A school was 'accused' of collecting 20 fees under the name of voluntary fees.

In recent days, a complaint has been circulating on Facebook, allegedly from a group of parents whose children are studying at Hung Dao Primary School (Tu Ky District, Hai Duong Province). In this complaint, the parents listed 20 school fees under the name of voluntary contributions.

Voluntary contributions to buy air conditioners and televisions up to nearly 800,000 VND/student

According to the complaint sent to the Chairman of the People's Committee of Tu Ky District and parents of Hung Dao Primary School posted on social media, of the 20 collections listed under the name of voluntary contributions, some are considered too high compared to the regulations of the Ministry of Education and Training and the resolution of the People's Council of Hai Duong province.

Health insurance fee is up to 850,000 VND; personal insurance is 200,000 VND; summer school fee is 720,000 VND; foreign English tuition fee is 1.4 million VND/year; life skills tuition fee is 432,000 VND, social support is up to 450,000 VND/year.

In particular, these revenues include donations to buy air conditioners of 480,000 VND and televisions of 296,000 VND, the total of these two "voluntary" revenues is nearly 800,000 VND.

In addition, parents must pay 20,000 VND for chairs; 90,000 VND/year for eNetViet network; 70,000 VND/year for daily homework; and up to 200,000 VND/course for boarding supplies.

On October 7, Mr. Pham Anh Tuan, Head of the Department of Education and Training of Tu Ky District, said that this unit had worked with school leaders to verify each collection item according to parents' feedback.

Accordingly, the school has implemented the collection and sponsorship according to current regulations on collection content and collection levels. However, there are some collections that parents agreed to ask the homeroom teacher to collect and purchase on their behalf (collecting on behalf of the association fund, buying chairs and daily exercise books), the principal has not been able to promptly supervise, and parents have not agreed highly, so there have been comments as stated in the petition.

Many collections are incorrect and not in accordance with regulations, not reported to the Department of Education and Training.

According to Mr. Pham Anh Tuan, some fees are not included in the regulations, such as the fee for buying a chair of 20,000 VND. Hung Dao Primary School has a policy of deploying first graders to the school, parents need to buy their children a plastic chair to sit on during group activities. Parents have agreed to ask the homeroom teacher to buy it for them. The daily exercise book fee is 70,000 VND, parents have agreed to ask the homeroom teacher to buy it for them.

The revenue that has not met the process is the amount of televisions and air conditioners in the classroom. In August 2023, the school launched a support campaign in kind but has not reported the plan to the Tu Ky District Education and Training Department.

The school has developed a plan for the after-school club and asked for approval from the Department of Education and Training. If implemented, it will collect 8,000 VND/period according to Resolution 08 of 2022 of the Hai Duong Provincial People's Council, but the school has not yet implemented it.

With summer tuition of 720,000 VND, this content belongs to August 2023 for students participating in the 2023 summer activity program, not included in the revenues of the 2023-2024 school year.

In response to parents' feedback, the Department of Education and Training requested Hung Dao Primary School to mobilize and sponsor in accordance with regulations under Circular No. 16/2018 of the Ministry of Education and Training, which regulates funding for educational institutions in the national education system.

Tu Ky District Department of Education and Training requests that the school not implement the fundraising campaign (call for support) without approval from the competent authority and consent from the parents. The principal reports to ask for opinions from local leaders and the Department of Education and Training on the fundraising plan, sponsorship and service fees in the school before implementing.

In the coming time, the Department of Education and Training will continue to inspect and rectify the collection work at the beginning of the school year for Hung Dao Primary School. At the same time, it is recommended that the People's Committee of Hung Dao Commune and the Parents' Association strengthen close supervision of the school's collections, and coordinate with the school to strengthen propaganda work on the organization of educational activities and collections during the school year.

Along with that, the Tu Ky District Department of Education and Training will continue to inspect and discipline schools in the area to strictly implement the collection and fundraising activities; ensure publicity, transparency, and compliance with regulations; and strictly handle any violations detected.
