Speaking at the Conference, Minister of Information and Communications Nguyen Manh Hung said that the Central Economic Committee chaired the development of the Project to review 5 years of implementing Resolution 52-NQ/TW dated September 27, 2019 of the Politburo (12th tenure) on a number of guidelines and policies to proactively participate in the fourth industrial revolution.

The Ministry of Information and Communications is in charge of developing two projects to submit to the Politburo, including: Project to summarize 10 years of implementing Resolution No. 36-NQ/TW dated July 1, 2014 of the 11th Politburo "On promoting the application and development of information technology to meet the requirements of sustainable development and international integration"; Project of the Resolution of the Politburo on national digital transformation (ĐS), development of digital economy - digital society (KTS-XHS).

At the Conference, delegates highly appreciated the article by General Secretary and President To Lam: "Digital transformation - An important driving force for developing productive forces, perfecting production relations to bring the country into a new era", stating the view that it is time to consider digital transformation as a revolution to change the entire people and the whole country. Digital transformation is a revolution of change. In the article, General Secretary and President To Lam emphasized: "Digital transformation is not simply the application of digital technology to socio-economic activities, but also the process of establishing a new, advanced and modern mode of production - "digital production mode", in which the characteristic of productive forces is the harmonious combination of humans and artificial intelligence; data becomes a resource, an important means of production; at the same time, production relations also have profound changes, especially in the form of ownership and distribution of digital means of production..."

Speaking at the Conference, Mr. Nguyen Trung Chinh, Chairman of CMC Technology Group, said that digital transformation has had a very positive and huge impact and it is time for technology to help us change, create a revolution, and impact everywhere, at all times. In the new resolution proposal, it is necessary to emphasize that digital transformation helps the country carry out a new revolution.

Mr. Nguyen Long, General Secretary of the Vietnam Association for Information Technology (VAIP), said that digital transformation and new technology have been spreading strongly to Vietnam in the past 3 years, and accordingly, a new resolution on digital transformation is needed to keep up with the new trend.

Digital transformation has impacted every aspect of life. Mr. Mai Liem Truc, former Director General of the General Department of Posts, shared that digital transformation has an even more important contribution than the industries using digital transformation and digital technology to develop their own industries. It is necessary to clarify the impact of digital transformation on the development of other industries, not digital transformation done by digital technology enterprises.

The role of enterprises in national digital transformation

Mr. Nguyen Trung Chinh also said that the private economy has been considered a component, however, the role of enterprises in the development process of the country has not been truly valued and has not been utilized.

Korea and China have many national tasks assigned to enterprises, regardless of whether the enterprises are private or state-owned. These two countries also assign tasks to experts, valuing experts so that they can contribute better to the development of the country. Vietnam's private enterprises and experts can also make good contributions to the country through the leadership of the Party.

Mr. Nguyen Van Khoa, General Director of FPT Corporation, said that the new resolution should aim to simplify procedures and remove bottlenecks for businesses. Currently, small and medium enterprises have many difficulties in investment procedures, so it is necessary to supplement incentives for land rental and personal tax incentives for workers in this field.

FPT General Director highly appreciated the Digital Technology Industry Law project being built because the Law can promote the development of digital technology enterprises.

Meanwhile, according to Mr. Nguyen Hong Hien, Chairman of MobiFone Telecommunications Corporation, in the recent national digital transformation process, the development of digital technology and socialization has achieved many successes, accordingly, telecommunications and IT enterprises have benefited a lot from digital transformation and digitalization development.

Mr. Nguyen Hong Hien suggested that the new Resolution of the Politburo could clarify the development policy for digital infrastructure, including telecommunications and Internet infrastructure. State-owned enterprises are identified as having a role in developing digital infrastructure on a larger scale and at a faster speed. The new Resolution also needs to state the viewpoint so that State-owned enterprises have a strong will to invest and do business in digital technology.

"This is a way to unlock resources for digital technology enterprises. The State needs to place some important foundational technologies in State-owned enterprises," said MobiFone's Chairman.

Conference overview

Like many delegates, Mr. Tao Duc Thang, Chairman and General Director of Viettel Group, emphasized that it is very necessary to have a new resolution in the context of Vietnam's need to strongly promote comprehensive digital transformation. The resolution needs to clarify the goals and implementation contents clearly and conveniently, including a program to promote semiconductor chips.

Up to now, Viettel and FPT are the two enterprises with the necessary demand for semiconductor chips. Mr. Tao Duc Thang said that Viettel and FPT have only organized the design stage, while the packaging and production stages in Vietnam have not yet been implemented. The new resolution for the next phase needs to clearly state the semiconductor chip target and the resources to do it.

The new resolution also needs to guide the selection of technologies in the 4.0 technology chain, and incorporate them into new business models when social and business needs still go ahead of business management. For example, applying for a mobile money testing license. Testing immediately will promote new resources.

Digital human resources in the new era

Viettel's Chairman also mentioned that the new Resolution of the Politburo needs to include content on digital human resources and digital human resources training.

Sharing the same view, Mr. Dang Hoai Bac, Director of the Posts and Telecommunications Institute of Technology (PTIT), said that the university education model must change towards a digital university with a collaborative and sharing model. Schools need to cooperate with businesses to train digital technology human resources.

Meanwhile, general education needs to guide students to have early awareness of the 4.0 Industrial Revolution and digital technology. Currently, most students still aim for finance, business administration, etc. It is necessary to train students in STEAM and STEM from high school because Vietnamese students have a strong technological talent.

Another aspect, Mr. Nguyen Quang Dong, Vietnam Digital Communications Association (VDCA) said, the AI ​​revolution will impact general education first. The situation of teachers reading and students copying is still common. The general competency framework needs a digital competency framework for general education, not basic computer science.

According to the Head of the Central Economic Commission, the content of the new Resolution focuses on two contents: Digital Transformation, Science and Technology and Innovation, accordingly, it is necessary for all people to properly evaluate this. The construction of the new resolution must be highly general but also needs to be researched to include this content in the resolution of the 14th Party Congress./.
