In recent days, some departments of transportation have announced that they will temporarily stop organizing driving tests and issuing driving licenses from February 19 to transfer them to the police.
Because the transfer has not yet been carried out, on the morning of February 19, the Vietnam Road Administration requested local transport departments to continue receiving and processing applications for changing and re-issuing driver's licenses to avoid disruption and affecting people.
The departments shall organize appropriate examinations to recognize the successful candidates and issue driving licenses to the successful candidates before the transfer date.
The Vietnam Road Administration also requested the Department of Transport to direct the driving test center to coordinate with the police to organize training courses for local police so that this force can proficiently use the equipment and software for theory testing and driving testing on the road. At the same time, specialized officers will guide traffic police and local police to operate the software system to manage, receive applications for changing, re-issuing, and issuing international driving licenses directly and online.
Previously, at the meeting on February 11, leaders of the Ministry of Public Security and the Ministry of Transport agreed to prepare to hand over the state management task of testing and granting driving licenses from the Ministry of Transport to the Ministry of Public Security, expected before February 19.
However, as of February 19, the transfer of tasks has not been carried out. On the afternoon of February 18, a representative of the Traffic Police Department, Ministry of Public Security, said that the information that the police began receiving and processing applications for testing, issuing and exchanging driving licenses from February 19 was incorrect. Currently, this task at the local level is still under the responsibility of units under the transport sector.
