Units under the Ministry of Information and Communications, postal and telecommunications enterprises and Departments of Information and Communications of coastal provinces and cities from Quang Ninh to Binh Thuan have just been asked to immediately deploy a number of tasks to proactively respond to storm Yinxing and heavy rain.
Specifically, in the dispatch issued on November 8, one thing that the Ministry of Information and Communications requested units to focus on immediately to proactively respond to storm Yinxing and heavy rain in the Central region is to strictly implement the regime of leaders on duty, command boards on duty for natural disaster prevention, control, search and rescue, and information response 24/24; closely monitor the storm's developments.
The Telecommunications Department is responsible for synthesizing the storm's developments, advising the leaders of the Ministry of Information and Communications on response plans, and directing telecommunications businesses to deploy response measures.
The Press Department and the Department of Radio, Television and Electronic Information direct mass media agencies to broadcast and report promptly on storm forecasts and warnings, and storm response instructions.
The Central Post Office provides mobile communication services for the Government's working group and the National Civil Defense Steering Committee to direct storm response when requested.
The task of the Postal Department is to direct postal enterprises to review the postal mail system and develop plans to ensure postal information security to serve the direction and operation of storm response.
The dispatch of the Ministry of Information and Communications also clearly stated the tasks that the Department of Information and Communications of coastal provinces and cities from Quang Ninh to Binh Thuan need to focus on, such as directing local radio and television stations to update storm forecast bulletins from the National Center for Hydro-Meteorological Forecasting, increasing the duration and frequency of broadcasting storm forecast bulletins; being the focal point for directing postal and telecommunications enterprises in the area to coordinate and synchronously deploy timely response plans to meet communication needs.
At the same time, identify areas that have lost communication due to the impact of the storm to coordinate with the Department of Telecommunications to instruct telecommunications enterprises to deploy roaming between networks to ensure smooth communication to serve the work of directing, operating, and responding to the storm; inform the Department of Industry and Trade of areas that need to prioritize grid power for BTS stations that are solid enough to withstand level 4 natural disasters to ensure the maintenance of communication...
Telecommunications businesses must immediately deploy measures to ensure the safety of communication systems to serve the direction and operation of storm response, and develop information rescue plans when incidents occur.
Reinforce station houses, high masts, and antenna masts of systems that are likely to be affected by storms and promptly provide backup equipment for units in areas expected to be directly affected by storms.
Along with that, be ready to send storm warning messages to subscribers in areas that may be affected as well as be ready to roam between mobile networks when requested by the Ministry of Information and Communications. Instruct people on how to set up their phones so that they can automatically roam between mobile telecommunications networks.
The dispatch of the Ministry of Information and Communications also specifically directed the three major network operators, VNPT, Viettel, MobiFone and Vishipel, to focus on in order to promptly respond to storm Yinxing.
In particular, VNPT, Viettel, and MobiFone must ensure network security, public network communications, and increase mobile BTS vehicles to locations at risk of losing communication to be ready for rescue.
Vishipel strictly maintains a watchful regime for emergency and distress information, especially for fishing vessels by voice on emergency and distress frequencies, receiving and promptly transferring information to designated receiving addresses.
