Many schools have stopped increasing tuition fees or are temporarily charging the same as last year, while waiting for the Government to make a final decision on university tuition fees this year.
About 8,000 new students from five schools of Hanoi University of Science and Technology will start the new school year this week. When completing admission procedures, students will temporarily pay 6 million VND, of which 4.4 million is tuition.
Associate Professor Nguyen Phong Dien, Vice President of Hanoi University of Science and Technology, said that according to this year's enrollment plan, the school plans to collect tuition fees for standard programs ranging from 23-29 million VND per year, an increase of about 8% compared to last year. Tuition fees for high-quality, international and international joint programs range from 25-90 million VND, similar to 2022.
However, after the Government announced that it would amend Decree 81 on public tuition fees at the end of July, Hanoi University of Science and Technology decided to keep the first semester tuition fee the same as the past two years - about 10 million VND.
"From the second semester, if the Government stipulates that tuition fees will not increase, the school will still collect the same amount as the first semester. If allowed to increase, the school will only increase by a maximum of 8%," said Mr. Dien.
Previously, Ho Chi Minh City University of Transport also announced that it would stop increasing tuition fees. The school will collect about 10.6 million VND per year for the standard program, 5.9 million VND lower than expected. The new collection level is similar to the 2020-2021 school year, meaning the school will not increase tuition fees for four years.
Meanwhile, many schools have temporarily collected tuition fees for the first semester the same as last year. Specifically, Foreign Trade University collected from 10 to 35 million VND, while the Diplomatic Academy collected from 9.5 to 20.75 million VND for the first semester. These levels are lower than the two schools' expectations by about 1 to 2.5 million VND per semester.
Similarly, the provisional tuition fee for the first semester of Ho Chi Minh City University of Technology is 13.75-36 million VND, depending on the training program. This level is the same as last year, about 10% lower than expected.
According to this year’s enrollment plan, most public universities plan to increase tuition fees. The schools said they are temporarily charging lower fees while waiting for the government to officially set a ceiling on tuition fees for this school year. The Diplomatic Academy said it may consider adjusting when new regulations are released.

Schools stopping tuition increases or temporarily charging lower than expected fees helps students reduce the burden of enrollment.
"New students have to pay a lot of expenses at the beginning of the school year such as deposit and rent, travel expenses, and buying new supplies. Therefore, the lower the school's temporary fee, the less burden they have at this time," said Hoang Thanh, a new student at Hanoi University of Science and Technology.
In addition, this can also help schools avoid procedural problems if the Government does not allow tuition increases. Last year, many schools collected the new amount at the beginning of the school year, but by December, the Government requested that tuition not be increased, so they had to go through procedures to refund or offset the difference in tuition fees for students.

The Ministry of Education and Training submitted to the Government a draft to amend and supplement a number of articles of Decree 81 at the end of August. According to the Ministry's proposal, preschool, general education, and university tuition fees this school year will apply the ceiling level of the 2022-2023 school year, which is one year later than the tuition increase roadmap set out in Decree 81.
Specifically, the tuition ceiling for public universities that are not self-sufficient in regular expenses this school year is 1.2-2.45 million VND per month, depending on the major, instead of 1.35-2.76 million VND. The current collection level is 980,000 to 1.43 million VND.
Schools that are autonomous (paying their own salaries, allowances, repairing facilities, etc.), depending on the level, can collect a maximum of 2-2.5 times the above level, or 2.4-6.15 million VND per month. With quality-accredited training programs, universities can determine their own tuition fees.
