The Ministry of Information and Communications has identified the mission of the digital technology industry as using digital technology to turn Vietnam into a "dragon and tiger", becoming a high-income country by 2045. The new space of the sector is to shift from assembly and processing to making products 'Make in Vietnam' - Mastering technology, creating, designing and manufacturing in Vietnam. At the meeting, Minister Nguyen Manh Hung also suggested the way to do it is to learn from international experiences and lessons on the basis of thorough understanding. With the motto of 'Setting an example', the Minister said that the work of coming up with breakthrough ideas to promote rapid development of the industry will be done by the Ministry's leaders and this is being implemented. "While focusing on building the foundation, without breakthrough ideas, the industry will not be able to move forward" , the Minister emphasized. Regarding the urgent tasks in the 2024 work plan raised by Deputy Minister of Information and Communications Nguyen Huy Dung and leaders of the ICT Industry Department at the working session, Minister Nguyen Manh Hung pointed out the direction to handle and resolve each task. The focus of perfecting the digital institution in 2024 is to build the Law on Digital Technology Industry and 2 strategies: Semiconductor Industry Development Strategy and Digital Technology Industry Strategy - identified as difficult tasks, the Minister and leaders of the Ministry will participate in building the most core parts. Regarding in-depth research to develop the ICT industry, the Minister suggested that the leaders of the Department have a new perspective and thinking: Turn long-term stories into short-term; stories of 5 years, 10 years must become stories of 1 year. When starting correctly, leading in the right direction and having achievements in the first 1-2 years, seeing that continuing in this direction will reach the set destination, then it can be considered that the task is done.

Faced with the concern of how to make work better when a unit has few people but a lot of work, the Minister said that fewer people are better than more people, and a unit that needs 10 people to work should have 6-8 people. When there is a lot of work, it is necessary to optimize and review to propose eliminating work that does not create value; and especially it is necessary to use digital technology to reduce the workload for cadres, civil servants, and workers. Emphasizing that digital technology has now become a basic production force, which will help people, the Minister analyzed: Using technology will help reduce the number of jobs by at least 3 times. In 2024, not only the Department of ICT Industry, but all units in the Ministry of Information and Communications will use technology to reduce the number of jobs by 3 times, for example, using virtual assistants, some automation tools, automatic reporting, automatic data collection, self-writing reports, building knowledge, and shared data.

Some viewpoints and orientations in the development of the information and communication industry in general and the digital technology industry in particular were also emphasized when the Minister answered questions from officials, civil servants and employees of the ICT Industry Department. These are: It is necessary to focus on developing narrow AI, private AI; it is necessary to manage general and public AI to minimize risks; state management needs to start 1% of work so that the remaining 99% can 'run on its own'; Make in Vietnam products are tested and affirmed through participating in competition in foreign markets first, which will make it easier to conquer the domestic market... On the topic of "Creating digital applications to develop the digital economy - A new driving force for economic growth and labor productivity" - an orientation of the information and communication industry in 2024, Minister Nguyen Manh Hung explained that the important thing is not in software or hardware, the "key" here is to change the approach. Instead of calling on industries and fields to digitally transform; This year, the IT&T industry will bring its team, network operators, and digital technology businesses to apply digital transformation for each industry and field.
