The above comment was made by Mr. Nguyen Nguyen Phuong, Deputy Director of the Department of Industry and Trade of Ho Chi Minh City, at the "Conference on the implementation of the Cooperation Program on Goods Quality Control". This is a sideline activity of the Socio-Economic Development Cooperation Program between Ho Chi Minh City and the Central Highlands.

According to Mr. Nguyen Nguyen Phuong, in the current situation, the City has implemented the program of Cooperation in Controlling Goods Quality (abbreviated as "Green Tick of Responsibility") and received the support of many retailers and suppliers.

“The goal is consensus and responsibility of the entities in the chain. Ho Chi Minh City hopes that this will be the foundation for building a safe supply chain, while helping consumers distinguish between “responsible” products and poor products. This will open up market opportunities for responsible manufacturers, gradually eliminating irresponsible manufacturers,” Mr. Phuong emphasized.

However, according to Mr. Phuong, Ho Chi Minh City alone is not enough, but needs participation from provinces and cities, especially in controlling the quality of agricultural products at the source and in the production area.

Speaking at the program, Mr. Dao Ha Trung, Chairman of the Ho Chi Minh City Technology Association, said that in addition to applying increased traceability, distribution systems must more closely inspect suppliers through testing.

“Don’t just look at the paper and put the goods in. Instead, increase the frequency of surprise inspections to find more problems, and make public the results of the sampling and testing of the distribution system and the supplier. Only by making it public can we increase the monitoring and deterrence factor,” Mr. Trung emphasized.

Highly appreciating this program of Ho Chi Minh City, Mr. Nguyen Ngoc Phuc, Vice Chairman of Lam Dong Provincial People's Committee, requested departments and branches of the Central Highlands provinces to pay attention to supporting businesses in the area to participate in "Responsible Green Tick" to seek sustainable market opportunities for high-quality products of each locality.

Vice Chairman of Dak Lak Provincial People's Committee Nguyen Tuan Ha said that this program demonstrates the dedication and responsibility of Ho Chi Minh City consumers and is a reminder to consumers.

“We fully support this program and create conditions for departments and branches to participate. Responsibility must be honest. If we do not participate, we will gradually be eliminated from the game,” said Mr. Ha.

Suppliers worry, supermarkets pledge to increase control

Sharing at the program, Mr. Le Van Vuong, Director of Vuong Thanh Cong Company (Dak Lak), was concerned about the concept of "Responsible Green Tick" in the product quality control program of Ho Chi Minh City. In addition, he raised the issue of what benefits businesses that are granted green ticks will receive when bringing their goods to the 8 distribution systems in the program.

Concerned and frustrated about not being able to bring goods to domestic supermarkets even though vegetables produced according to Global GAP standards have been exported to demanding markets, Mr. Tran Huy Duong, Chairman of the Board of Directors of Langbiang Farm Company Limited (Lam Dong) said that he is losing at home because he cannot compete with cheap vegetables.

“I wish for a fairer playing field for serious businesses. We need to consider fruits and vegetables as commodities to control quality, which means that according to regulations, they must have packaging, labels, and origin,” said Mr. Duong.

From the supermarket perspective, Ms. Vo Thi Bich Thuy - Acting Manager of the high-end Fresh Food industry, Saigon Co.op Business Department, informed that the unit has participated in "Responsible Green Tick" since the beginning and committed to increasing the mobilization of suppliers to participate to increase control.

“It is difficult for a supermarket to control everything, but we have to join hands, change from being competitors to being partners to control goods together, bringing people safe meals,” Ms. Thuy emphasized.

Meanwhile, the representative of Bach Hoa Xanh said that they are facing many difficulties in quality management because they have complied with everything, everything is in order, but the products on the shelves still have some mistakes. Therefore, participating in this program is an opportunity, a key for the unit to increase control.

Kingfoodmart representative affirmed that the 2025 plan will be sent to all of the unit's suppliers about the program and encourage participation, giving priority to importing goods from units participating in the "Responsible Green Tick" program to aim for 100% of Kingfoodmart's suppliers to participate in the program.
