For generations, the mother river - Ma Giang has been the natural boundary between Thieu Quang commune (Thieu Hoa) on the right bank and the eastern area of Hoang Hoa district (formerly belonging to Hoang Xuan and Hoang Khanh communes, after the merger became Hoang Xuan commune). People still roughly interpret this side of the river, the other side of the river as such. From the east of Hoang Hoa district, if you want to "go" to Thieu Quang land, both people and vehicles must wobble across the pontoon bridge or follow the road to Thieu Thinh commune and then turn down to Thieu Quang.
In the imagination of many people, Thieu Quang is like an oasis in the middle of a vast river area, no matter where you go, you will see a need for a bridge. As the last commune of Thieu Hoa district, about 11km from the town, about 18km from Thanh Hoa city, not too far from the economic - political - social centers of the district and province, Thieu Quang has not been able to fully exploit its potential and advantages, has not connected to increase the value chain, and is not attractive enough to attract investment...
For that reason, when Thanh Hoa province invested in building Xuan Quang bridge connecting the two banks of Ma river, the government and people here were all happy and looking forward to it. Mr. Tran Quang Ba (Chi Cuong 1 village, Thieu Quang commune), Deputy Commander of Thieu Quang commune Military Command, said: “Due to the special geographical location of Thieu Quang commune, it has created difficulties and limitations in socio-economic development and people's lives. When Xuan Quang bridge is put into use, connecting to the expressway at Thieu Giang intersection, it will open up great opportunities not only for Thieu Quang but also for neighboring communes. Just in terms of travel, if in the past, Thieu Quang people wanted to travel to Hanoi, they had to go through many places, taking more than 3 hours, now it is expected that the time will be shortened to about 2 hours. Convenient traffic makes it easy to trade, industries have conditions to develop, and people's living standards are improved".
Xuan Quang Bridge over Ma River is a part of the project connecting National Highway 1A with National Highway 45 from Hoang Xuan Commune, Hoang Hoa District to Thieu Long Commune, Thieu Hoa District. This project is divided into three sub-projects. Sub-project 1 constructs Xuan Quang Bridge over Ma River and the road at both ends of the bridge from Km 5+250 to Km 7+250 with a total investment of 655 billion VND (from Thanh Hoa province's budget), invested by Thanh Hoa Traffic Construction Investment Project Management Board. The bridge is 1,042m long, with 25 spans; the starting point is at Km 5+250 of the road at the beginning of Ma River bridge, in Hoang Xuan Commune (Hoang Hoa); the end point is at Km 7+250 at the planned intersection, in Thieu Quang Commune (Thieu Hoa).
The project investment objective is to connect traffic between National Highway 1A, National Highway 45 with the North-South Expressway in the East section through Thanh Hoa province, creating the premise for the formation of modern industrial parks in the region, while shortening travel time between the western districts of the province through Thieu Hoa and Yen Dinh districts with National Highway 1A. In addition, it reduces traffic pressure through National Highway 45, National Highway 217 to National Highway 1A; connecting Hoang Hoa and Hau Loc districts with the North-South Expressway. Gradually complete the traffic network infrastructure according to the planning approved by competent authorities, serving the travel needs of the people, contributing to socio-economic development, ensuring national defense and security and soon forming industrial parks in the region.
Xuan Quang Bridge was constructed under many difficult and challenging conditions such as: this year's weather conditions of early rain, heavy rain, rising river water levels; scarce construction materials, high material prices... However, with the spirit of "overcoming the sun to overcome the rain", the close supervision and urging of the investor, close coordination, efficiency, high responsibility of the contractor, speeding up the progress, and soon putting the project into use. Mr. Tran Khac Hung, chief supervisory consultant (Institute of Transport Science and Technology), excitedly said: "The contractor has focused on simultaneously deploying many construction projects, organizing night shifts with about more than 80 workers (not including machine operators and indirect units). Typically, Thanh Hoa Bridge Construction Joint Stock Company has prioritized mobilizing human resources, vehicles, overcoming difficulties, taking advantage of favorable times to urgently speed up the construction progress. The unit has basically completed the assigned workload. Overall, the contractors have completed more than 80% of the total project volume. The units are striving to close Xuan Quang Bridge by the end of August and open it to technical traffic in October 2024. We are confident in our commitment to the provincial leaders to shorten the project completion time by 3 months ahead of schedule."

Lach Truong is not only the name of the land, the estuary or the heroic historical event in the cause of fighting against the US to save the country of our army and people. Now, Lach Truong is also the name of the longest overpass and river bridge in Thanh Hoa province. Lach Truong Bridge is one of the items in the construction package No. 6 - Nga Son - Hoang Hoa coastal road construction project with a total investment of 2,242 billion VND; length 1,321m with 30 spans, crossing Lach Truong River at Km18+390. On the route, there are 3 large bridges (Lach Sung Bridge, Nam Khe Bridge, Lach Truong Bridge) and 1 small bridge (My Lien Bridge). The investment project to build the coastal road section Nga Son - Hoang Hoa is of special importance. Once completed, it will contribute to completing the coastal road in Thanh Hoa province, connecting the entire coastal road from Quang Ninh to Nghe An, becoming a vital traffic axis, creating a new driving force to promote the socio-economic development of Thanh Hoa and the provinces through which the road passes.
Understanding the purpose, significance and socio-economic impact of the project, the people in the area of land clearance all agreed and highly agreed throughout the project implementation process. Mr. Pham Van Luc, Deputy Head of Project Management Department 3, Thanh Hoa Traffic Construction Investment Project Management Board, shared: “Lach Truong Bridge passes through the aquaculture area of the people. After the working process between the relevant parties, the households agreed to harvest seafood early, some households were willing to drain the pond outside the clearance area to create the most favorable conditions for handing over the construction site for the bridge”.
Thanh Hoa - a land located at the transit point of roads; the gateway connecting traffic to the key economic regions of the North, Central and the provinces of Northern Laos. In order to promote potential and advantages, Thanh Hoa province identifies the development of traffic infrastructure as an important task, focusing on strengthening the connection of the province's dynamic economic zones, thereby creating favorable conditions to attract investment, promote regional linkages, and open up new development spaces. In particular, the construction of bridges is an effective solution, not only meaningful in terms of traffic but also creating architectural highlights, containing distinct historical - cultural, economic - social values.
How to tell the story of bridges in Thanh Hoa? In the period of 2020-2024 alone, Thanh Hoa has 55 bridges that have been and are being built. Each bridge has its own story and mission. In order to promote and maximize the potential and advantages of the bridges that have been and are being built, and at the same time develop the transport infrastructure, in the coming time, Thanh Hoa province needs to continue to improve the effectiveness of management, supervision of construction quality and management of exploitation and use after investment. Carry out well the maintenance and repair of bridge works to promote their functionality, maintain sustainability and ensure environmental landscape architecture. Review, adjust, supplement and build new traffic planning in a synchronous direction, ensuring connectivity within the region, with regions inside and outside the province. Maximize the support of the Central Government, combined with the provincial capital to invest in traffic works in general, bridges in particular, in a concentrated and key direction. Prioritize investment capital for important works to create breakthroughs and have widespread effects. Review bridges that have been built for a long time and do not meet the travel needs of the people and do not ensure safety on provincial and national roads. At the same time, report to competent authorities to decide on investment in the construction of new bridges, creating highlights in the picture of socio-economic development, history and culture of Thanh land.
