The project is behind schedule.
Mr. Ha Van Nhuan, Deputy Director of the project to upgrade the road surface of Lo Te - Rach Soi, said that the project has a total length of 51.5km and is being constructed by a joint venture between Hai Dang Joint Stock Company and Saigon Traffic Construction Company.
Although the contractor is working hard, the Lo Te - Rach Soi route is still behind schedule.
Of which, Hai Dang Joint Stock Company will carry out 80% of the total length of the project and the remaining will be constructed by Saigon Traffic Construction Company. Currently, at the construction site, the contractors have arranged 115 workers and 50 machines and equipment.
At the same time, the contractor deployed 7 construction teams, with two teams working on soil cement piles. The remaining teams were assigned by the contractor to perform tasks related to scraping, recycling, and asphalt paving. Workers started working from 6am to 9pm the same day.
Recently, weather conditions have affected the progress of the project. Up to now, contractors have only completed 1.57% of the project, 3% behind schedule.
"The construction of the Lo Te - Rach Soi route mainly involves making the road surface. However, it has been raining a lot recently so the contractor has not been able to construct. This has led to the project being somewhat behind schedule compared to the construction plan," said Mr. Nhuan.
Overtime, shift work in November
The project to upgrade the road surface of Lo Te - Rach Soi route is carried out by the contractor with tasks related to compensation, concrete pavement to strengthen the road surface, expansion of existing emergency stops and addition of new emergency stops...
Next November, the contractor will increase manpower, equipment and overtime to compensate for the construction progress.
The project started on June 13, 2024 and is expected to be completed and put into use on September 30, 2025. However, the contractors have committed to the investor to complete the project 3 months earlier, meaning it will be put into use on June 30, 2025.
"Recently, contractors have also signed a commitment with the investor to complete the project earlier than planned. Therefore, contractors are urgently working to make up for the delay," Mr. Nhuan informed.
According to Mr. Nhuan, to achieve the goal of completing the project 3 months earlier, in early November, contractors will work overtime, increase shifts and increase working hours.
"The contractors have planned to double the number of workers, machinery and equipment compared to the present when the weather conditions are favorable. At the same time, the contractors will also speed up the construction in a rolling manner so that the project can be completed soon," Mr. Nhuan informed.
My Thuan Project Management Board (investor) said that the board has asked contractors to take advantage of favorable weather conditions for construction.
At the same time, according to the actual developments at the construction site, by November, the contractor needs to increase human resources, equipment, machinery and increase working time to speed up the project implementation progress as committed.
The first phase of Lo Te - Rach Soi route was put into operation in early 2021 with a length of 51.5km, 4 lanes, 17m wide roadbed, 15.5m wide road surface. In the completed phase, the route will be invested with 6 lanes, designed speed of 100km/h.
This project has a total investment of 6,355 billion VND in phase 1, using a loan of 200 million USD from the Korea Economic Development Cooperation Fund and counterpart capital from Vietnam of more than 94 million USD.
After opening to traffic, the Lo Te - Rach Soi route will be monitored for subsidence for 1 to 2 years before adding asphalt concrete, and when there is a policy, additional items will be upgraded to meet expressway standards.
According to the planning, the Lo Te - Rach Soi, Cao Lanh - Lo Te, My An - Cao Lanh, N2, Chon Thanh - Duc Hoa routes are part of the North - South expressway in the West.
In October 2022, the Ministry of Transport approved investment in the project to upgrade the road surface of Lo Te - Rach Soi route with a total investment of 750 billion VND.
