State Bank inspects Eximbank's operations

(NLDO) – The Banking Inspection and Supervision Agency requested the State Bank branches in provinces and cities to closely inspect and supervise Eximbank branches.

The Banking Inspection and Supervision Agency (State Bank of Vietnam) said that through the synthesis of inspection conclusions at the Vietnam Export Import Commercial Joint Stock Bank (Eximbank), it shows that this bank still has violations, especially in credit granting activities, related to subjective errors leading to bad debts... potential risks in the bank's operations.

To ensure Eximbank operates safely and in compliance with legal regulations, the Banking Inspection and Supervision Agency issued a document on November 11, requesting the State Bank branches in provinces and cities to monitor, urge, and inspect the implementation of recommendations for Eximbank in the inspection conclusion according to regulations and assigned functions and tasks.

At the same time, the State Bank branches in provinces and cities shall closely inspect, examine and supervise the operations of Eximbank branches in the area; especially credit granting activities, ensuring that Eximbank complies with legal regulations.

State Bank branches in provinces and cities shall consider and apply handling measures according to their authority when discovering that Eximbank does not comply with legal regulations (if any).

One month ago (October 14), the market suddenly saw information circulating on social networks about the Eximbank Supervisory Board sending a document to the authorities requesting and reporting on the bank's unsafe lending practices.

Just one day later (October 15), Eximbank issued a press release regarding a document circulating on social media. Specifically, this document contained a Petition and Urgent Reflection on Serious Risks Leading to the Insecurity of Eximbank System Operations (only the first page and no signature, no seal).

Eximbank affirmed that the document circulating on social media is not a document of Eximbank's Supervisory Board and does not originate from the bank. At the same time, Eximbank said that the bank is still operating stably, safely and effectively, meeting the diverse financial needs of customers and partners.

Also related to Eximbank's Board of Supervisors, recently, Eximbank announced the Resolution of the Board of Directors on submitting to the General Meeting of Shareholders the dismissal of Mr. Ngo Tony from the position of member of Eximbank's Board of Supervisors according to the proposal of the group of shareholders.

According to the content of the Resolution just announced, on October 29, 2024, the group of shareholders owning more than 5% of the total common shares of Eximbank proposed that the Board of Directors of Eximbank add to the agenda and content of the 2024 Extraordinary General Meeting of Shareholders scheduled to be held on November 28, 2024 of Eximbank the following content: "Remove Mr. Ngo Tony from the position of member of the Board of Supervisors of Eximbank as deemed necessary according to the provisions of Point e, Clause 4, Article 63 of the Charter; Point e, Clause 1, Article 45 of the Internal Governance Regulations; Article 15 of the Regulations on the organization and operation of the Board of Supervisors; Point d, Clause 1, Article 46 of the Law on Credit Institutions 2024; Clause 3, Article 160 of the Law on Enterprises 2020".

The reason given by the group of shareholders is: "Mr. Ngo Tony has abused/taken advantage of his position and power, seriously violating the provisions of the Eximbank Charter and the Regulations on organization and operation of the Eximbank Board of Supervisors, seriously affecting the rights and interests of shareholders".
