Assign Project Management Board 2 to closely monitor and supervise the situation and progress of the contractors' packages, promptly handle contractors and enterprises that are late, have no changes in construction organization, and affect the progress of component 4 project; at the same time, re-evaluate the capacity of contractors, resolutely handle and replace weak contractors who do not fulfill their responsibilities.

The Department of Agriculture and Environment reviews and guides construction contractors and sand mining enterprises to establish relevant procedures to ensure the contents according to the direction of Deputy Prime Minister Tran Hong Ha in Notice No. 94, including: Not specifying the mining capacity by day, week, month; allowing the extension of the material mining time until the completion of the project (according to the construction contractor's request); adjusting the material mining time during the day from 7:00 a.m. to 5:00 p.m. to 5:00 a.m. to 7:00 p.m. in accordance with current regulations.

The People's Committee of Soc Trang province requires construction contractors and enterprises currently operating and exploiting sand to urgently arrange adequate equipment and means of sand exploitation and transportation to exploit at full capacity according to the confirmation and mineral exploitation license granted by the Provincial People's Committee. Construction contractors must arrange adequate means to ensure timely sand transportation to the construction site, and the vehicles must be fully equipped with positioning and route monitoring devices.
