EDITORIAL NOTE
Celebrating the 95th anniversary of the founding of the Communist Party of Vietnam (February 3, 1930 - February 3, 2025), since its inception, under the light of Marxism-Leninism and Ho Chi Minh thought, our Party has affirmed its absolute leadership role in the nation's revolutionary cause, achieved great and glorious victories, carried out renovation, and built an increasingly prosperous and happy socialist society.
The 14th National Party Congress taking place in early 2026 will mark a new milestone demonstrating the strong determination to bring the country into a new era - the era of national growth in the context of globalization and the Fourth Industrial Revolution.
The people believe that under the wise leadership of the glorious Party, our country will continue to conquer new heights, making a worthy mark on the world map.
To achieve these achievements, each party member needs to promote his or her exemplary role in daily life and work, so that people can see and follow.
Just after making a pot of tea to serve the guests, Mr. Binh's phone rang. The caller was an urban construction order officer of the ward about a household in the urban area of Phap Van - Tu Hiep (Hoang Mai, Hanoi) arbitrarily repairing the sidewalk due to deterioration. Immediately, Mr. Binh quickly put on a warm coat and went to the scene.
At this time, the homeowner was asked by the ward officer to temporarily stop construction and make a record. He was very angry because he thought that repairing the sidewalk and re-paving damaged tiles was normal, and that people did it for the common good.
"The sidewalk in front of my house is degraded and damaged. I have the right to fix it. No one can stop me," the man said loudly.
After a few minutes of observing and listening to the opinions of the Hoang Liet Ward People's Committee officials and the homeowner, Mr. Binh gently analyzed the regulations on sidewalk repair. After a reasonable analysis, the homeowner happily agreed to stop repairing the sidewalk.
"For people to understand and comply with the regulations, in addition to reason, there must be emotion for people to listen," Mr. Binh laughed.
This is one of the many daily tasks of Mr. Tran Van Binh, Head of Residential Group 19 (Hoang Liet Ward, Hoang Mai District, Hanoi) for the past 20 years. Hoang Liet is the most populous ward in the capital with more than 90,000 people.
Dedicated, responsible, close, and gentle are the words that people in the neighborhood often say about the old soldier Tran Van Binh.
Although he is nearly 80 years old, Mr. Binh is still quite agile and clear-headed. Every day, he still goes to every alley and knocks on every door to disseminate policies of the local Party Committee and government and listens to the thoughts and aspirations of the people to promptly handle them.
Hanoi is freezing cold during the days before Tet, but whenever there is work in the neighborhood, the neighborhood leader is always there on time, day or night.
Returning home, pouring a cup of tea to invite guests, Mr. Binh turned each page of his memories, slowly telling that he was born in Thanh Binh Thinh commune, Duc Tho district, Ha Tinh province. In October 1964, young Tran Xuan Binh joined the army when he was just 18 years old.
After 3 months of training, he was ordered to go to the South to perform his duty. For 10 years (1965-1975), he participated in fighting in battlefields such as Quang Nam, Quang Ngai, the Southeast... This was also the period when the resistance war against the US was fierce.
"When I was in high school, I volunteered to join the army and fought in many fierce battlefields, many life-and-death battles," Mr. Binh said.
In 1975, while on the battlefield in Quang Tri, Mr. Tran Van Binh was admitted to the Party. After 1975, he marched to Lang Son and then worked at the General Department of Logistics.
After a long period of fighting, Mr. Binh discovered that he was infected with Agent Orange level 2 (losing more than 60% of his health). Mr. Binh and his wife had no children and adopted two children. In 1991, he left the army and returned to live in Hoang Liet ward with his family.
In 1993, Mr. Binh began participating in the activities of the residential group. He said that the urbanization process in Hoang Liet commune (now Hoang Liet ward) was taking place quickly, so there were many violations in land management and construction order.
Whenever violations are discovered, party members and residents in the ward in general and the residential group in particular trust and place their faith in party member Tran Van Binh to boldly report violations of the law.
