According to the Hanoi Department of Planning and Architecture, the proposal to increase the height of Trung Tu apartment complex is consistent with the general planning, zoning planning, and the specific number of floors will be considered when appraising and approving the project.

In a written response to the press regarding the proposal to increase the height of Trung Tu apartment complex (Dong Da district) to 48 floors during renovation, the Department of Planning and Architecture said that in the general planning for construction of Hanoi capital until 2030 and vision to 2050, Trung Tu apartment complex is located in an area that allows renovation and reconstruction in the direction of high-rise buildings but does not increase the population size.

To specify the general planning, the urban zoning plan also guides the principles of renovating and rebuilding old collective housing and apartment buildings in the direction of reducing construction density, increasing building height, not increasing population size, prioritizing the addition of urban infrastructure systems, public works, green spaces and better living environments.

Therefore, the Department of Planning and Architecture believes that the proposal to increase the building height and limit the population increase when renovating and rebuilding Trung Tu apartment building is consistent with the planning. Districts with old apartment buildings are implementing the planning tasks and projects according to the process, but have not yet submitted for appraisal and approval.

"The specific height of the project will be considered during the appraisal and approval process of the project based on compliance with the orientation in the general planning and zoning planning, ensuring landscape, environment, and fire prevention requirements," the Department of Planning and Architecture informed.

In mid-January, Dong Da district sought public opinion on the detailed planning task of renovating and rebuilding Trung Tu apartment buildings, at a scale of 1/500, proposing to increase the height to 48 floors but not change the population density.

Trung Tu collective housing area was built 50 years ago with 29 4-5 storey apartment buildings without elevators, each building has an average of 60-120 apartments and 119 villas and townhouses. Currently, the apartments in the collective housing area have deteriorated, most households have expanded their rooms to increase the living space, causing the exterior of the building to be deformed, many walls and floors are peeling and cracked.

The detailed planning for the renovation and construction of Trung Tu apartment complex is part of the city’s overall program for renovating old apartment buildings. Dong Da district alone has 507 apartment buildings, concentrated in 12 large apartment buildings with an area of ​​over 2 hectares, accounting for 30% of the total number of apartment buildings in the city.

In addition to Trung Tu collective housing, in phase 1, the district will establish a detailed plan for the Khuong Thuong collective housing area and a master plan for Kim Lien and Khuong Thuong. Phase 2 will establish a detailed plan for 5 collective housing areas: Vinh Ho, Van Chuong, Thuy Loi, Nam Dong, Hao Nam; phase 3 will include the Phuong Mai and Nam Thanh Cong apartment buildings, and phase 4 will include the remaining old apartment buildings.

According to statistics up to 2020, Hanoi has more than 1,500 old apartment buildings, including nearly 1,300 houses in 76 apartment complexes. In addition, the city also has 306 independent old apartment buildings, built from 1960-1994 and before 1954. Since 2005, Hanoi has begun to renovate old apartment buildings. However, due to some shortcomings and policy changes, to date only 19 projects have been completed and put into use (accounting for 1.2% of the total number of old apartment buildings) and 14 projects are under implementation.
