During his working program in Cao Bang, on the afternoon of January 1, 2024, Prime Minister Pham Minh Chinh inspected the situation after Tra Linh International Border Gate, Trung Khanh District, Cao Bang was upgraded to an international border gate.
Also attending were Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien; leaders of a number of ministries, branches and Cao Bang province.
The pair of Tra Linh Border Gate (Trung Khanh District, Cao Bang Province, Vietnam) - Long Bang (Long Chau District, Guangxi Zhuang Autonomous Region, China) was agreed by the Government of Vietnam and the Government of China to be upgraded to an international border gate and a ceremony was held to announce this event on December 28, 2023, practically contributing to the construction of a peaceful, friendly, cooperative and developing Vietnam-China land border.
The upgrading of Tra Linh border gate into an international border gate and the investment in the construction of the Dong Dang (Lang Son) - Tra Linh (Cao Bang) expressway, which started on the same day, will connect the international road transport route from the southwestern provinces of China through Baise city (Guangxi) to Tra Linh international border gate, Cao Bang of Vietnam, connecting the Cao Bang - Lang Son - Hanoi - Hai Phong axis, as well as connecting with ASEAN countries along the Ho Chi Minh road; creating new momentum for cooperation and mutual development of the whole region, contributing to deepening the Vietnam - China comprehensive strategic cooperative partnership.
Speaking to officials of Trung Khanh district and officers, soldiers and forces on duty at Tra Linh border gate, Prime Minister Pham Minh Chinh stated that the Prime Minister's visit to the border gate this time aims to implement the agreement of the high-ranking leaders of Vietnam and China during the visit to China at the end of 2022 by General Secretary Nguyen Phu Trong and the visit to Vietnam at the end of 2023 by General Secretary and President of China Xi Jinping.

The Prime Minister requested ministries, branches, and border localities, including the Public Security, Army, and Border Guard forces, to develop specific plans, programs, and projects to implement the high-level agreements of the two countries' leaders down to the grassroots level. The Prime Minister emphasized that in the process of building and developing the country, our country has drawn many lessons, including maintaining independence, sovereignty, and territorial integrity; building socialism; solidarity within the Party, solidarity among the people, national solidarity, and international solidarity. "In border areas, we must know how to combine the strength of the nation with the strength of the times; of the Vietnamese people with the Chinese people. Because the relationship with China is an objective, strategic, and top priority choice of Vietnam," the Prime Minister stated.
The Prime Minister requested to firmly protect independence, sovereignty, territorial integrity, build a peaceful, friendly, cooperative and developing border; each citizen is a landmark to protect the border; do our best to avoid any conflicts and unfortunate incidents. In addition, it is necessary to develop the economy, including border gate economy, border trade economy in accordance with our country's laws and international practices; ensure security, social order and safety, heighten vigilance, prevent and combat crimes such as smuggling, drugs... and ensure safety for people crossing the border gate.
The Prime Minister directed to continue building and perfecting the planning; investing in upgrading infrastructure, researching appropriate policy mechanisms, creating favorable conditions for import and export activities, attracting investment, promoting cooperation, comprehensive development in the fields of investment, trade, intermodal transport, tourism, etc.; researching the construction of the Cao Bang border gate economic zone.
“We must create jobs, expand production and business, and create livelihoods for people, from which people will come to live, then develop housing, urban areas...; ensure people have a prosperous and happy life. In the immediate future, in 2024-2025, Cao Bang province must eliminate temporary and dilapidated houses for people, especially in border areas,” the Prime Minister emphasized.

Prime Minister Pham Minh Chinh requested ministries, branches and localities to research and develop transport infrastructure with focus and key points, especially focusing on implementing the Dong Dang - Tra Linh expressway project to connect with Hai Phong port, and transport goods from Hai Phong port and the Northern Delta provinces to Chinese provinces.
Regarding some recommendations of the province related to the development of Tra Linh International Border Gate area, including landslide prevention, the Prime Minister assigned relevant ministries and branches to closely coordinate with localities to develop specific projects and submit them to the Government for approval.
Presenting gifts and New Year wishes to officers and soldiers of the District Military Command, Trung Khanh District Police, Border Guard, Customs and Tra Linh Town Militia working groups who are performing tasks at Tra Linh International Border Gate, Prime Minister Pham Minh Chinh requested the forces to continue to attach importance to Party building, building a clean and strong political system, improving the leadership capacity and fighting strength of Party organizations and Party members, building a contingent of cadres with sufficient capacity, qualities, qualifications, and equal to the task; solidarity, close coordination, synchronization and efficiency on the basis of functions, tasks and powers, together completing the assigned tasks excellently.
