People donate billions of land to expand roads in Saigon

To help Kha Van Can route, Thu Duc City, reduce flooding and traffic jams, Mr. Tran Tuan Kiet, 58 years old, donated 300 square meters of frontage land worth 4-5 billion VND to help double the road width.

On the first morning of the year, Mr. Kiet excitedly stood next to Kha Van Can Street, Hiep Binh Chanh Ward, which had just been upgraded and expanded after a month. The road section of more than 300 m from the intersection with Streets 25 and 48, which was previously about 2.5 m wide, has now been widened to nearly 6 m. The total expanded area is 1,000 m2, of which his family contributed 300 m2, the rest is state land.

At the end of November 2023, when the People's Committee of Hiep Binh Chanh Ward mobilized him to donate land, he agreed to contribute a 70 m long, more than 4 m wide frontage plot of land located next to the railway. Mr. Kiet said that this plot of land was a dowry left by his mother. In addition, he also owns a 700 m2 plot of land opposite the donated land.

On the land he had previously contributed, he built a fish pond and then leveled it to rent out as a billiard parlor, a pub, and a parking lot, but then left it empty to ensure the safety of the railway corridor. Because it was part of the railway expansion plan, houses were not allowed to be built on this area.

Many years of witnessing vehicles crowded together in narrow lanes during rush hour, often flooded during the rainy season, is the reason why Mr. Kiet contributed land to make the road more open to help people travel less difficult. At the same time, the road expansion also created convenience for the unit renting the 700 m2 frontage land of his family.

"This is a win-win situation. If I give, I will also receive," said Mr. Kiet. According to him, the donated land, if compensated, would be worth several billion VND, based on the lowest land price for compensation in the recent Ring Road 3, which fluctuates between 6-8 million VND/m2.

Mr. Nguyen Ngoc Tuan, Chairman of the People's Committee of Hiep Binh Chanh Ward, said that Mr. Kiet's land donation made it easier for the locality to upgrade this road. Because if we had to follow the procedures of price appraisal and compensation to do it, it would be very difficult, and the locality would have to spend a lot of time waiting for funding. "The ward is proposing to reward Mr. Kiet for his act of donating land to encourage his spirit," Mr. Tuan said.

In addition to the expanded section, the remaining Kha Van Can route along the railway still has many small, narrow places with a width of less than 3 meters, making it difficult for people to travel. According to Mr. Tuan, the unit is making a list, mobilizing more households to donate land to the government to expand, and at the same time asking the city for funding to do so.

The policy of donating land to expand alleys and roads in Ho Chi Minh City has been implemented by the government since 2000. Over the past 20 years, about 168,000 households have donated 5.3 million square meters of land worth more than VND10,000 billion to expand thousands of projects. Of which, District 12 is one of the localities with the highest total value of donated land to expand alleys in the city with about 285,000 square meters, total value of VND1,800 billion.

According to Mr. Dau An Phuc, Vice Chairman of District 12 People's Committee, when implementing road expansion, in the past, some households did not hesitate to donate land of very high value. For example, on An Phu Dong 09 Street, a household donated a frontage of dozens of meters wide and 3 meters deep, worth more than 6 billion VND to open the road. According to Mr. Phuc, it was very difficult to mobilize people to contribute land at first, but when the district analyzed the benefits of this, they agreed.

In addition to donating land, in recent years, many households in this district have also contributed money to help the government upgrade roads. At the end of 2023, households in District 12 contributed 50% of the total budget of 12 billion VND to repair 5 roads.
