Along with many important contents, there is a proposal that has received a lot of public attention, which is the case of buying information to report traffic violations, the fee for each case is equal to 10% of the fine, but not more than 5 million VND.

Receiving this information, many people expressed their support. Some people said that many countries where they have lived and worked have departments to receive information and images of traffic violations from citizens. Of course, the images provided to the police must not be edited (there is a department to check).
In fact, the supplier is entitled to 25-30% of the infringement fee with the requirement of absolute confidentiality. The amount the supplier receives is usually 7-10 days after submitting the evidence of infringement.
The reality of traffic in our country shows that wherever there are police officers or cameras installed to impose fines, violations are rare. On the contrary, violations are rampant in places where there are no cameras or where there are no police officers on duty.
Meanwhile, the authorities do not have enough forces to deploy on all routes. Although the surveillance camera system has been installed, the number is still very modest. Therefore, it is necessary to encourage the handling of violations through images provided by the people.
Recently, many violations have been detected in time thanks to cameras in people's homes, or people recording them through dash cams, and providing them to the authorities. Since then, the authorities have handled many serious violations.
In Hanoi alone, from the end of 2023 to now, the City Traffic Police Department has handled nearly 1,000 traffic violations from people's reports via the social network Zalo, fined more than 1.6 billion VND, revoked 275 driving licenses, and promptly handled thousands of cases related to traffic organization.
Many localities across the country are also stepping up the work of handling violations through images provided by people such as Binh Duong, Ho Chi Minh City, Dong Nai... and achieving positive results.
Nowadays, the rate of car ownership of people is quite high, the images from the dash cam on personal cars will be very rich and diverse. At the same time, in the era of technology development like today, every citizen can be a witness with a smartphone.
I think the few people who do not support the above proposal are just people who have the habit of violating traffic laws. So if they are monitored by the people, they will definitely feel uncomfortable. But if they strictly comply, what is there to be afraid of?
The important issue is how to organize, receive and process the information provided by the people to ensure effectiveness. For example, it is possible to set up an information portal to receive all that information for verification. Even when the violation from the image provided by the people is processed, there needs to be a mechanism to notify the provider.
It is necessary to strengthen the detection of violations and mobilize the entire society to participate in ensuring traffic safety and order. Only when violations are detected and handled promptly, then traffic culture can become a habit and way of thinking in each person.
