Improper sale of social housing will be revoked

On the afternoon of June 3, at the regular Government press conference in May 2023, Deputy Minister of Construction Nguyen Van Sinh said that recently, the Government and the Prime Minister have directed and paid attention to investing in and developing social housing, workers' housing, and housing for low-income people. Mr. Sinh affirmed that these are very humane policies, providing accommodation for workers.

In addition to issuing preferential policies, the National Assembly and the Government have also issued regulations clearly defining beneficiaries, conditions, and transparent criteria. This is to avoid taking advantage of social housing policies for low-income people.

Resolutely recover cases of wrong subjects

Mr. Sinh said that recently, some projects and localities such as Bac Ninh, Bac Giang, Da Nang, Dak Lak, etc., as reported by the press, have had intermediaries, brokers, and have taken advantage of the scarcity of social housing that has been delivered and bought and sold for profit.

The Ministry of Construction determined that these acts did not comply with the provisions of the law on housing, especially policies on social housing.

"Recently, the Ministry of Construction has issued many documents requesting localities where such phenomena occur to inspect, examine, and clarify the matter. On that basis, there will be solutions to correct, overcome, and handle promptly. If any mistakes are discovered, they will be recalled," said Mr. Sinh.

According to the leader of the Ministry of Construction, recently the Government and the Prime Minister have directed to increase the supply and investment in developing social housing. The Prime Minister has also approved the project of 1 million social housing units to promote this issue.

The agencies have directed localities to urgently implement this project according to specific targets, meeting the demand for social housing in the coming time.

"We have requested localities to publicly announce the conditions, standards, and subjects eligible to buy social housing. Continue to strictly manage and monitor the purchase and sale of social housing according to regulations. Localities continue to organize inspections, checks, and handle violations related to the purchase and sale of social housing in the area; resolutely detect cases of incorrect subjects and have their records revoked," Mr. Sinh emphasized.

Each individual can only buy social housing once.

Regarding the subjects eligible to buy social housing, Mr. Sinh said that these are: people with revolutionary contributions according to the law on preferential treatment for people with revolutionary contributions; Low-income people, poor and near-poor households in urban areas; Workers working at enterprises inside and outside industrial parks;...

In addition, there are also subjects who are cadres, civil servants, and public employees according to the provisions of the law on cadres, civil servants, and public employees; Subjects who have returned public housing according to regulations; households and individuals whose land is subject to land recovery and must clear and demolish their houses according to the provisions of law but have not yet received compensation from the State in the form of houses and residential land.

Regarding the conditions for enjoying social housing support policies, the Deputy Minister of Construction said that the above subjects must meet the condition of not having a house of their own or having a house but the average area is less than 10 m2/person...

In the social housing policy, each individual is only allowed to resolve the need to buy social housing once. Regarding the procedure for purchasing and receiving social housing applications, the social housing investor is responsible for receiving the application and sending it to the Department of Construction. The department is then responsible for coordinating with relevant agencies to review the list of expected subjects to be resolved to buy social housing.

The Department of Construction is responsible for updating the list of social housing buyers on the department and ministry's information portal to ensure transparency. After determining the list of eligible buyers of social housing, a lottery will be held to buy social housing.

"Thus, the regulations related to the purchase and sale of social housing are very public, transparent, strict, and avoid taking advantage of policies," the Deputy Minister affirmed .
