security and order protection at the grassroots level, meeting the increasingly high requirements of security and order assurance work.

Taking us to a launch event, Mr. Vu Huu Sau, Head of the Security Team of Residential Area 1B (Cam Trung Ward) shared that these are not new tasks. Because he and his teammates have decades of practical experience, have coordinated and effectively supported the police force and local authorities to maintain security in residential areas, and have achieved many outstanding achievements. The newest thing now is the honor and pride of having laws that fully regulate positions, functions, tasks, organizational principles with reasonable remuneration policies.

“In order not to disappoint this expectation and concern, we, the citizens who are honored to stand in this group, are all consistent, determined and united to seriously carry out our duties and be responsible for our work. We remind each other day and night to contribute our small efforts to keep our community and neighborhood peaceful and happy,” Mr. Sau affirmed.

The establishment of the force participating in protecting security and order at the grassroots level marks the birth of a new force established by the local government, based on the voluntary participation of the people. This is a force selected from the people, living in the hearts of the people, and is also the force that receives reports and is present at the scene the earliest when incidents occur. And in fact, immediately after its launch, this team quickly deployed its tasks, supporting the ward police force to strengthen control of the situation in residential areas; coordinated to quickly resolve many incidents related to security and order, urban environment, and conflicts arising in the community, preventing the formation of hot spots.

In the new rhythm of life in Quang Ninh today, there is an important mark from the spirit of solidarity, the effort to build a cultural life from each family, each residential area. It has created a driving force for socio-economic development, contributing to building Quang Ninh increasingly rich, beautiful and civilized.
