Speaking to Thanh Nien on May 14, a leader of the Department of Radio, Television and Electronic Information (Ministry of Information and Communications) said the inspection is expected to take place in the second half of May. However, specific details about the TikTok inspection plan as well as the inspection process will not be made public.
TikTok's comprehensive audit will take place in the second half of May
According to a report on questioning activities related to the information and communication sector recently sent by the Ministry of Information and Communications to the National Assembly, the agency said that a comprehensive inspection plan will take place in May at Tiktok Vietnam Technology Company Limited located in Ho Chi Minh City.
The Ministry of Information and Communications has studied international experience in algorithm management solutions for cross-border social networks, especially TikTok, and proposed solutions for implementation in Vietnam such as: tightening management, requiring the provision of content suggestion algorithms to the Government to monitor data collection, prevent addiction, and direct information to users.
At the press conference on May 5, Mr. Le Quang Tu Do, Director of the Department of Radio, Television and Electronic Information, said that the inspection at TikTok will start from May 15 until the end of May. The Ministry of Information and Communications has sent an official dispatch to relevant ministries and branches such as the Ministry of Industry and Trade, the Ministry of Culture, Sports and Tourism, the Ministry of Public Security, the General Department of Taxation (Ministry of Finance)... to send people to join the working group. The list of members of the inspection team has been almost fully assembled.
Previously, in April, the Ministry of Information and Communications also announced 6 violations of TikTok in Vietnam. Accordingly, in the past time, this social network has not had effective measures to control content that violates politics, opposes the Party and the State, and contains nonsense, toxic content, even dangerous content for children; used automatic content distribution algorithms to create trends to spread sensational, click-baiting content, causing negative impacts on the community and young people; did not have effective control measures to prevent business, trading, and advertising of counterfeit goods, fake goods, and functional foods of unknown origin; did not manage the activities of TikTok idols, allowing many idols to tend to produce nonsense, uncultured content; did not have effective measures to control copyright-infringing content; did not have management measures to allow users to arbitrarily use other people's private and personal images to spread fake news, or defame and insult others.
According to the Ministry of Information and Communications, some toxic content on TikTok has had negative and dangerous effects on children.
In response to the above violations, the Ministry of Information and Communications plans to focus on compliance with regulations on the provision of social networking services to domestic users; algorithms for distributing and recommending content to users; compliance with advertising regulations; management of celebrities and people working in the performing arts on TikTok (TikTok idols); compliance with legal regulations on child protection; prevention and combat of social evils in cyberspace; compliance with regulations related to the provision of e-commerce services; fulfillment of tax obligations, etc.
In addition, the Ministry of Information and Communications will also assess the impact of TikTok on adolescents.
Although the Ministry of Information and Communications has pointed out the violations, recently on TikTok there have been offensive trends. Most recently, at the end of April, the "slim boy" trend became a "hot trend" among young people. The music parody of the poem "Lượm" by poet Tố Hữu has inappropriate lyrics. Notably, this parody is combined with revealing images, showing off offensive skin.
TikTok is a popular Chinese social network, using music videos released by the news app Jinri Toutiao founded in 2016 in China. This social network has a fairly simple way of operating, showing short videos from a few seconds to 15 seconds. This is a popular application.
Launched in the Vietnamese market since April 2019, the number of TikTok users in Vietnam has rapidly exploded and currently reaches nearly 50 million, ranking first in Southeast Asia and sixth globally.
However, recently, governments of some countries have been banning this application due to concerns about revealing user information data.
