The Ministry of Education and Training has just issued a draft amending and supplementing a number of articles of Decree No. 81/2021/ND-CP of the Government regulating the mechanism for collecting and managing tuition fees for educational institutions in the national education system and policies on tuition exemption and reduction, support for learning costs; service prices in the field of education and training. Accordingly, university tuition fees for the 2023-2024 school year for non-autonomous public schools will not increase, ranging from 12-24.5 million VND/year, depending on the industry.

Same as last year's tuition
According to the draft of the Ministry of Education and Training, the tuition fee framework (ceiling) for public preschool and general education institutions that are not self-sufficient in regular expenditures is as follows: preschool, primary, secondary and high school levels are equal to the tuition fee for the 2022-2023 school year: from 540,000 - 650,000 VND/month for urban areas; from 220,000 - 330,000 VND/month for rural areas; from 110,000 - 220,000 VND/month for ethnic minority and mountainous areas. For autonomous institutions, the maximum tuition fee is 2.5 times.
Meanwhile, the tuition fee that is of most public concern, university tuition, is also being revised.
Specifically, the Draft stipulates that the university tuition fee (non-autonomous institutions) for the 2023-2024 school year for Block I (Educational Science and Teacher Training) is 12.5 million VND/year; Block II (Arts): 12 million VND/year; Block III (Business and Management, Law): 12.5 million VND/year.
The highest is Block VI.2 (Medicine and Pharmacy): 24.5 million VND/year. From 2024 to 2027, tuition fees for blocks will be adjusted to increase each year. Meanwhile, tuition fees for vocational education, which are being adjusted by the Ministry of Labor, Invalids and Social Affairs, will likely not increase compared to the 2022-2023 school year.

According to representatives of many schools, university tuition fees for the 2023-2024 school year have been adjusted to decrease compared to Decree 81 in all majors (reduced from 1.6 - 3.1 million VND/year, depending on the major). This adjustment is appropriate in the context of the difficult economic situation due to the impact of the Covid-19 pandemic in the past 2 years.
According to Dr. Le Truong Son, Vice Principal in charge of Ho Chi Minh City University of Law, in 2023-2024, the school announced the tuition fee in the enrollment plan, ranging from 31.2-165 million VND/year depending on the major and training program. However, if there is a decision to adjust the tuition fee in the 2023-2024 school year, the school will readjust the tuition fee and implement according to general regulations.
Associate Professor, Dr. Nguyen Ngoc Khoi, Head of Training Department, Ho Chi Minh City University of Medicine and Pharmacy, said: In the 2023-2024 school year, the school plans to collect tuition fees from 41.8 - 77 million VND/year, depending on the major. Up to now, the school has not seen any decision to adjust tuition fees, so the school has not yet come up with a plan.
Meanwhile, according to experts, this year's tuition adjustment information was announced earlier than the 2022-2023 school year, so schools are now preparing plans in case of an official decision. However, in terms of rules, all costs are currently increasing but tuition fees are not increasing, which also makes it difficult for schools to improve and enhance the quality of training.
Vietnam Aviation Academy deducts and refunds excess tuition fees
On August 2, MSc. Nguyen Minh Tung, Head of Admissions and Student Affairs Department (Vietnam Aviation Academy) said: "In accordance with the inspection conclusion of the Ministry of Transport, the academy is currently deducting and refunding excess tuition fees to students. The school offers two options: for students who are studying, the refund or deduction will be made from tuition fees for the following semesters; for students who have graduated, the academy will contact and refund the excess amount to their personal accounts.
