Commune Police: Strong security, smooth administration

Implementing the direction of the Central Public Security Party Committee and the Ministry of Public Security on "Continuing to arrange and streamline the organization of the local Public Security apparatus to operate effectively and efficiently, meeting the requirements and tasks in the new period", from March 1, 2025, Quang Ninh Provincial Public Security has deployed a 2-level Public Security model, including provincial and communal levels. With a pioneering and exemplary spirit, officers and soldiers at the communal level public security have quickly started to carry out new tasks, ensuring no interruptions or vacancies in the area, maintaining social order and safety and improving the quality of service to the people.

At Cai Rong Town Police, Van Don District - one of 13 commune-level police stations in Quang Ninh Province assigned with the additional task of registering motorbikes and cars and receiving applications for issuing and exchanging driving licenses for people in the district - the reception and processing of administrative procedures has become routine, meeting the needs of a large number of citizens coming to register and carry out procedures previously undertaken by the district police. Captain Nguyen Nhu Duc, Deputy Head of Cai Rong Town Police, Van Don District, said: Faced with a large workload, 100% of officers and soldiers always maintain a permanent presence at the unit, actively supporting people to declare and submit documents through applications such as VNeID and the Public Service Portal, ensuring a quick and convenient implementation process.

To ensure that the application process goes smoothly, the Provincial Police Department has directed the commune-level police to proactively arrange staff for specific tasks, from receiving applications directly, processing applications online, assisting citizens in declaring information, to guiding foreigners. The processing process is carried out quickly and scientifically, reducing pressure and creating maximum convenience for citizens.

In the first month of implementing the task of issuing criminal records (from March 1 to March 31), the provincial police received 2,155 citizen applications for criminal records, of which 1,584 applications were made online via VNeID. Through searching and verification, results were returned for 2,069 cases. Despite the large workload and short time, the officers and soldiers of the provincial police have made efforts to overcome difficulties, ensuring the reception and implementation are highly effective.

To concretize the directions of the Party Committee and the Provincial Police Department on implementing the motto "Comprehensive province, strong communes, close to the grassroots", along with the process of perfecting the organization, the police of communes across the province have deployed the division of working groups in charge of each field such as traffic safety and order, security, and criminal matters. Major Le Van Tra, Chief of Cai Chien Commune Police, Hai Ha District, said: The commune-level police force has proactively assigned more officers to be in charge, closely following the area, maintaining close contact with the people and regularly exchanging information with the professional departments of the Provincial Police. Thanks to that, security and order issues have been detected and resolved as soon as they arise, contributing to effectively combating and preventing all types of crimes right at the grassroots level. To prepare for the summer tourist season, we have coordinated with the forces, assigned officers and soldiers to be on duty 24/7 to ensure security, order and traffic safety in the area.

With careful and scientific preparation, after implementing the organization streamlining and arrangement, there are no longer district-level police, the commune-level police force in Quang Ninh - from urban areas to remote communes, islands - still ensures the synchronous implementation of all tasks, without interruption of work.

Administrative procedures serving the people are always resolved quickly and smoothly, creating favorable conditions for people throughout the province. At the same time, the commune-level police force proactively grasps the situation and promptly handles security and order issues right at the grassroots level, contributing to maintaining stability and security in the area.
