Taking advantage of the sunny weather, construction teams at the DT609 Upgrade and Expansion Project site (An Diem - A So section) accelerated the excavation and filling of the roadbed; many locations were rolling and compacting crushed stone. Some sections are preparing to lay the first layer of asphalt concrete.
The Quang Nam Provincial Traffic Construction Investment Project Management Board (investor) said that the project started on March 8, 2023 and was completed on August 29, 2024. The volume of work performed to date has reached 84/209 billion VND (40% of the contract value).
The project to upgrade and expand DT609 route (An Diem - A So section) has a total investment of 260 billion VND from the provincial budget. Grade IV mountainous road; design speed 40km/h. The width of the cross-section is 7.5m; in which the road surface and reinforced shoulder are 6.5m wide; the dirt shoulder on each side is 0.5m wide. The joint venture of Toan Tien Construction Joint Stock Company - Quang Dai Viet Construction Joint Stock Company - 6.3 Joint Stock Company won the construction bid.
Accordingly, all 3 major bridges of the project have been completed. The locations with land have basically completed horizontal drainage culverts and longitudinal ditches. With 17.8/21.3km of land length handed over, the joint venture contractor has paved 1km of the 2nd layer of asphalt concrete, 3.2km of the 1st layer of asphalt concrete; completed the crushed stone grading with a total length of 6.5km. Along with that, the construction unit of the roadbed to the K98 layer has completed 2.5km; is implementing the excavation and embankment of 4.6km of the K98 layer of roadbed.

According to actual records at the construction site, many locations after completing the roadbed or asphalt concrete carpet, the contractor installed soft guardrail walls.
The joint venture contractor’s technical team and supervisory staff are on duty regularly to manage and supervise the construction. An officer from the supervising consultant unit said that from now until April 28, the contractor will lay the first layer of asphalt concrete for about 3 more kilometers.

Land encumbrance
According to the signed contract schedule, the project to upgrade and expand DT609 route (An Diem - A So section) with the end point near Dong Giang Heaven Gate Eco-tourism Area must be completed by August 29, 2024.
However, the joint venture contractor is not sure that it will finish on time, because the area of the handed over site under construction is 17.8/21.3km.
Of which, Dai Loc handed over 4.6/6.8km (ratio 67.6%), Dong Giang handed over 13.2/14.5km (ratio 91%). Thus, the length of the construction site is currently stuck at 3.5km.

Vice Chairman of Dong Giang District People's Committee - Mr. Dinh Van Bao said, for the cases affected by the project with a length of 1.3km, on April 16, the locality held a meeting to determine the land price of the remaining part.
After that, the competent authority responsible for site clearance will soon submit to the District People's Committee for approval of the compensation and support plan and implementation of the next steps.
"The basic problems have been resolved, the district only needs to complete the procedures and will try to complete the handover of the site this May" - Mr. Dinh Van Bao said.

Located in Dai Loc district, Dai My village of Dai Hung commune still has many problems with land clearance. For example, at the beginning of the project, the route km46+250 - km47+100 cannot yet be compensated or supported for affected structures and trees.
Mr. Nguyen Tan Dung's family said that their trees, fences, and gates are within the project area. He and the neighbors have signed a record agreeing on the inventory content and are waiting for the district to determine the compensation and support price.
The investor said that the total length of 2.2km through Dai Hung commune has not been cleared, mainly related to land, trees, and structures. The district has announced land reclamation, but because there is no specific land price, it is not possible to submit a compensation and support plan for approval.
According to the investor, if both Dong Giang and Dai Loc districts hand over the remaining land before May 15, 2024, the contractor will complete the entire project before September 2024.
However, whether this plan is feasible or not remains to be seen, as the locality still has to go through a number of more steps before it can fully clear the area.
