Improve the quality of supervision activities of the Provincial People's Council

Comrade Tran Minh Luc, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council, said: The Provincial People's Council considers supervision work as a key and central task, with careful preparation from early on, from afar, mobilizing the maximum participation of People's Council delegates, supervisory agencies, supervised subjects, as well as coordinating agencies. Every year, the Provincial People's Council develops, issues resolutions, plans, programs and organizes supervision in accordance with regulations, with innovation in form and implementation at many levels. The supervision content is reviewed, weighed, and selected to focus on topical issues and groups of issues that have a major impact on the socio-economic situation and people's lives. In particular, the "re-supervision", monitoring and inspection of the implementation results of post-supervision recommendations are focused on, helping the supervision activities of the People's Council become more and more substantial and effective, accurately, objectively and promptly assessing the positive aspects, clarifying the shortcomings and inadequacies, serving as a basis for urging all levels and sectors to have solutions to better implement the management, operation and organization of the implementation of resolutions, programs and plans for socio-economic development, national defense and security, meeting the requirements and aspirations of the people and voters in the province.

At the People's Council meetings, in addition to supervision through reviewing and examining reports, projects, draft resolutions and many other important documents submitted by competent agencies according to regulations, question and answer sessions, discussions and explanations are effective forms of supervision, which are of interest to, followed and highly appreciated by the people and voters. To improve the question and answer sessions, before the meeting, based on the proposals of the People's Council delegations on the issues to be questioned and the units to be questioned, the Standing Committee of the Provincial People's Council shall, based on the meeting agenda and practical situation, consider, weigh and choose, and decide to question the issues directly at the meeting; at the same time, send a document requesting the Provincial People's Committee to unify the content and direct the individuals to be questioned to prepare the content of the report to be answered directly at the meeting. Thanks to careful preparation, the questions of the People's Council delegates and most of the answers of the questioned persons were concise, specific, clear, straight to the point, with frank, democratic and highly constructive dialogue and debate. Many major and important issues related to socio-economics, national defense and security were also informed and explained by the leaders of the Provincial People's Committee, thereby further clarifying the responsibilities and tasks of the heads and relevant agencies; directing and urging the sectors and levels to promptly have effective solutions to overcome difficulties and limitations, and effectively implement the contents and issues raised by the People's Council delegates.

Typically, in 2023, at the regular mid-year session, the Provincial People's Council questioned the Head of the Provincial Ethnic Committee and the Chief Justice of the Provincial People's Court on issues related to the implementation of socio-economic development policies, poverty reduction in ethnic minority and mountainous areas; progress in case settlement, administrative reform, digital transformation and a number of outstanding issues, problems and difficulties of the court sector. At the regular session at the end of the year, the form of supervision was innovated, the content of questioning was expanded in many fields; the answering of questions had the participation of heads of many sectors and localities; therefore, the supervision activities went into depth, more clearly pointing out the limitations and problems, answering more questions, clarifying many difficulties in the process of implementing the tasks and socio-economic development goals of the 2021-2025 term, on that basis helping all levels and functional sectors have more effective solutions in management and operation. In addition, the Provincial People's Council also held a vote of confidence for 29 people holding positions elected by the Provincial People's Council. This activity helps to improve the effectiveness and efficiency of the People's Council's supervision and improve the quality and efficiency of the state apparatus.

Mr. Nguyen Van Hue, a voter of Thanh Son ward (Phan Rang - Thap Cham city) said: I am interested in and closely follow the sessions of the Provincial People's Council, especially the question and answer sessions that are broadcast live on local television and reported on the media. I highly appreciate the sense of responsibility of the Provincial People's Council delegates and leaders of all sectors and levels. The questions raised by the People's Council delegates represent and express the will and desires of the majority of people and voters. Most of the answers from leaders at all levels and functional sectors are straightforward, going straight to the point, helping voters to relieve many concerns and grasp many issues, especially the current "hot" issues related to construction planning, land management and use, health and education policies, etc.

The supervision activities between the two sessions of the People's Council were carried out effectively with many strong innovations in thinking, through many forms: Thematic supervision, supervision through explanations at the Standing Committee of the Provincial People's Council; in particular, the Provincial People's Council increased surprise surveys, field surveys focusing on prominent, urgent issues affecting local people: field surveys on coastal erosion in wards and communes in Phan Rang - Thap Cham City and Ninh Hai District; the implementation of policies to support agricultural and rural development in the province; site clearance and the implementation of policies and legal regulations to support and compensate people whose land was recovered to implement projects in the province; The implementation of tourism development policies and laws... Through the survey, the monitoring delegations recommended that competent authorities propose solutions to promptly resolve difficulties, obstacles, shortcomings, and limitations in management and operation so that policies can be put into practice, ensuring the legitimate rights and interests of people and businesses, serving the socio-economic development of the locality.

In addition, the People's Council delegations promote the role and responsibility of elected representatives, closely follow the grassroots, grasp the thoughts, aspirations and public opinions in society, play a good role as a bridge between voters and the Party and the State, perform well the function of supervision, monitor the response to opinions, resolve voters' recommendations, and then report to the Standing Committee of the Provincial People's Council to request the Provincial People's Committee and relevant agencies to consider and resolve seriously and with quality.

Comrade Tran Minh Luc added: In addition to the achieved results, the supervision work of the Provincial People's Council still has some difficulties and limitations, namely that the delegations have not fully performed their supervision functions according to the law, specifically, they have not yet implemented thematic supervision. At the meetings, some People's Council delegates have not fully promoted their sense of responsibility, have not proactively proposed and raised questions. The organization of explanations at the Standing Committee of the Provincial People's Council is still limited and not regular...

To improve the quality of supervision activities, in the coming time, the Standing Committee of the Provincial People's Council will continue to strengthen the implementation of Directive No. 10-CT/TU of the Provincial Party Committee Standing Committee, actively innovate the content and methods of supervision to ensure scientific and effective results, meeting practical requirements. Strengthen the responsibility and supervisory role of each delegate and delegation of the People's Council...

Continue to innovate and improve the quality of questioning and answering activities in the direction of focusing on depth, solving key and urgent issues of concern to voters and people; ensure the principles of democracy, publicity, debate, dialogue with a frank and constructive spirit to help cables and sectors identify and find solutions to remove difficulties and obstacles to improve management and operation efficiency.

Thematic monitoring activities must be associated with promoting economic growth, ensuring social security, national defense, security, building a strong government, in accordance with the goals and tasks of the master plan, sectoral and field plans and legal regulations.

Strengthen monitoring, urging and inspecting functional agencies and units in handling opinions and recommendations after supervision, surveys and recommendations of People's Councils at all levels, ensuring that all recommendations are focused on and resolved in accordance with regulations. Actively coordinate with all levels, sectors, agencies and units to implement tasks in accordance with legal regulations, contributing to improving the quality, effectiveness and efficiency of People's Council supervision.
