Many special mechanisms and policies to improve people's lives

Speaking at the Conference summarizing Program No. 08-CTr/TU on "Developing the social security system, improving social welfare and quality of life of the Capital's people in the period of 2021 - 2025", the representative of the Program Steering Committee affirmed that, with 27 targets, 12 tasks and 5 key solution groups, Program No. 08-CTr/TU has profound humanistic significance, directly related to the lives of the Capital's people. The highlight of the Program is that since the beginning of the 2020 - 2025 term, the city has issued many specific mechanisms and policies in a timely manner to serve the work of epidemic prevention and control, health care, support for people, those in difficult circumstances; support businesses and workers, especially during the period affected by the Covid-19 pandemic. In addition, the city focuses on prioritizing resources for investment in infrastructure in rural areas; Socio-economic development of communes in ethnic minority and mountainous areas.

Notably, to promote investment in developing the healthcare, education - training and cultural and social networks, the city has issued a Resolution on investment in 3 areas: building and renovating public schools to meet national standards; upgrading the healthcare system and restoring and embellishing relics in the period of 2022 - 2025 and the following years with a total investment of more than 49,000 billion VND and many other important mechanisms and policies.

With positive policies and solutions, after more than 4 years of implementing the Program, 19 targets have exceeded the plan, typically the unemployment rate, the target by 2025 is below 3%, the result is 2.54%; the cremation rate, the target by 2025 is 73 - 75%, before implementing the Program this rate was 64%, now it has reached 82%; the health insurance coverage rate is 95.25% (target 95%)... Up to now, Hanoi has no poor households according to the city's poverty standards. Medical work and health care for the people have been effectively implemented, especially during the years of the Covid-19 pandemic. Hanoi has piloted the establishment of electronic health records, electronic health books in the area, determining the roadmap, each specific stage...

Sharing experiences and results of implementing Program No. 08 in the locality, Chairman of Ba Vi District People's Committee Do Manh Hung said: in 2022, there were still 436 poor households and 1,424 near-poor households in the district. By the end of 2024, Ba Vi district no longer had poor households according to the new standards, currently the whole district has 945 near-poor households (accounting for 1.27%).

In Ha Dong district, the Chairman of the People's Committee of Can Thi Viet Ha district said: due to the rapid population growth, there is particularly great pressure on investment in facilities and infrastructure serving the cause of education and training. However, implementing Program No. 08-CTr/TU of the City Party Committee, with drastic solutions in carrying out the task of building schools that meet national standards. In the period of 2021 - 2024, the district has 23 public kindergartens, primary schools, and secondary schools recognized as meeting new national standards and 2 public schools meeting high quality criteria, bringing the total number of public schools meeting national standards to 79/98 schools...

Focus on developing social security and improving social welfare

Speaking at the conference, Deputy Secretary of the City Party Committee, Chairman of the City People's Council Nguyen Ngoc Tuan, Head of the Steering Committee of Program 08 affirmed that the Program was implemented seriously and responsibly, with innovative, creative, scientific, effective, practical, and widely spread methods, with the active participation of all levels, sectors, and the entire political system from the city to the grassroots. Based on the contents and tasks of the Program and the direction of the Program Steering Committee, many districts, towns, and cities have led, directed, and implemented it in accordance with the characteristics of each locality and have had good and creative ways of doing things, contributing to the development of the social security system, improving social welfare, and the quality of life of people in the area.

"In particular, investment in healthcare, national standard schools, relic restoration, repair of degraded housing... is not only done in Hanoi but also supported in a number of provinces and cities, showing the humane meaning of the Program," the Chairman of the City People's Council emphasized.

Regarding the tasks in the coming time, Chairman of the City People's Council Nguyen Ngoc Tuan said that the Capital is making efforts to implement the guiding ideology and major orientation of the Party and General Secretary To Lam on the new era - the era of national development. Therefore, the work of ensuring and developing social security, improving social welfare and the quality of life of the people is a very meaningful task and is carried out regularly and continuously. The Chairman of the City People's Council requested that members of the Program Steering Committee, departments, branches, districts, towns and cities continue to closely follow the policies and directions of the Central Government and the City. In particular, focusing on some key contents related to sustainable poverty reduction because Hanoi still has 9,928 near-poor households, if not done well, it can lead to re-poverty; reviewing the health examination and management of people.

Based on the results of the Program for the 2021 - 2025 period, the Head of the Steering Committee of Program 08 requested that units continue to promote and disseminate outstanding results, good and effective models for replication in the area. Along with that, continue to research and effectively apply specific mechanisms and policies that the Politburo and the National Assembly have prioritized for the city, such as the 2024 Capital Law to review, propose to build and perfect institutions and policies to ensure unity, synchronization and suitability with reality. In addition, localities and units need to direct and resolutely implement the Resolution of the City People's Council on investing in the three fields of education, health, and culture, contributing to the development of a social service system to meet the needs of the people.
