Organize many activities to promote and guide digital transformation work.

Prime Minister Pham Minh Chinh has clearly stated the theme of digital transformation in 2024 as: Developing the digital economy with 4 pillars: IT industry, digitalization of economic sectors, digital governance, digital data - Important driving force for rapid and sustainable socio-economic development. Therefore, the People's Committee of Quang Binh province and the Provincial Digital Transformation Steering Committee have directed departments, branches, sectors and localities to closely coordinate with press and media agencies to raise awareness, create consensus in society and the entire political system on digital economic development.

All documents, programs and plans of the province emphasize the tasks of agencies, units and localities in disseminating and implementing this policy. The goal is to create a change in the thinking and awareness of cadres, civil servants and public employees in developing digital infrastructure, digital data and digital human resources to promote comprehensive digital transformation in the province. Propaganda contents on digital transformation have been focused on and implemented by agencies and departments in Quang Binh throughout the year, contributing to raising awareness and responsibility of all levels on digital transformation, while guiding and popularizing basic digital skills for local people.

Many activities to promote and guide digital transformation have been implemented by the leaders of Quang Binh province. Most recently, in a series of events responding to the National Digital Transformation Day and Quang Binh Provincial Digital Transformation Day 2024, the Provincial Digital Transformation Steering Committee organized a workshop on "Some solutions for applying artificial intelligence (AI) in digital transformation and smart cities" on October 9. On October 4, the Department of Information and Communications organized a workshop on "Popularizing digital infrastructure, enhancing digital applications to promote digital transformation in Quang Binh province" and on October 10, a training conference on "Application of AI in administrative work." Dong Hoi City People's Committee also organized a conference on digital transformation, economic development and digital society on October 4.

Departments, branches, sectors and localities also organized "Online Public Service" Day on October 1 at the Provincial Public Administration Service Center, the reception and return of administrative procedure results department and headquarters. From October 1 to 10, 2024, Community Digital Technology Teams across the province launched the campaign "going to every alley, knocking on every door, guiding each person to use services and applications to develop the digital economy".

Focus on developing digital human resources

Identifying that human resources play an important role in the successful implementation of the Quang Binh Department of Information and Communications, Quang Binh province has paid great attention to developing digital human resources. Currently, all provincial departments, branches and sectors have established and completed the Steering Committee for Digital Transformation. 100% of district and commune People's Committees have also established Steering Committees for Digital Transformation. Currently, the province has 1,113/1,123 village-level community digital technology teams, with 4,561 members. In addition, the province has completed the establishment of all working groups to implement digital transformation, including 1 provincial team, 8 district-level teams, 151 commune-level teams, and 1,123 village-level teams.

The Department of Information and Communications continues to act as a consulting agency on digital transformation and a specialized unit on information technology and information security of the Provincial People's Committee. The district-level Departments of Culture and Information are also gradually improving their capacity to advise on information technology and digital transformation at the local level. At the provincial level, 5 state agencies have specialized information technology units. All provincial departments, branches, and sectors, district and commune People's Committees have full-time or part-time staff specializing in digital transformation. 100% of cadres, civil servants, and public employees at state administrative agencies have participated in IT training courses or basic information technology application training.

In 2024, the Department of Information and Communications organized two training courses on digital transformation on the Moocs Online Platform, attracting 2,097 cadres, civil servants, and public employees at the three levels of province, district, and commune and 664 members of the Community Digital Technology Team at the village level. In addition, the Department also organized training on how to use software to manage contact activities and provide information to the press for nearly 250 cadres, civil servants, and reporters. More than 80 leaders and office workers from 21 provincial departments, branches, and sectors and 8 district-level People's Committees participated in training on the application of artificial intelligence (AI) to support administrative work.

The Department of Home Affairs organized a training course on creating electronic records and submitting records to the document management and administration system of the province, with the participation of 128 officials, civil servants and public employees at the provincial and district levels. The Department of Education and Training coordinated with the State Bank of Vietnam, Quang Binh Branch to organize a workshop to promote cashless payments at educational institutions in the area. In addition, the Department also organized a digital transformation training conference for nearly 120 officials, civil servants and public employees in the education and training sector. The People's Committees of Dong Hoi city, Ba Don town and Minh Hoa district also organized training conferences on digital transformation and skills in exploiting the digital government system for officials, civil servants and public employees at the district and commune levels.

Up to now, the province has organized training, fostering and coaching on digital transformation and digital skills for a total of 7,301 cadres, civil servants and public employees at the three levels of province, district and commune; 18,350 officials in the health, education and training sectors; and 4,561 members of the village-level Community Digital Technology Team.

Many digital transformation targets have been achieved and exceeded the plan.

Quang Binh Provincial Police provide instructions on activating electronic identification accounts and installing the VNeID application at the provincial Ethnic Boarding High School.

The proportion of the population aged 15 and over with an electronic identification account reached 74.3%, exceeding the planned target of 60%. In particular, the proportion of payment transaction accounts at banks or other authorized organizations compared to the population aged 15 and over reached 109.5%, exceeding the planned target of 90%.

Other indicators such as the proportion of adults with electronic health records and the proportion of educational institutions that have deployed platforms to support remote teaching and learning and can share teaching and learning resources all met the plan.

In 2025, Quang Binh will continue to promote propaganda work, raise awareness of all levels, sectors, cadres, civil servants, public employees, the business community and people about the necessity of digital transformation. Attach responsibility to the head for the results and effectiveness of digital transformation in the agency, unit, field and area under his/her charge; consider the implementation of digital transformation as one of the criteria for evaluating the performance of the head.