With his upright and straightforward nature, he reported many violations of land and urban construction order to the competent authorities for investigation and handling. His efforts were rewarded when violators were handled and people enjoyed their rightful benefits.
The story that many locals still often mention is that at the Party Congress of Hoang Liet commune, Thanh Tri district (now Hoang Liet ward, Hoang Mai district) in 1993, in his speech, Mr. Binh pointed out some weaknesses in land management and proposed solutions to overcome them.
Just a few days later, Mr. Binh was attacked by bad guys near Nuoc Ngam Bus Station, but he was lucky to avoid it. Three days later, while waiting to pick up his wife, he was suddenly "ambushed" by two people who threw bricks at his eyes, seriously injuring him. Mr. Binh had to be hospitalized for more than a month and then his right eye was severely damaged, with only 3/10 of his vision remaining.
Later, when the case was brought to trial, the mastermind confessed that someone hired him to beat Mr. Binh up because of his speech at the Commune Party Congress. Later, Mr. Binh not only did not get angry but also gave money and support to the person who injured him to rebuild his life.
In addition to the above incident, Mr. Binh still remembers many stories about his fight for justice. That was in 2004, when implementing the Bac Linh Dam Urban Area construction project, Hoang Liet ward sent a document requesting a number of kiosks to sell to households who lost their land and had difficulty with housing.
However, some ward officials took advantage of the situation to divide it among themselves. Discovering the violations, he submitted a petition to the Inspection Committee at all levels. Hoang Mai District Party Committee then assigned Hoang Liet Ward Party Committee to suspend many cases to hand over the land to the right subjects.
Another story is that in 2005, during the process of allocating land for resettlement on Ring Road 3, Mr. Binh discovered that some officials had wrongly allocated land to his family members, so he made complaints and recommendations to the relevant authorities. After that, the Hanoi City Inspectorate stepped in and determined that the allocation of land was illegal. The authorities then handed over the land to the legal people.
In addition, Mr. Binh said that the house he lives in has also been repeatedly attacked by thugs who wanted to threaten and intimidate him because of his integrity and honesty.
According to Mr. Binh, there were cadres who made mistakes and were given advice and pointed out their shortcomings by him, but because of his integrity and honesty, when they met him again later, they were still happy and even thanked him.
"I fight not for myself but for social justice, rule of law, and to bring legitimate rights to the people," said Mr. Binh.
In 2000, he was awarded a Commemorative Medal by the Ministry of Public Security for his outstanding contributions to the movement to protect national security. In 2015, he was awarded a Certificate of Merit by the Chairman of the Hanoi People's Committee in the anti-corruption movement. In addition, he was awarded the title "good person, good deeds" by Hanoi in 2024 and dozens of certificates of merit and certificates of merit for various contributions...
Residential group 19, Hoang Liet ward is identified as a complicated area, because many social groups often come to operate, near Nuoc Ngam bus station.
In all local movements, Mr. Binh is always exemplary and takes the lead. In addition, whenever he discovers difficult circumstances in the locality, the exemplary party member is always the pioneer in supporting and calling for support.
"My daily work is mainly to check residential areas, ensure security and order, and propagate for people to carry out local political tasks. Whatever I can help people with, I help them immediately. For people in difficult circumstances, if each person puts in a little effort and money, they will suffer less," Mr. Binh confided.
During the 20 years that Mr. Binh was the head of the residential group, the group's economic and social targets were all excellently achieved. "In particular, in the past 20 years, there have been no serious crimes in residential group 19. Although the area is very complicated, the people's lives are very peaceful," Mr. Binh proudly said.
During the 2 years of the Covid-19 pandemic, he was not afraid of difficulties and hardships, he was always present at epidemic areas to propagate and remind people in the neighborhood to raise their awareness in disease prevention and control.
The Head of the residential group closely monitors every corner of the residential group day and night to maintain good security, order and environmental sanitation, and promptly joins forces to handle arising problems.
