Yesterday (November 30), at Phenikaa University (Hanoi), the Ministry of Education and Training held a seminar to collect comments on the draft planning of the network of university and pedagogical education institutions (hereinafter referred to as the university network) for the period 2021 - 2030, with a vision to 2050. According to the draft version that the Ministry of Education and Training is collecting comments on to complete, the ministry proposes orientations to arrange the network distribution structure, in order to achieve the goal of Vietnam being ranked in the group of countries with advanced university systems in the region.
Professor Nguyen Hai Nam, Principal of Hanoi University of Pharmacy, proposed that the Ministry of Education and Training consider putting this school on the list of national key universities.
There will be 30 national key universities
Regarding the orientation of network structure and distribution, the Ministry of Education and Training has a basic viewpoint of maintaining stability in quantity and structure, focusing on strengthening capacity, improving quality and expanding the scale of university facilities. By 2030, the whole country will have about 250 universities and 50 branches belonging to 200 key universities, with the orientation of distribution according to regions, including: about 30 key national universities (5 national universities, 5 regional universities, 18-20 key national industry universities); about 100 other key universities under ministries, branches, central and local agencies; at least 70 private universities (both non-profit and foreign-invested).
RESTRUCTURING, MERGER, DISSOLUTION OF SCHOOLS THAT DO NOT MEET STANDARDS
For public universities (in the period up to 2030), those that do not meet university standards will be arranged according to the following directions: restructuring and focusing on investment to meet standards within a roadmap of 3-5 years; merging to become a training unit or a branch of a prestigious university; suspending training activities before 2028 and dissolving before 2030. Basically, no new public universities will be established, except in necessary cases (such as establishing in some areas with low university access levels, etc.). For branches, training activities will be suspended if they do not meet standards or have not completed establishing legal status before 2028; merging or dissolving branches that do not meet standards before 2030. The establishment of new branches is also limited in some cases.

Accompanying the above arrangement orientation is the proposal of the Ministry of Education and Training on important programs and projects that need priority investment in the period of 2021 - 2030, with a vision to 2050, in which the top priority group is to develop and upgrade national universities to reach world-class standards in science, engineering and technology, among the top groups in Asia; develop and upgrade regional universities to reach advanced standards, with prestige in the region in key and priority areas of the region; develop and upgrade key university facilities in the fields of pedagogy, medicine and other fields...
In which, the National University is located in the center of the dynamic economic region, has the mission of leading and playing a core role in implementing the national strategic task of developing talents, high-quality human resources, science, technology and innovation. The Regional University is located in the center of the region and sub-region, has the mission of leading and playing a core role in implementing the task of training high-quality human resources, scientific research, developing and applying technology for the region.
AVOID KEY SCHOOLS RUNNING AFTER UNIVERSITY ENROLLMENT QUOTAS
Representatives of universities speaking at the seminar all expressed their agreement with the Ministry of Education and Training’s viewpoint in drafting the planning draft. According to the delegates, in the context of limited budget resources, focusing on investment in national universities, regional universities, and key university facilities is a correct solution instead of spreading investment.
The criteria that the Ministry of Education and Training uses to determine which institutions are national key are quite reasonable (capacity, reputation for training and scientific research such as the number of professors, associate professors, the proportion of lecturers with doctoral degrees, the scale of lecturers; the scale of postgraduate training and scientific research results, etc.). However, from the perspective of their own interests, some delegates said that the Ministry of Education and Training should consider and expand the list of 18 key universities in the industry.
According to Professor Nguyen Hai Nam, Rector of Hanoi University of Pharmacy, it is necessary to pay attention to the "leading" role of the university, focusing on the proportion of postgraduate training (for example, it must reach a minimum ratio of 20% of the total training scale). It is necessary to avoid the situation where key universities, although receiving more investment, are chasing after expanding university enrollment quotas, while postgraduate training is the factor that creates "leading".
Professor Nam also suggested that the Ministry of Education and Training should consider putting Hanoi University of Pharmacy on the list of national key universities. "Currently, the whole country has only one university specializing in pharmacy training. Hanoi Medical University does not have a pharmacy major, and Ho Chi Minh City University of Medicine and Pharmacy has pharmacy as only one major (the two schools are on the list of 18 key universities proposed by the Ministry of Education and Training - PV ). Hanoi University of Pharmacy is currently the training institution for lecturers for most of the pharmacy majors in medical and pharmaceutical universities. In fact, Hanoi University of Pharmacy is currently the "leading" school in pharmacy training," Professor Nam explained.
Hanoi University of Science and Technology aims to develop into one of the five national universities.
NEED TO ENSURE THE PRINCIPLE OF EQUALITY IN EDUCATIONAL DEVELOPMENT
Associate Professor Pham Thu Huong, Vice President of Foreign Trade University, also expressed her agreement with the orientation of university network arrangement as proposed by the Ministry of Education and Training, but there should be contents showing interest in training units whose effectiveness has been proven in practice. The planning needs to demonstrate the principle of not creating inequality in university development. It is necessary to base on the output quality, the ability to mobilize resources, especially international resources of universities. "Currently, we have a group of universities training in single majors, including some universities with limited area but very good output and input quality. Should there be a plan to restructure and merge these schools to create large universities, develop into international-class universities, not just develop national universities or regional universities," Ms. Huong proposed.
"We should divide into two groups. The group of conditions to ensure quality; the group of output quality. We should open opportunities for schools in the annual top in the development process as well as the output standards of the schools, even with output standards higher than the national framework, meeting output standards according to international programs", Associate Professor Huong proposed and added: "We need to ensure the principle of equality in educational development. We hope to have a fair mechanism so that universities can have opportunities, although not in the key schools, we do not lose our competitive advantage in the development process".
