Increase the level of benefits and policies for militia and self-defense forces

Kinhtedothi - Decree No. 16/2025/ND-CP amends and supplements a number of articles of Decree No. 72/2020/ND-CP detailing a number of articles of the Law on Militia and Self-Defense Forces on force organization and building and regimes and policies for Militia and Self-Defense Forces.

Changes in regime and policy for the Militia and Self-Defense Forces

Decree No. 73/2024/ND-CP dated June 30, 2024 of the Government stipulates that from July 1, 2024, the basic salary will be 2,340,000 VND/month. Therefore, Decree No. 16/2025/ND-CP has amended Decree 72/2020/ND-CP in the direction of increasing the level of benefits and policies for militia and self-defense forces to match the new basic salary.

Increase the allowance for the position of commander of the Militia and Self-Defense Forces

Accordingly, Decree No. 16/2025/ND-CP amends Clause 1, Article 7 of Decree No. 72/2020/ND-CP regulating the allowance level for the position of commander of the Militia and Self-Defense Forces.

According to the new regulations, Commanders and Political Commissars of Commune-level Military Commands; Commanders and Political Commissars of Military Commands of agencies and organizations are entitled to an allowance of VND 561,600 (the old regulation was VND 357,600).

Deputy Commanders, Deputy Political Commissars of Commune-level Military Commands; Deputy Commanders, Deputy Political Commissars of Military Commands of agencies and organizations; Battalion Commanders, Battalion Political Commissars; Naval Commanders, Naval Political Commissars; Naval Squadron Commanders, Political Commissars of permanent militia squadrons; Company Commanders, Political Commissars of mobile militia companies are entitled to an allowance of 514,800 VND (old regulation was 327,800 VND).

Deputy Battalion Commander, Deputy Battalion Political Commissar; Deputy Naval Commander, Deputy Naval Political Commissar; Deputy Naval Squadron Commander, Deputy Political Commissar of the permanent militia squadron; Deputy Company Commander, Deputy Political Commissar of the mobile militia company are entitled to an allowance of 491,400 VND (old regulation was 312,900 VND).

Company Commanders, Company Political Commissars; Squadron Commanders, Squadron Political Commissars; Mobile Militia Platoon Leaders, and Permanent Militia Platoon Leaders receive an allowance of 468,000 VND (old regulation was 298,000 VND).

The village team leader is entitled to an allowance of 280,800 VND and an additional 100% of the squad leader's position allowance when concurrently holding the position of a local militia squad leader, or 100% of the platoon leader's position allowance when concurrently holding the position of a local militia platoon leader. In case the village organizes a local militia team, he is entitled to an additional 100% of the squad leader's position allowance of 298,000 VND (according to the old regulations: The village team leader is entitled to an allowance of 178,800 VND and an additional 29,800 VND when concurrently holding the position of a squad leader, or 35,760 VND when concurrently holding the position of a local militia platoon leader. In case the village only organizes a local militia team, he is entitled to an additional 29,800 VND).

The allowance for Deputy Company Commander, Deputy Company Political Commissar; Deputy Squadron Commander, Deputy Squadron Political Commissar is 351,000 VND (old regulation 223,500 VND).

The allowance for regular militia platoon leaders and squad leaders is 280,800 VND (old regulation 178,800 VND).

Allowance for Squad Leader, Boat Captain, and Battery Leader is 234,000 VND (old regulation 149,000 VND).

Increase allowances for village leaders, sea militia...

Decree No. 16/2025/ND-CP also amends and supplements Clause 2, Article 8, which stipulates the allowance regime for Village Team Leaders. Accordingly, for Village Team Leaders, the monthly allowance level is decided by the Provincial People's Committee and submitted to the People's Council of the same level, but not lower than VND 1,170,000 (previously, it was not lower than VND 745,000).

At the same time, Decree No. 16/2025/ND-CP amends and supplements Points a and b, Section 1, Clause 1, Article 11, stipulating the allowance and food allowance levels for on-site militia, mobile militia, air defense militia, artillery, reconnaissance, information, engineering, chemical defense, and medical forces. Accordingly, the level of allowance for a working day is decided by the People's Committee at the provincial level and submitted to the People's Council at the same level for decision, but not lower than VND 327,600 (previously not lower than VND 119,200); in case the term of performing the obligation to participate in the Militia and Self-Defense Forces is extended according to the decision of the competent authority, the increased allowance level is not lower than 50% of the current allowance for a working day (previously not lower than VND 59,600).

In case the militia performs tasks of counter-terrorism, hostage rescue, crime suppression, dispersal of protests and riots; prevention and control of dangerous epidemics in areas at high risk of infection; rescue, search and rescue, fire fighting, and disaster response in areas that are dangerous to life according to the decision of the Commander of the local military agency at district level or higher, the additional labor day allowance shall not be less than 50% of the current labor day allowance.

Decree No. 16/2025/ND-CP stipulates the basic meal allowance and additional meal allowance on holidays and Tet equal to the current basic meal allowance and additional meal allowance on holidays and Tet of non-commissioned officers and infantry soldiers on active duty in the Vietnam People's Army.

For the maritime militia when performing the task of fighting to protect islands and seas, Decree No. 16/2025/ND-CP stipulates the daily labor allowance of 585,000 VND (old regulation 372,500 VND); the food allowance per person per day is 234,000 VND (old regulation 149,000 VND);

For captains, chief engineers, drivers, and mechanics, the responsibility allowance is calculated based on actual days of operation at sea, each person, each day is 187,200 VND (old regulation 119,200 VND).

In addition, Decree No. 16/2025/ND-CP also amends and supplements the social insurance regime for standing militia and the health insurance regime for standing militia in accordance with the law on health insurance...