During the peak days when Hanoi was struggling to fight the Covid-19 epidemic, he and his wife did not spare time and money, willingly using their pensions to support and share with the unfortunate, homeless, and those in difficult circumstances.
For many years, the apartment of party member Tran Van Binh's family in apartment building N8 of Phap Van - Tu Hiep Urban Area has become a "meeting place" for residents, party members, and mass organizations.
His wife, Mrs. Dinh Thi My (77 years old), is not only a family person, but also a person who always accompanies her husband in his local work. Mrs. My also participated in the Party Committee for 15 years (2008-2023), holding the position of Secretary of the Party Cell of Phap Van - Tu Hiep Residential Group.
"To achieve the results I have today, a large part is thanks to the support of my wife and children," Mr. Binh confided.
Talking about party member Tran Van Binh, people all praise him. Ms. Nguyen Thi Nu (living in Group 19, Hoang Liet Ward) shared that regardless of the big or small issues in the locality, Mr. Binh is always there to promptly handle them.
"Mr. Binh is an extremely exemplary group leader, loved by the people. He handles all problems that arise in the residential area very sympathetically, so we really respect him," Ms. Nu shared.
According to Ms. Trinh Thi Minh Huyen, Deputy Head of Residential Group 19, Mr. Binh is always trusted and respected by the people, so all work in the group goes smoothly, and the people strictly follow the policies and guidelines of the Party and State. To do social work at the village and residential group levels... first of all, the leader must be enthusiastic, not afraid of difficulties, hardships, not selfish, not for personal gain.
"We are decent people, completely for the collective, not for personal gain, so we are trusted by the people," said Ms. Huyen.
Evaluating the Head of Residential Group 19, Mr. Nguyen Xuan Chinh, Party Secretary, Chairman of Hoang Liet Ward People's Committee said that despite his old age and declining health, with the responsibility of Head of Residential Group, Party member Tran Van Binh always overcomes difficulties to maintain the good activities of the residential group, especially in ensuring security and order, and fire prevention.
According to Mr. Chinh, over the past 20 years, residential group 19 has not had any serious theft or social evils. Notably, in recent years, residential group 19 has always collected 100% of 6 types of funds, and has completed its assigned targets for agricultural tax and military service. Residential group 19 has achieved the title of Excellent Cultural Residential Group. Over 30 years of working in the capital, party member Tran Van Binh has been awarded more than 60 certificates of merit at all levels for his contributions.
"The precious feelings of the residents and the trust of the Party Committee and People's Committee of the ward are the greatest gifts for Party member Tran Van Binh," said Secretary of the Party Committee of Hoang Liet Ward, Nguyen Xuan Chinh.
Active in the activities of the residential group, the Head of Residential Group 19 always closely grasps the changing situation of the residential area, directly propagandizes, mobilizes, guides the people, and together with Party members and cadres, strictly implements the Party's guidelines and policies, and the State's laws and policies.
"Party member Tran Van Binh is always straightforward, not afraid of conflicts, enthusiastic, exemplary, responsible for assigned work, close, closely attached to the people, always listening to the people's opinions, trusted and loved by cadres, party members and people. In all local movement activities, Mr. Binh is always a role model, a pioneer, a shining example that has the power to spread in both words and deeds", Mr. Chinh assessed.
Mr. Chinh added that during the Covid-19 epidemic, Mr. Binh, together with the Party Committee, cadres, and Party members, led and directed the implementation of epidemic prevention and control work well, and was a member of the residential group that participated in supporting the vaccine fund with hundreds of millions of VND.
According to Mr. Chinh, during the Covid-19 period, Mr. Binh was not afraid of difficulties and hardships, always present in the most difficult and complicated locations, places with epidemics to propagate and remind people in the residential group to raise their self-awareness and awareness of complying with regulations on epidemic prevention.
"The image of party member Tran Van Binh in daily life has left many good impressions and feelings, spreading to cadres, party members and the masses in residential group 19 in particular and Hoang Liet ward in general," said the Secretary of the Hoang Liet ward Party Committee.
