Bustling construction site on Highway 279 during holidays

Through the holidays, determined to speed up progress

During the National Day holiday on September 2, at the construction site of the National Highway 279 renovation and upgrade project, workers were still working hard, the sound of machines and vehicles was still bustling.

While checking the construction progress of Dien Vong bridge connecting Vu Oai commune, Ha Long city with Quang Hanh ward, Cam Pha city, Mr. Pham Quang Long, an officer of the Project Management Board (PMU) for investment in construction of agricultural works and rural development in Quang Ninh province - the project investor, said that this bridge was constructed by Thanh Phat Construction Company Limited.

Despite the September 2nd holiday, the construction site of National Highway 279 connecting Ha Long City with Cam Pha City in Quang Ninh is still bustling with work.

"This contractor is the most active in the project. Currently, the company is implementing the structural formwork, beam formwork, and steel processing for beams No. 8 and No. 9. The progress of the unit has reached nearly 10 billion VND/115.4 billion VND of the total package," said Mr. Long.

Mr. Pham Dang Hung, Commander of Dien Vong Bridge construction site, shared that the unit started construction in early August 2024. To build this bridge, it is necessary to drill 10 piles 13m deep.

The construction of the Dien Vong River during heavy rains has significantly affected the construction progress. However, the unit has taken advantage of favorable times to arrange equipment and construction workers in 3 shifts and 4 teams. Therefore, up to this point, 8 piles have been completed.

"Knowing that during the holidays, workers want to go home to visit their families and rest, the company has promptly encouraged and supported them through compensation policies according to regulations. Therefore, all workers feel secure in staying. Currently, the construction site maintains more than 20 workers, ensuring enough manpower to complete 100% of the pile drilling project during the September 2nd holiday," said Mr. Hung.

Welder Nguyen Van Phong said his hometown is in Ha Nam province. He hasn't been home for several months, but because of the company's request, he and his colleagues happily stayed at the construction site.

"The weather is favorable, we encourage each other to try to complete the progress so that other departments can start working on the bridge. I am very happy that the company has promptly implemented a policy to encourage and motivate workers," said Mr. Phong.

Arriving at the construction site of the overpass over National Highway 18 in Quang Hanh Ward, Cam Pha City, Giao Thong Newspaper reporters also recorded the spirit of construction during the holidays of Sa Vy Consulting and Construction Joint Stock Company.

Mr. Pham Quang Long, introduced that up to now, pier A1 has drilled 6/10 piles, and is preparing to build a temporary road on the right side of the construction route to construct the remaining piles. The P4, P5 pier system and many other remaining items are also under construction, however, due to lack of space, it has significantly affected the progress.

Urgent need to remove land obstacles

The project to renovate and upgrade National Highway 279 connecting Ha Long City with Cam Pha City was approved by the People's Committee of Quang Ninh province in December 2022 with a total investment of over VND 1,842 billion, starting construction from December 30, 2023, and expected to be completed by the end of August 2025.

The project meets the standards of a level III mountainous area, 8.6km long, 33m wide, including 6 lanes for motor vehicles, with a design speed of 80km/h. The starting point connects to National Highway 18 in Quang Hanh Ward, Cam Pha City, and the end point connects to the Van Don - Mong Cai Expressway.

Once completed, the project will be a key traffic route connecting National Highway 18 in Cam Pha City with Ha Long City and the Ha Long - Mong Cai Expressway.

Immediately after the decision to approve the project, the authorities of Ha Long City and Cam Pha actively coordinated to clear the land. However, up to now, contractors are still facing difficulties due to lack of construction site.

According to information from the investor, the project has a total area of ​​over 79 hectares. Of which, the section through Cam Pha City is over 61.6 hectares and affects 119 households and organizations; the section through Ha Long City affects 24 households and organizations.

Currently, both localities have handed over the entire land area managed by the state. Cam Pha City has mobilized 6 households and organizations (equivalent to more than 50% of the project area) to hand over the land before receiving the money.

But up to now, the construction site has only organized bored pile construction at the different-level intersection with National Highway 18 and Dien Vong Bridge, and the casting of components must also be organized far from the construction site.

The reason is that most of the ground area is the current roadbed of National Highway 279, so only some bridge items can be constructed. There are some locations that have ground but are in the middle of the elevation, so the roadbed cannot be built from the bottom up, and some locations cannot be dumped because the project is constructed according to the balanced excavation and filling process.

"The investor and contractor really hope that the Cam Pha City government will quickly complete this work to ensure the project is completed on schedule," Mr. Pham Phuc Quang, Director of the Management Board of Investment and Construction of Agricultural Works and Rural Development of Quang Ninh Province proposed.

Due to lack of land, most of the project's road sections are very difficult to construct.

Regarding the issue of site clearance, a leader of Cam Pha City People's Committee said: The local government has directed the completion of the inventory work and made a plan waiting for the council's approval.

However, after the new amended Land Law took effect, some procedures had to wait for the decision of the Provincial People's Committee. In the meantime, the city focused on disseminating information to the people and completing the necessary procedures so that when the Provincial People's Committee issued decisions, they could be applied immediately to ensure the earliest site clearance.
