Source of funds for salary reform
According to the Government's report on the implementation of Resolution No. 74/2022 of the National Assembly on practicing thrift and combating waste, by the end of 2021, the unused salary reform source from the central budget was about 54,517 billion VND.
Besides, localities also have surplus money for salary reform of 208,457 billion VND.
Currently, the management and use of salary reform resources are regulated in Resolution 27 of the Central Committee and Resolution 23 of the National Assembly on the national financial plan and borrowing and repayment of public debt for the 5 years 2021-2025.
The Ministry of Finance will review, compile statistics and report to the National Assembly on the full unused salary policy reform resources of each ministry, sector and locality by December 31, 2022.
The work of building budget estimates must ensure resources to implement salary and social insurance reform policies, associated with promoting organizational restructuring, implementing the autonomy mechanism and the roadmap for streamlining payroll according to the Central Resolutions.
Building a salary reform roadmap.
Currently, the Ministry of Finance is developing the 2024 State budget framework and the 2024-2026 three-year budget plan, which proposes a roadmap for implementing salary reform according to Resolution 27. On that basis, it will plan to use this source to implement salary reform.
Resolution of the 5th session (June 2023), the National Assembly requested the Government to focus resources on implementing salary reform, reporting on the salary policy reform roadmap at the 6th session, scheduled to take place in October.
Speaking at the closing ceremony of the 2023 Socio-Economic Forum on the afternoon of September 19, National Assembly Chairman Vuong Dinh Hue emphasized the need to promptly and fundamentally reform wage policies in 2024.
"This is also a boost for the labor market, contributing to stimulating domestic consumption," Mr. Hue commented.
Currently, agencies are actively preparing resources, institutions, salary scale policies... to implement salary reform in the spirit of Resolution 27 of the Central Executive Committee.
Solving the problem of civil servants quitting their jobs
According to the summary report on the implementation of a number of resolutions of the 14th National Assembly on thematic supervision and questioning and the resolutions of the National Assembly on thematic supervision and questioning from the beginning of the 15th term to the end of the 4th session, the Government assigned the Ministry of Home Affairs to continue researching and perfecting the specific contents of the new wage policy.
The new wage policy must ensure consistency with the viewpoints, goals, contents, tasks and solutions for reforming wage policy as required by Resolution No. 27, and be submitted to competent authorities for consideration and decision.
The Government has assigned the Ministry of Home Affairs to preside over and coordinate with ministries and agencies that are members of the Steering Committee to report on the results and plans for implementing the task of reforming wage policies according to Resolution No. 27.
In the process of developing plans, it is necessary to synchronize the contents of the new wage regime according to Resolution No. 27, including: Increasing the lowest wage level of the public sector to equal the average lowest wage level of the business sector; expanding the wage relationship; rearranging allowance regimes and restructuring the ratio between basic salary and allowances; supplementing the bonus fund; at the same time, proposing adjustment plans for the following years...

In addition, the Government is finalizing the "Report on the roadmap for implementing comprehensive reform of wage policy after 2023 as required in Resolution No. 27-NQ/TW dated May 21, 2018" to submit to competent authorities for consideration and decision.
Previously, during the period before salary reform was implemented, in order to promptly resolve the situation of civil servants quitting their jobs in the past, the Government submitted to the National Assembly for approval a plan to adjust the basic salary increase for cadres, civil servants and public employees to 1.8 million VND/month (an increase of 20.8%), effective from July 1, 2023.
From January 1, 2020 to June 30, 2022, the number of cadres, civil servants and public employees who quit their jobs was 39,552 people, accounting for 1.94% of the total assigned payroll.
